Discovered in the Fall of 2014, beetles have been found gnawing away at thousands of trees located in some of Ocean County’s parks and on vast acres of land preserved for open space. Unfortunately as a result of this infestation numerous trees had to be removed from Ocean County park and natural land sites. “While no one likes to cut down trees, this action is the only way to curtail the destruction being done by the beetles,” said Freeholder John C. Bartlett Jr., liaison to the Ocean County Department of Parks and Recreation. “Tree removal has already taken place at our county-run golf course in Brick, at the site of our Ocean County Parks and Recreation Administration building in Toms River and most recently in Ocean County Park in Lakewood.” The culprit for the destruction of so many trees is the Southern Pine Beetle. The Southern Pine Beetle, which is the size of a grain of rice, can kill thousands of trees within weeks, and poses a real problem for pines. The Southern Pine Beetle is a native insect that has always been in New Jersey. Historic research indicates that it was first reported in 1938 in South Jersey the next documented report came in 2001. Recent warm winters have enabled the population to blossom. In the past the beetle would damage individual trees as part of the natural order, and has not really been a problem. In the last 5 to 6 years, however, it has marshalled its forces and attacked increasing numbers of trees throughout New Jersey. In 2010, state surveys showed 14,000 acres of trees destroyed statewide. The beetle’s primary target is the native Pitch pine, but it will attack other evergreen species such as Loblolly pine, Norway spruce and White pine. Once the Southern Pine Beetle was identified as an issue in Ocean County, the Parks Department implemented an aggressive program to contain the spread of the insect. Regrettably, the most effective method to control the beetle is to remove the infested trees, even if they are still alive. There are general pesticides that are can be effective on specimen trees; however they have not proven to work on large infested areas. This has caused the County to remove large numbers of mature trees throughout the County Parks and Natural Lands Trust properties, but especially in Ocean County Park where the mature pines and spruces of the old Rockefeller estate have proven to be especially vulnerable to this pest. “Removing large, mature trees is not pleasurable, but it is necessary in certain instances to preserve the remaining trees,” Bartlett said. “When you see the Parks and Recreation Department removing trees, know that they are working diligently to protect the healthy trees in the surrounding areas.” The Ocean County Parks and Recreation Department is committed to actively reforesting the areas that have been largely affected and is being assisted by the Ocean County Shade Tree Commission. Together, several reforestation projects have been completed. “Reforestation restores the natural habitat and ecosystems, improves the water and air quality, and beautifies the once devastated areas,” Bartlett said. “Reforestation projects not only are beneficial to the environment but also provide educational and recreational opportunities to our residents.”

The Natural Lands Trust Fund Program

In 1997, the residents of Ocean County overwhelmingly voted to establish the Ocean County Natural Lands Trust Program. The approval of a 1.2 cent dedicated tax provides the Board of Chosen Freeholders with the funds to acquire lands in Ocean County for conservation and farmland preservation. Lands that fall under this program are environmentally sensitive, natural areas or open spaces that would protect farmland, water quality, wetlands and other lands with unique or sensitive features. The Natural Lands Trust Fund encourages the establishment of a system of protected lands which, in combination with the Farmlands Preservation Program, enhances the quality of life in Ocean County by: Helping to maintain the County’s rural characteristics Protecting critical environmental resources Maintaining and enhancing active agriculture Buffering areas that are not compatible with development On February 18, 1998 the Ocean County Board of Chosen Freeholders established a nine-member Natural Lands Trust Fund Advisory Committee. The committee’s purpose is to review nominations for the Trust Fund and to forward recommendations to the Board of Chosen Freeholders for consideration. The program now generates over $8 million per year for natural lands acquisitions and farmland preservation. Several important parcels have been preserved and acquired through partnerships with non-prots, municipalities and the U.S. Fish and Wildlife Service. 24

David A. Veeder Conservation Area

The 11 acre David A. Veeder Conservation Area encompasses infill areas adjacent to the larger Lifetime Homes and Good Luck Point acquisitions by the County’s Natural Lands Trust Fund in Berkeley Township. This acquisition includes lots along the Jeffrey’s Creek and Ocean Gate Drive to the east and within the Good Luck Point section to the west. Acquisition of the property provides additional buffers along environmentally sensitive wetlands and further protects a natural corridor for wildlife. Named after David Veeder, a former resident of Bayville and owner of this once much larger tract of land, the Conservation Area complements the landscape that consists of salt marsh, wooded wetlands and upland forest. This property is part of the larger area of Good Luck Point which is included in the “The Century Plan” published by the Trust for Public Land in 1995. The larger area of Good Luck Point serves as critical habitat for wintering and migrating birds, as well as for diamondback terrapins. Many different bird species have been noted in the area, including peregrine falcon, osprey and bald eagles. The David A. Veeder Conservation Area closed in December 2015.
