Notice of Submission of Terms of Reference Terrapure Stoney Creek Regional Facility Environmental Assessment, Terrapure Environmental As part of the planning process for the Stoney Creek Regional Facility (SCRF) Environmental Assessment (EA), a terms of reference was submitted to the Ministry of the Environment and Climate Change for review as required under the Environmental Assessment Act. If approved, the terms of reference will serve as a framework for the preparation and review of the environmental assessment for the proposed undertaking.

Purpose of Study

The purpose of the undertaking is to increase the approved capacity of the SCRF by 3,680,000 cubic metres (m3) so that Terrapure can continue to receive post-diversion solid, non-hazardous industrial residual material generated within the Hamilton and Greater Toronto Area. Currently, the SCRF is approved to receive up to 6,320,000 m3 of post-diversion solid, non-hazardous industrial residual material and 2,000,000 m3 of industrial fill. The proposed undertaking will allow the facility to maintain its standing as a regional facility and provide continued service to the Hamilton and Greater Toronto Area market for existing local and regional customers. With this in mind, a number of Alternatives Methods of Carrying Out the Undertaking will be considered as part of the SCRF EA including reconfiguration of the SCRF; horizontal expansion of the SCRF; vertical expansion of the SCRF; and various combinations (e.g., reconfiguration and horizontal expansion; reconfiguration and vertical expansion; and horizontal and vertical expansion). The alternative methods will be assessed/evaluated based on a number of criteria to identify a recommended method for review and comment by agencies, Aboriginal communities and the public.
