2017 Water Main Replacement Project Update Construction has begun on the 2017 water main replacement project. As previously mentioned in the August newsletter, the city awarded a contract to Con-Quest Contractors Inc. for the replacement of old water main lines and component at 28 different locations within the Martinez water system. This project is estimated at 3.8 million dollars in construction costs and will take a little over a year to complete all locations. Currently, work is being done on some of the streets in the downtown area and traffic detours have been set up in those areas. Additional streets also under construction include Green, Ward, and Las Juntas as shown in the map to the right. TLC for Kids Sports (a community outreach effort aimed at improving kids’ sports fields throughout the Bay Area) and the City of Martinez are partnering on a special “Volunteer Day.”

2017-18 Measure H Park Renovation Project This project will renovate Golden Hills Park, Highlands Park, and install new pathways at Alhambra and John Muir Parks. Neighborhood workshops are anticipated to be scheduled in February. Like other successful park projects, the scope will include required ADA work, new pathways, picnic areas, benches and landscaping. The restroom and community room at Golden Hills Park is anticipated to be replaced and relocated creating an opportunity for expanded picnic use.

Marina Dredging Project The Martinez Marina requires periodic maintenance dredges to remain usable for boaters docked in the marina or who use the launch ramp. Dredging can only occur a few months out of the year to avoid impacts to threatened fish in the delta. The Marina was last dredged in December of 2012 and the 2017 Dredge is underway. The dredge permit runs through the end of November and, with anticipated extension of the permits, the dredging will likely extend to the end of December.

Veteran’s Memorial Site: A New Look Parks crews began the re-landscaping project at the Veteran’s Memorial site in preparation for the newly approved veteran’s monument, which is planned for installation in June 2018. Richard Cheney of VFW Post 1351 recently presented a joint project of the Veterans of Foreign Wars (VFW) and American Legion at the October 4th Council Meeting. In June 2018, the All Veterans Memorial Park will celebrate 30 years, and the VFW and American Legion would like to rededicate the park with a monument listing the names of the service men and women who died in battle were Martinez residents at the time of their death. The estimated cost for the new monument is around $7K and will be funded by the VFW and American Legion.

Donated Benches for the Temporary Dog Park Chris Wendt, a junior at Alhambra High School, built and donated benches for the Temporary Dog Park as part of his Eagle Scout project. A proud member of Boy Scout Troop 277 in Pleasant Hill, he will receive is Eagle badge in 2018.

Large Partial Headstone FOUND! You know it’s not going to be a normal Cemetery Commission meeting when the Commission Chair wheels in a partial headstone. Harlan Strickland, Alhambra Cemetery Commissioner was recently walking his dog at the base of the cemetery when he spied a large stone sticking from the ground. As a Cemetery Commissioner, he has seen several headstones returned to the Alhambra Cemetery, but never expected to find one. The stone is a broken remnant of a larger grave marker. Mr. Strickland left the stone for Recreation Staff to decipher. Robin Agostino, Administrative Aide and amateur sleuth was able to glean enough information to hypothesize who the decendent is. In Memory of the City’s Official Town Crier Banners have been made and placed on lightpoles throughout downtown to honor Redmond O’Connell, who served many years as the City’s official town crier. Known as “Redmond O’Colonies,” he dressed elaborately in a red and blue coat carrying a handbell while he made many public announcements crying about all the great things the city has to offer.

The following chart provides a snapshot of crime comparing July 2017 with August 2017 as well as year-to-date (YTD) 2017 versus 2016 – when we reference year to date, we are comparing the same timeframe from one year to the next, so in this example, it would compare statistics up to August 2017 versus data up to August 2016.

Let’s take a look at the crime data from July to August. Overall, we see that violent crime has gone down 40%. We did see two robberies in August compared to none in July and saw a slight increase in the number of aggravated assaults. Aggravated assaults are classified as felonies and are assaults which cause, or can cause, great bodily injury. Examples would be hitting someone with a bat, stabbing or shooting someone. A simple assault, on the other hand, would be an assault or battery with lessor injuries; for example, if one person punches or shoves another. Much of the data we gather is required to be categorized and reported to the Department of Justice in order to track crime rates. As you can see in the chart overall, we had a 40% reduction in violent crime for the month. As we move over to the comparison of the violent crimes for the year-to-date data, we see overall, that we had a 1% reduction in violent crime compared to January through August of 2016. The data shows an increase in the crimes of rape, robbery, and aggravated assault. The most concerning is the 500% increase in rapes. While I cannot go into details about the cases due to confidentiality, I can tell you that none of them were stranger type assaults in which someone was accosted by an unknown assailant. READ MORE

Coffee with Code Enforcement: Martinez Senior Center In celebration of National Senior Center Month, the Martinez Senior Center hosted Coffee with Code Enforcement. City of Martinez Code Enforcement Officers, Shelley Tolliver and Javier Espinoza, gave members of the senior center a glimpse of who they are and a better understanding of what code enforcement does. Members of the senior center had a chance to get answers to all of their questions regarding parking and permits. The Chief of Police and three other Martinez Police Officers also joined this event and answered questions as well. The event gave the Martinez Police Department and seniors in the community a chance to come together to discuss issues and learn more about each other.

