Public involvement The Board welcomes members of the public to contribute to the meeting 1

by asking to speak on an agenda item or a community issue as a ‘Deputation’; or

2

by asking a ‘Public Question’ - any member of the public whose name appears on the Electoral Roll for Bournemouth or Poole - which includes a person under the age of 16 years living in Bournemouth and who is escorted by a qualifying adult; or

3

by presenting a petition in relation to items on the agenda

A request to speak as a deputation or ask a question must be sent in writing or by email to Tom Hancock at the address shown on page 1 by no later than 11.00am Wednesday 4 March 2015. In addition, questions may be asked of the Board through Twitter (see below).

You can submit questions to the Board via Twitter by tweeting your question to Healthwatch Dorset (@HwatchDorset) using the hashtag #bphwb. The deadline for questions to be received via Twitter is the same as for questions submitted in writing or by email (11.00am on Wednesday 4 March 2015).

A loop system for hearing impairment is provided in the meeting room. There is disabled access to the building. Councillors and visitors with particular needs should inform the Council before arriving at the meeting. Review of Board Membership – circulated at ‘6’.

Reason for Item To review the membership of the Board to ensure that it is working effectively, efficiently and includes all the necessary actors.

Recommendations 1. That the Board considers this report and confirms the Membership of the Board for

2015/16 taking into account any approaches made to the Board as detailed by this report.

2. That the Board consider having provider representation on the board and ask for the local trusts to nominate a representative.

3. That the Board agree the draft Business Protocol attached at Appendix 1 of the Report.

Election of Co-Chairs and Vice Chair for 2015-16

Reason for Item The Board needs to elect Co-Chairs and a Vice-Chair for the 2015/16 cycle of meetings.

Winterbourne View Progress Update – circulated at ‘8’.

Reason for Item In May 2011, Panorama reported on an investigation of Winterbourne View, a private hospital funded by the NHS. The programme exposed the extensive abuse of residents. After the programme Winterbourne View closed and eleven members of staff received either prison or suspended sentences . Subsequently a plan was put in place to ensure that locally PWLD were not at risk of similar abuse.

Recommendations 1. To note and comment on the progress made at a national level and across Bournemouth and Poole in response to the Winterbourne View Concordat.

Major Change Programmes circulated at ’9a’ and ‘9b’. a. MCP 4 – Tackling isolation and promoting mental wellbeing b. MCP 6 – Better Together/Better Care Fund

Reason for Item The Board has requested that each MCP to report 2x a year to the Board and that MCP 6 reports to the Board at every meeting.

Recommendations – a.MCP4 That the Health and Wellbeing Board; 1. Note the progress being made against the strategic targets and areas of national policy.

Recommendations – b.MCP6 That the Health and Wellbeing Board; 1. Comment on the outcome of the Better Care Fund assurance process. 2. Recommend to Cabinets and CCG’s Governing Body to agree the Section 75 agreements; pooled budgets. 3. Comment on the progress of the Better Together programme.

Commissioning Intelligence Group – Update – circulated at ‘10’.

Reason for Item The CIG is one of the 2 sub groups of Board and this group takes the lead for developing and delivering the Joint Strategic Needs Assessment –JSNA - and Pharmaceutical Needs Assessment –PNA.

Recommendations 1. The Health and Wellbeing Board are asked to note the work of the CIG and the progress against the JSNA workplan.

Dorset NHS Clinical Commissioning Group –CCG- 2 Year Plan Update – circulated at ‘11’.

Reason for Item The Board has a formal role in contributing to clinical commissioning groups plans; the CCG has to include the views of the Board in the annual assessment of commissioning groups. The CCG plan and Joint Health and Wellbeing Strategy both need to take into account the JSNA / PNA and to align with each other.

Forward Plan – circulated at ‘12’.

Reason for Item The Board has a forward plan in order to ensure the work of the board is coordinated, transparent and effective.

Recommendations 1. The Board approve the Forward Plan.
