Partners’ Seminar in Tenerife | 11‐12 April 2013
In April 2013, project partners met in Tenerife for a seminar addressing “local strategies to equal and fair em‐ ployment.” The seminar included a site visit to a farm of the Ataretaco Founda on, which works towards social and work integra on of youth and adults at risk of exclusion, through workshops and in‐company training.

Regional consulta on mee ng of the Tenerife Development Agency | 13 December 2012 The Regional Consulta on Mee ng of Santa Cruz de Tenerife was held on 13 December 2012, a er the comple on of interviews by different social agents and poli cians. This infor‐ ma on was collected and analyzed by the Sociedad de Desarrollo of Santa Cruz de Tenerife. All en es in‐ volved with the interviews were invited to the mee ng, with two main objec‐ ves: firstly, repor ng the analysis and results of the interviews; secondly, for debate on immigra on in Tenerife and the Canary Is‐ lands.

Labour Plus Seminar in Figueres on "Integrated approach to migrants: inclusion into labour market, human capital and economy" | June 2012 Alt Empordà County Council organized the second Seminar of the Labour Plus project on June 2012, which was en tled "Integrated approach to mi‐ grants: inclusion into labour market, human capital and economy". During the Seminar, the par cipants who a ended had the opportunity to discuss three main thema‐ c issues. The first gave par cipants an overview of immigra on policies and access to the labour market in Spain. The two other parts of the semi‐ nar focussed a en on on diagnos c and evalua‐
on instruments, and on tools oriented to inter‐ ven ons rela ng to labour inclusion. The content mee ng, which was included in the schedule of the seminar, also gave partners the signature of an agreement on the Ac on Plan, in which were defined the content, the process and methodology for elabora on of an interven on tool and labour inclusion model, to facilitate ac‐ cess to the labour market for the targeted collec‐ ves of the Labour Plus Project.
Equal Inclusion and Trust as an Approach to Human Capital:
Conference in Marburg, Germany | 8 November 2012
Approximately 100 people took part in the conference about Equal Inclusion and Trust as an Approach to Human Capital, held in Marburg, Germany. Three main issues were dis‐ cussed: firstly, strategies of poli‐ cs for the inclusion of mi‐ grants, refugees and Roma; sec‐ ondly the social context of inte‐ gra on; and thirdly, regional and trans‐regional good prac‐
ce approaches. Poli cs has to support inclusion with a reliable financial and legal framework and with a public culture of ap‐ precia on. The conference
iden fied the importance of integrated strategies – social, cultural, economic – as well as the need of intercultural com‐ petences, and the benefits gained if migrants, refugees and Roma are supported by a pro‐ fessional network. Costs of ex‐ clusion from social life and from the labour market are higher than costs of support. During the discussion of good prac c‐ es, Hamze By ci of the Roma Associa on of Germany made an observa on which can be transferred to all efforts of equal inclusion: Work together with the Roma and not just talk about them.

Good Prac ces Analysis Report| completed May 2013 In May 2013, a Good Prac ce Analysis report com‐ pleted the process to iden fy good policy prac ces and tools developed in each partner country of the Labour Plus project, during the last six months. The report analyses prac ces for integra on of people at risk of exclusion, including migrant and Roma popu‐ la ons, into the labour market. It is part of the first phase of the Labour Plus Project, aimed at iden‐
fying the main elements for the design of a Labour Inclusion Model. The report was coordinated by Alt Empordà County Council in collabora on with the University of Latvia. Each partner submi ed two Good Prac ces, according to the standard form and selec on criteria that were previously accorded bet‐ ween the partners. The analysis includes recommen‐ da ons for next steps towards a labour inclusion model, as well as results of the ‘exchange of good prac ces’ workshop which took place in Santa Cruz de Tenerife, during the Labour Plus Seminar of April 2013.
Public panel discussion on discrimina on against Roma in Europe | April 2013
On 9 April, 2013, Amnesty Interna‐ onal and the European Roma Policy Coali on (ERPC) hosted a panel dis‐ cussion at the European Parliament in Brussels, in order to discuss dis‐ crimina on against Roma in Europe. The mee ng focused on access to housing and educa on, on hate crime, and on the EU Framework for Na onal Roma Integra on Strate‐ gies (adopted 2011). Much of the debate focused on sanc on for breach of obliga ons, failures in pol‐ icy implementa on and lack of tan‐ gible results. The discussion also in‐ cluded tes mony about evic on from rented accommoda on, and segregated schooling. Representa‐ on of Roma was also addressed, with four Romani ac vists repre‐ sented on the panels. For more in‐ forma on go to amnesty.org/roma or romapolicy.eu.

Partners’ Seminar in Padua | 3‐4 June 2013
Young immigrants, between school and work: the latest event of the Labour Plus project was organized by the province of Padua from the 3‐4June 2013. The main conference was held on Tuesday the 4th of June, and the theme was "between school and work: The value of young immigrants and second genera ons for growth and social co‐ hesion". Workshops were organized to exchange experiences and answer ques ons about the strategies and prac ces of the territories to address the inclusion and valoriza on of younger genera ons. More details will be given in the next edi on of the Labour Plus news‐ le er.

What does your organisa on do? What is it involved with at the moment? As the Antwerp Centre for Integra on we do integra on projects rela ng to em‐ ployment, educa on, fundamental rights for illegal ci zens, cultural issues, volun‐ teer work, etc. I work directly with Roma, and through the Labour Plus project I have started to focus on labour problems, and to connect with people from em‐ ployment agencies, social employment programmes, and so on. How do you see the project progressing?

For me two things are important. Firstly, Labour Plus was a really good moment to implement a local component. The interviews for the Regional Consulta on Mee ng in 2012 were a star ng point to get in touch with all the people working in the field of employment and Roma in Antwerp. The other part that's interes ng now, is that we're going to test each other’s good prac ces. This is a really good chance to broaden our horizons. What are your recommenda ons for labour inclusion?
The system of Roma mediators has proven successful in educa onal and health fields, so it seems quite logical that mediators will be successful in the field of employment too. Also, you have to make posi ve choices in organisa ons, to adapt your way of working to this group. I train people who work with Roma, to make each organisa on more accessible. How o en do you have requests for help from Roma families? Usually it’s the organisa ons that approach us, like youth organisa ons who work with children who are not going to school but are hanging out on the street, or the organisa on responsible for social benefits. Once they come to us, we try to take into account not only their perspec ve but also the way Roma see their pro‐ blem. Many live a very chao c life of survival, and have an image of ins tu ons as discriminatory. The first thing we do is to get an understanding of their situa on, source of income, documenta on and so on, and then start to get the kids into school, or get the parents onto a course. What are the barriers to labour market integra on? What is successful? What works for Roma is very integrated approaches. One main difficulty is that most organisa ons cannot work like that, they have their own separate func ons. Something we do is to work very closely with these other organisa ons to create a coordinated approach. For labour Plus we are wri ng the Regional Implementa‐ on Plan, which we decided to write with the help of other organisa ons, em‐ ployment agencies and social employment projects. We need to make sure all these different aspects come together within the project.
