Calibrations, Service and Repairs for specialized MTS Rock Mechanic Testing Systems 2.

Definition

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities. If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. 3.

Background and description of requirement

Natural Resources Canada (NRCan) possesses a large quantity of specialized equipment, designed and sold by MTS, used in the field of Rock Mechanics. In order to maintain the equipment within factory specifications, annual calibration services and repairs must be carried out by MTS. The calibration is also required for the NRCan’s Ground Control Laboratories to maintain ISO 17025 accreditation. The list of equipment which is slated for calibration services are as follows: A)

MTS site number 505514 (Bells Corners, Ottawa, Ontario)

Calibration needed on the following equipment: MTS In-Vessel Load Cell, calibration range: 2600 kN (500,000 lbs.) MTS In-Vessel Load Cell, calibration range: 500 kN (250,000 lbs.) MTS Delta-P transducer, calibration range: 4600 kN (1,000,000 lbs.) Actuator Stroke LVDT, Calibration range: 50 mm Confining Pressure Transducer, Calibration range: 140 MPa (20,000 psi) Confining Stroke LVDT, calibration range: 400 mm Pore Pressure Transducer, calibration range: 140 MPa (20,000 psi) 3 In-vessel LVDT’s, calibration range: 10 mm 3 MTS In-Vessel Circumferential Extensometers, calibration ranges: 15, 8 and 4 mm 2 MTS Circumferential Extensometers, calibration ranges: 12 and 4 mm Service and Repair on the following equipment and software: MTS 815 Rock Mechanics compression load frame with Triaxial Chamber MTS FlexTest GT Digital Controller MTS Multipurpose TestWare software MTS Remote Station Control MTS Cascade Temperature Controller 3 MTS Model 294.12 Actuator Service Manifolds MTS 510.10B Hydraulic pump MTS Confining Service Manifold / Intensifier Page 1 of 3

Objectives

MTS will be providing annual calibration services and repair to the equipment listed above. The calibration will ensure that the equipment will remain within manufacturer specifications. The service contract will span over 3 fiscal years – 2016/17, 2017/18, 2018/19. 5.

Estimated Cost

The estimated maximum value of the contract is $89,400.00, including all applicable taxes. 10.

Exception to the Government Contracts Regulations and applicable trade agreements

Sole Source Justification - Exception of the Government Contract Regulations (GCR): (d) Only one person or firm is capable of performing the contract MTS will be providing calibration and repair services to proprietary equipment which they designed and assembled. Aside from large electric motors and hydraulic pumps, MTS does not use generic or commercially available assemblies, sub-systems or chassis in the equipment listed above (see section 3), and they have not shared its design schematics and calibration procedures with other vendors. The Tuning, Calibration and Configuration files are password protected, and only MTS Field Service Engineers are provided the authorized privileges to access those files. Due to the necessity of entering an MTS provided password to access the calibration files, as well as the MTS not sharing its servicing information with other vendors; MTS is the only vendor capable of performing the calibrations, service and repairs for specialized MTS Rock Mechanic Testing Systems at NRCan. 11.

The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements. 13.
