POSITION SUMMARY: The Executive Director will have both internal and external facing responsibilities, ranging from day to day operations and management of a small office, to representation of the NGO Working Group (“NGOWG”) on Women, Peace and Security (“WPS”) to advance its agenda within the UN community in New York. Externally, the NGOWG Director will establish and maintain relationships with key UN entities, Member State representatives to the UN and civil society partners outside the NGOWG, both in New York and at country level. The Executive Director will work closely with NGOWG members to ensure that messages and activities are strategic and reflect NGOWG members’ strategies, objectives and decisions, and that advocacy undertaken as well as any outcomes generated by such activities is reported back to the group in a timely, transparent and regular fashion. The Executive Director will maintain the NGOWG’s position as an acknowledged leader and expert on a wide range of issues under the Women, Peace and Security umbrella. The Executive Director is an exempt position. Exempt employees are expected to work the appropriate and necessary time in order to complete key assignments and related tasks on schedule.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Coordination 

Manage coordination of the NGOWG, including facilitating regular NGOWG meetings, as well as key meetings held with external contacts, and any other meetings as requested by the NGOWG.



Facilitation of the formation of common policy positions and advocacy strategies among the NGOWG member organizations.



In collaboration with NGOWG members, organize internal strategic planning and annual work plan development, including holding an annual strategic planning meeting, and coordinating follow-up to that meeting, including reporting at least bi-annually to NGOWG members and the Advisory Board on resulting actions.



Maintain open and professional relations with NGOWG members and promote a strong team spirit.



Infrequent travel within the U.S. and internationally to attend conferences and workshops is essential.

Operations Management 

Oversees and manages fundraising efforts of the NGOWG including through managing relationships with donors, seeking new funding opportunities, and providing regular progress reports to the NGOWG.



In consultation with NGOWG members and in accordance with all Tides Center processes and procedures, hires, and manages a program and administrative support officer, and, as appropriate and funding allows, interns, fellows, consultants or any other temporary or contract staff.



Manage project finances in accordance with Tides Center cash management policies and funding guidelines.



Follow all Tides Center procedures associated with the obligation and expenditure of funds; develop, submit to Tides Center and manage the annual budget and regularly review the project’s fiscal status with Tides Center staff.



Maintain clear communication with the project’s advisory board and consult with the advisory board when appropriate.



Maintain an effective working relationship with Tides Center, keeping it up to date on program activities, and on all aspects of program and office and advisory board compliance issues aimed at meeting all programmatic, financial and fiduciary responsibilities, including all applicable employment laws and regulations.

Representation and Advocacy In consultation with NGO Working Group Members: 

Monitor, provide expert input and engage the Security Council and other critical UN fora to strengthen the women, peace and security agenda as well as actively promote the implementation of Security Council resolutions 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2106 (2013), 2122 (2013) and 2242 (2015), and related human rights instruments, including, but not limited to: o Facilitating and supporting civil society engagement with policymakers; o Conducting regular advocacy surrounding Security Council and related discussions on the thematic agenda item of Women, Peace and Security; o Conducting country-specific advocacy as determined by NGOWG interest and expertise; o Compiling and distributing the Monthly Action Points (MAP) and an annual analytical report.

o Identify and monitor new opportunities for the NGOWG to provide input and engage in advocacy on women, peace and security. 

Act as liaison for NGOWG members and represent the views of the NGOWG vis-a-vis strategic meetings, high-level meetings, regular sessions, and processes, to intergovernmental bodies (in particular Security Council, Friends of 1325, Peacebuilding Commission, CSW and others), UN entities (including UN Women, IASC on WPS, OCHA, SRSG SViC, DPKO, UN Action Against Sexual Violence in Conflict, OHCHR, UNHCR, and UNFPA) and expert bodies (such as CEDAW). Identify, prioritize, and alert the NGOWG to potential political openings and opportunities within the work of these entities.



Secure meetings with key UN and governmental policy and decision makers in order to carry out advocacy on behalf of the NGOWG. Provide outreach to other civil society organizations working on women, peace and security in NY and different global regions.

OTHER DUTIES AND RESPONSIBILITIES: 

Maintenance of regular and timely communication with member organizations to plan and implement collective activities.



Plan and execute policy-related events and meetings to further NGOWG strategies and objectives.



Perform other duties as needed.

EDUCATION AND EXPERIENCE: 

Graduate degree in a relevant area of peace and security, international relations, women’s or gender studies, human rights, development studies, conflict or post-conflict studies, or a closely related discipline. Equivalent job related work experience will also be considered.



Minimum eight years progressive experience, including management experience, in a nonprofit organization, foundation, or government, UN or multi-lateral agency.



Minimum eight years experience of working on issues closely related to the women, peace and security agenda.



Good understanding of the United Nations system and its basic functions and structure;



Experience working in a conflict-affected setting is an asset.



Experience and demonstrated commitment to collaborative working, and a track record of working with experts from across a range of disciplines.

KNOWLEDGE, SKILLS AND ABILITIES:



Demonstrated passion for women’s rights and international issues.



Good judgment, diplomacy, negotiation skills and a positive and constructive attitude.



Demonstrated excellent oral communications skills, and the ability to present a broad array of information to inform and influence diverse audiences including policymakers and senior technical staff.



Strong written communication skills.



Excellent research skills.



Ability to remain professional and focused in a fast paced, high pressure atmosphere and manage shifting priorities and deadlines successfully.



Track record delivering superior results, earning respect and undertaking leadership roles.



Ability to pay close attention to detail.



Success in roles requiring execution of multiple tasks while responding to multiple priorities.



Fluency in written and spoken English, knowledge of another official UN language is an asset.



Ability to travel within the U.S. and internationally to attend conferences and workshops. Approximate amount of travel time is expected to be around 5%.

ORGANIZATIONA L RELATIONSHIPS The incumbent will interact most frequently with NGOWG Members, UN system, UN Member States, and a range of civil society organizations.

PHYSICAL DEMANDS: This position requires at least eight hours or more per day either sitting at a desk (responding to emails, developing materials or being on the phone), attending meetings outside of the office, and traveling within the US and internationally to attend conferences and workshops. Ability to lift up to 50 lbs. also required.

WORK ENVIRONMENT: The position will be located in a small office in New York City. The incumbent will work from a shared office with a door. This will be a quiet environment with infrequent interruptions. There is an elevator in this multi-story building While on domestic and international travel the incumbent will work most frequently from hotels, conference facilities and member offices.
