MSRB Board of Directors Meeting Discussion Items The Board of Directors of the Municipal Securities Rulemaking Board (MSRB) will meet January 24 and 25, 2018, where in addition to addressing corporate and governance issues, the Board will discuss the following rulemaking and policy topics: Strategic Review The Board will engage in a routine review of the MSRB’s multi-year strategy to ensure the organization continues to remain responsive to current conditions and long-term organizational priorities. Facilitating Compliance with MSRB Rules The Board will discuss progress on the MSRB’s effort to facilitate understanding of and compliance with regulatory obligations, the Compliance Advisory Group, and incorporating public and industry input into the development of compliance resources. Policy on Interpretive Guidance The Board will consider the terms of the MSRB’s Policy on Interpretive Guidance in light of the MSRB’s current strategic goal to enhance its facilitation of compliance with regulatory requirements. Professional Qualification Updates The Board will discuss a proposed rule filing to update certain provisions of the MSRB’s professional qualification standards in MSRB Rule G-3 to harmonize with the professional qualification standards of other financial regulators. Primary Offering Practices The Board will have a preliminary discussion of comments received on its concept proposal related to primary offering practices. The concept proposal was part of a long-term retrospective review of syndicate practices in the municipal market. Discretionary Transactions in Customer Accounts The Board will discuss the use of discretion in customer accounts and the potential of consolidating requirements in existing MSRB rules and establishing limited, new requirements for greater consistency with similar rules of other regulators.