This summer, Concord, Danville, Martinez, Moraga, Oakley, Pinole, Pittsburg, San Ramon, and unincorporated Contra Costa County all voted to join MCE, California’s first Community Choice Energy program. Starting in Spring 2018, residents and businesses in these communities will be able to choose to have 50-100% renewable energy generated for their electricity needs. Additionally, new incentives to catalyze local sustainable development (e.g., decentralized renewable energy projects) will be available. To help MCE inform the public about these new options and opportunities, and to provide feedback on outreach strategies, you are invited to join MCE’s Community Leader Advisory Groups (CLAGs). Marco was a treatment plant operator at Stafford Treatment Plant at Indian Valley Golf Course near Novato. Prior to that, he worked in the wine industry. Marco also holds a Bachelor’s Degree in Chemistry from CSU Sacramento. His hobby is growing his vineyard in his backyard. He has harvested his first vintage of 2-liters this year.

Prior to working for the City, Zach worked at the cities of Oakland and Alameda on economic development (ED), city planning, and transportation projects. He conceived of and launched the popular free Broadway Shuttle in downtown Oakland. 13th Annual Restaurant Tour Raises $3k

The City of Martinez Recreation Division celebrated the 13th Annual Restaurant Tour on Saturday, October 8, 2017 with fourteen establishments participating. One hundred and ninety-nine guests from Castro Valley, Antioch, Fairfield, Concord, Vallejo, Chico, Brentwood, Pacheco, Millbrae, Dublin, Walnut Creek, Pleasant Hill and Martinez enjoyed a beautiful fall afternoon walking the downtown. Guests reported that the restaurants provided a good selection of food and a welcoming atmosphere. They found the food and drink samples to be delicious and portions generous. Many were excited to try new eateries. The Restaurant Tour raised $2,985.00. One hundred percent of the proceeds benefit the O0s Ahs & Giggles program (photos to the right), a yearlong series of free, family-friendly shows consisting of puppeteers, magicians, animal acts, jugglers and more! At the end of the tour, guests voted for their favorite restaurant. All restaurants and bars received rave reviews, but the winner of the 2017 Restaurant Tour Favorite Restaurant is Barrel Aged/Barrelista. This is the fifth win for Barrel Aged/Barrelista. This year’s winner of the tour raffle basket was Martinez resident, Gary Cooper. The Martinez Recreation Division wishes to thank the following restaurants and their staff: Barrel Aged, Nu Rays, States Coffee, Haute Stuff, Lemongrass, Barrelista, Luigi’s, La Tapatia, Two Jay’s Pizza, Starbucks, Whiskey Lane, Bar Cava, Main Street Sweets, and Pacifica Pizza.

Pumpkin Dunkin! Rankin Aquatic Center became a floating pumpkin patch and Halloween playground Sunday, October 22nd. Approximately 200 people came out to swim with the pumpkins and many first time attendees were surprised to find that pumpkins could float! One hundred bobbing pumpkins were quite the sight to excited children. As quickly as the group jumped in, pumpkins and water came out of every section of the pool and the squeals of

laughter filled the air. Kids made up games of “count the pumpkin” and “pumpkin toss.” Others ran to the decorating tables to paint, glue, and dazzle their orange treasure. Many of the decorated squashes were reminiscent of a fine Jackson Pollock or Picasso art piece. Special thanks to our Mermaid Volunteers Mary Hatch, Jeanine Gendar and Barbara Weigand for making the event so successful!

Red Sand Project: Martinez, California Red Sand Project is a participatory artwork that uses sidewalk interventions, earthwork installations, and convenings to create opportunities for people to question, to connect and to take action against vulnerabilities that can lead to human trafficking and exploitation. Red Sand Project installations and events have taken place in all 50 United States and in more than 70 countries around the world. More than 215,000 Red Sand Project toolkits have been requested and/or used by people and groups of diverse backgrounds – from students through educators, businesses through outreach organizations, concerned citizens through celebrities.

Green Business Recertification Hospice East Bay is proud to be celebrating their 40th year as a pioneer hospice serving our community. They have come a long way over the past 40 years and have cared for more than 28,000 patients and their families during that time. Their Tree of Lights ceremonies have provided a way for families and friends to honor their loved ones. People who attend a ceremony find solace in the symbolism of an illuminated light as the names of their loved ones are read. These ceremonies help raise the funds necessary to provide high level of care to everyone who needs it.

Martinez City Hall, including the Police Department, has received certification as a Green Business from the County’s Green Business Program. This recognition was achieved after thorough audits of City Hall’s operations were conducted by representatives from the Green Business Program for Pollution Prevention; Allied Waste Services for Waste and Recycling practices; PG&E for Energy Efficiency measures; and Contra Costa Water District for Water Conservation measures. We are very proud of this recognition and hope that our efforts to “green” City Hall will set a good example for the rest of the community.
