Message of the Director Dear

Colleagues

and

Partners,

This week we are committed in different and very interesting projects and activities,

before

we

end

2017.

To kick off the week, the UNESCO Regional Office for Eastern Africa participated in the Regional Conference on Refugee Education, organized by the Intergovernmental Authority on Development (IGAD) in Djibouti, from 12 to 14 December 2017. During the meeting, regional quality education standards and inclusion into national systems for refugee children were discussed, in line with the Comprehensive Refugee Response Framework (CRRF), as well as Sustainable Development Goal 4, and Agenda 2063 on Education. The focus on refugee education around the world in general and in the Eastern and Horn of Africa region in particular is a response to the alarming increase in the number of people forced to flee their homes due to conflicts and persecution. UNESCO must ensure, by working in cooperation with UN agencies and actors in the field, that all children, including refugees, have access to quality educational systems. In delivering as One, we need to enhance commitment by donors to align funding to better bridge the gap between humanitarian and development assistance, and in support of national education strategies that provide improved access and quality of education in all

countries.

In parallel in Kenya, the Regional Office for Eastern Africa also trained 45 Education for Sustainable Development focal points of the Kenyan counties on how to make the Education for Sustainable Development policy real, through a Master of Trainers workshop, from 13 to 15 December 2017. The workshop aimed to understand the implications of the Education for Sustainable Development policy at the county level and at the delivery of educational services level. The project is supported by the Government of Japan, under the UNESCO Global Action Programme for Education for Sustainable

Development

(GAPesd).

Moreover, in Kampala, Uganda, from 11 to 15 December 2017, UNESCO, supported by the Ministry of Education assisted curriculum developers from Kyambogo University to harvest openly licensed educational resources to populate

the

recently

approved

Communication

Technology

(ICT)

Competency Framework for Teachers for Uganda Course. The course material will

be

rolled-out

in

in

a

blended

mode

in

2018.

Finally, the Regional Office for Eastern Africa organized a joyful end of the year Christmas celebration with UNESCO staff and their families in Nairobi,

on

15

December

2017.

The event rounds-up a full year where the office worked as a team to the benefit of our Eastern African Member States. I wish you all a joyful end of 2018 and may

What happened this week in UNESCO in the Region Master

A Master of Trainers took place in

(ESD) focal persons, from 12 to

15

December,

to

understand the implications of the ESD policy at the county level & at the delivery of educational services level. The 45 ESD focal points from the Kenyan counties will be working together, for 4 days, with 18 members of the technical working group, UNESCO, UNESCO National Commission of Kenya, Ministry of Education of Kenya staff, to work on strategies for delivering policy messages and mobilizing support for ESD at the county level & with partners. The project is supported by the Government of Japan, under the UNESCO Global Action Programme for Education for Sustainable Development (GapESD).

The goal is to work on an action plan for the delivery of the ESD messages to different,

various

constituents

at

county

level.

Eastern and Southern Africa meeting on Comprehensive Sexuality Education

UNESCO

in

partnership

with

National

Empowerment Network of People Living with HIV in Kenya

(NEPHAK)

and

Sexual and Reproductive Health and Rights Alliance organized, on 14 December 2017, a consultative meeting that brought together 16 stakeholders drawn from the civil society fraternity to review the progress made towards the targets in the ESA commitments. By the end of the day, the participants put together a comprehensive report on the progress made. The review of the ESA progress is part of a process covering 20 countries in the Eastern and Southern Africa region

that

affirmed

the

commitment

in

December

2013.

Training of 28 ICT personnel on sustainable Management of ICT infrastructure

From 4 to 5 December 2017, a 2-day face-to-face training workshop for ICT personnel for the 23 China Funds In Trust

(CFIT)

Teacher/tutor Education

Phase

II

Instructor and

Training

(TIET) hubs, on ICT Infrastructure Sustainable Management was conducted at Shimoni Core PTC in Wakiso, Uganda. This training is a Follow up to the needs assessment survey on the status, use and priority requirements of ICT infrastructure in CFIT Phase II TIET hubs that took place on 13 to 17 November

2017.

The training encompassed hands-on presentations and demonstrations from the facilitator, individuals and groups in various activities. Participants had opportunities to interact and raise questions or concerns freely throughout the training workshop, which was a good learning environment for them. The purpose of the training was to equip the ICT personnel with necessary skills and confidence on management of ICT infrastructure in line with the guidelines for ICT in Education management. Just to mention a few, participants had insight on planning for ICT needs, ICT Institutional Policies, ICT Asset Management and Disposal as guided by the Public Procurement and Disposal Act

of

2003.
