The above was mentioned at the HCC Parish and Town Council's conference in April. It has been developed jointly between HCC and HAPTC. The draft is now open for consultation. See attached from HCC, the link takes you to HCC's website and the draft charter is at the bottom of the page (took me a while to find it), as is the link to the consultation. If any member want a print copy of the charter then pls. let me know. I will provide a print copy for offline members. You can reply to the consultation as individuals, it does give the opportunity to respond as a Council, but I suspect a meeting would run for many days trying to agree the various consultation options. I will though put this on the agenda for the July PC in case the PC does want to make a formal response, but perhaps not via the online questionnaire. Tim.

Dear Colleagues, Draft Countywide Parish and Town Council Charter As promised at the Parish and Town Conference in April this year, we have been working towards producing a countywide Parish and Town Charter that outlines how the County Council and Parish and Town Councils can work together for the benefit of local residents. We have completed the work on a draft, in partnership with the HAPTC and I am pleased to tell you that you now have an opportunity to make comments. This consultation opened for Parish and Town Councils on 23rd June 2014. The Charter provides clarity on key aspects of the relationship, including: trust and mutual respect, legitimacy, communication, consultation and engagement and collaborative working. It is proposed that the Charter will have two sections: the main Charter that will contain the elements mentioned above and an appendix (still being developed) that will detail how Parish and Town Councils can work with County Council services. The consultation can be found online here: https://consult.hertsdirect.org/parishandtowncouncilcharter/ or can be found by searching ‘consultations’ into the search bar on www.hertsdirect.org and will close on 15th August. Please let us know if the closing date of the consultation causes any problems for you to be able to feedback to us. We welcome feedback from individuals as well as Parish and Town Councils as a whole. The consultation is for open for all Parish and Town Clerks and Councillors. We are keen to gather as much feedback as possible and we welcome any comments you wish to make.
