NOTICE OF CHANGE QUÉBEC JEAN LESAGE INTL, QC TERMINAL CONTROL AREA AND CONTROL ZONE NAV CANADA, the country's provider of civil air navigation services, conducted an aeronautical study that reviewed the airspace classification and structure of the terminal control area (TCA) and control zone (CZ) at the Québec/Jean Lesage International Airport. The study concluded that the volume and density of traffic within Quebec City’s TCA and CZ warrant a change from Class ‘D’ to Class ‘C’ airspace. In addition, to ensure the proper ATC communication and surveillance coverage required for Class ‘C’ airspace provided within the TCA, the floors for some sectors of the TCA will be raised. This will also help reduce compaction of VFR traffic for a few airports located under these sectors (see map sketch below). These changes will take effect 03 April 2014 at 0901 Coordinated Universal Time (UTC). The appropriate aeronautical publications will be amended including the Québec VFR Terminal Procedures Charts in the CFS and the Montreal VNC (AIR5002, Edition #25), which will be available early May.
