AFRICA FREE TRADE WILL CREATE BIGGER MARKET FOR NIGERIA EXPORT – MINISTER Foreign Affairs Minister Geoffrey Onyeama says the planned Africa's Continental Free Trade Area (CFTA) envisaged for the end of 2017 will enhance Nigeria's economy advance the course of Nigeria export. He said this on the sideline of the just concluded African Union of foreign ministers meeting held in Kigali. The minister stressed that the implementation of the free trade policy aimed at enhancing intra African trade which he said was below 20 per cent saying that this was one of the major issues discussed at the meeting. According to the African Export-Import Bank estimates that intra-African trade worth 180 billion, of which about 40 per cent is informal, saying it hopes to boost this by a third by 2021. Contrary to the general perception that the implementation of CFTA may have negative impact on the local industry, the Minister added that “it will be good for Nigeria because it gives a bigger market for our export”. The Kano State Government says it is ready to partner with private investors to boost tomato export production in the state. The state Commissioner of Agriculture and Natural Resources, AlhajiNasiruGawuna, said this in an interview with the News Agency of Nigeria (NAN) in Kano that the state government was ready to allocate farms to private investors to produce the commodity in large commercial quantity for sale to the Dangote Tomato Processing Company and individuals. He said under the plan, the state government would allocate the farms to interested private investors who would produce the commodity for export and sell it to people for local consumption. According to him, the initiative would go along way in boosting production of the commodity in addition to providing Tomato Processing Companies with adequate raw materials for their operation. EMPOWERING THE NIGERIAN TEXTILE INDUSTRY THROUGH EXPORT – NEPC

FG TARGETS ECONOMY GROWTH THROUGH EXPORT INCENTIVES The Minister of Industry, Trade and Investment, Mr. Okechukwu Enelamah, says the Federal Government is planning to enhance economic growth by granting tax breaks and export incentives. According to him, a key Trade Facilitation Agreement signed by Nigeria and over 100 other countries with the World Trade Organization is expected to provide the nation's manufacturing industry with a major boost. He said, “The biggest challenge is definitely infrastructure, in one form or another. In addition, manufacturers need more access to sustainable, affordable and reliable power – that's our first priority as a government and as a ministry. Enelamah said that creating an attractive environment for manufacturers through measures such as tax breaks, export incentives and finance was high on the government's agenda in line with its broader aim of increasing local production. To this end, “We want to improve the supply of foreign currency through funding programmes that will bring billions of dollars into the economy, the minister added. (Excerpt from www.punchng.com)

Nigeria's textile and apparel industry covers the entire clothing value chain has a strong potential for growth due to availability of cotton by the NEPC. Speaking with journalists during a tour of the facility in 2016, the Executive Director/CEO of NEPC, Mr. Olusegun Awolowo said, “Nigeria is awash with creative talents in the fashion industry, whose designs can compete anywhere globally. The country's large market-size represented by over 170 million inhabitants provide a natural market for textiles and apparels. Moreover, there is also the scope to export Nigerian textiles and apparels to other markets, especially to the USA under the African Growth and Opportunity Act (AGOA). The decline of the industry, which started from 2003, has resulted in Nigeria spending over $2 billion annually on imported textiles. EUROPEAN UNION SUSPENDS THE RE-EXPORT OF RAW IVORY The European Commission has published a guidance document under which the European Union (EU) will suspend re-exports of raw ivory from 1 July 2017, even if they qualify as old/“pre-Convention” specimens as well as recommending tougher scrutiny of worked ivory movements. Under current rules, re-export of raw ivory for commercial purposes from the EU is only allowed for so-called “pre-Convention” ivory, acquired before the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) was applied to elephant species—1st July 1975 for Asian Elephants and 26th February 1976 for African Elephants. In the meantime, EU Member States have committed to exercise a higher level of scrutiny in relation to applications for the re-export of worked ivory. According to the Commission, there will be some exceptions under the new guidelines for exchange of ivory items between museums, movements “as part of family relocations” and movement “for enforcement, scientific or educational purposes.” Currently around 20,000 elephants a year are killed for their ivory tusks in Africa, the majority of the raw ivory being smuggled to markets in Asia for processing. TO REDUCE TRADE DEFICIT

Kenya plans to launch a National Export Strategy that will provide a framework for the country to reduce its trade deficit. According to the CEO, Peter Biwott, Export Promotion Council (EPC) told reporters that the country's trade deficit as of end of 2016 was approximately 8.5 billion U.S. dollars. “The export strategy will guide Kenya to ensure that its trade deficit reduces by half in the next five years,” Biwott said during the Egypt Expo. The strategy will prioritize exports to African countries that have an increasing demand for industrial and valued-added agricultural produce. The export agency plans to boost exports by strengthening partnerships at national and county level with the private sector who are drivers of international trade. TO PROMOTE SME EXPORTS

The core focus of the revised Foreign Trade Policy (FTP) would be promoting exports from the small and medium enterprises (SMEs) and sectors with high employment potential such as apparel. According to the Minister of Commerce and Industry, NirmalaSitharaman the revised FTP would be released early to synchronise concerns on issues relating to Goods and Services Tax (GST), and its impact on export. Sitharaman chaired a meeting on the mid-term review of FTP 2015-2020, organised jointly by department of commerce and Research and Information System for the Developing Countries (RIS). It was attended by the trade policy experts from the industry, academia, research and government. The SME Export meeting deliberated on the critical role of logistics sector for export competitiveness; reducing the cost of credit in promoting exports, export basket diversification, strategy for promoting value added exports, agriculture exports and services exports. Most of the importers in Nigeria can be broad categorised into 3 groups based on their core businesses. These include Manufacturers, Engineers and Traders. Each of these groups have unique features that make them to be perfectly suited to operate in the 3 sub-sectors of non-oil export businesses in Nigeria. These include Semi processed or finished goods, Solid Minerals and Agricultural commodities. This is not to say that each of the 3 groups of importers cannot operate in all the non-oil sub-sector, what I am saying is that, they would most likely perform better and grow faster if they operate within the sub-sector where they already have some strength.
