Eligibility 1.

This section describes the eligibility rules for all participants of the sports competitions.

2.

Any person may represent a club, society, or sporting group if such person is a member of the club in good-standing and MUST either be one of the following:   

A Filipino (natural born or naturalised) Married to or a partner of a Filipino Of Filipino descent

Said club must also be a current financial member of the Federation. The club, society or sporting group is no longer required to indicate the New Zealand city to be represented in this tournament. This is because the individual sport perpetual trophies as well as the overall Federation awards are now determined by organization rather than city. 3.

An individual participant can only represent one club, society or sporting group throughout the entire Sports Tournament (i.e. participant cannot play for one organisation in one sports event, and a second organisation in another sports event).

Note: Please see related rules in Section 5 – Federation Overall Sports Awards 4.

For the youth age group team/s (applicable to all sports events), in addition to the above eligibility rules, the participant must also be less than or equal to the age group limit at the start of the tournament. For the Legends category, the participant must be 40 years or older at the start of the tournament.

5.

In addition to Item 3 above, proof of person’s age eligibility will be required if it is formally contested in writing and addressed to the related Sports Coordinators. Please ensure that the proper documentation (either a photocopy of passport or birth certificate) is available with you or hand it over to the Over-all Sports Coordinator. Should a player be unable to produce proof of age when requested, that player will be deemed ineligible.

6.

For players who are a partner of a Filipino, proof must be provided that he/she is currently living with the Filipino partner by way of any document indicating both their names as residents of the same address for at least three (3) months prior to the tournament. An acceptable document can be: a) joint bank account, b) phone bill, c) power bill, or d) insurance policies.

Failure to prove eligibility may mean disqualification of the person for the rest of the tournament, forfeiture of the team’s won points if event had been completed and a $500 fine to the member club. Page 10

Federation of Filipino Associations, Societies and Clubs In New Zealand Incorporated

Note: For convenience of the host city and smooth conduct of the tournament, it is recommended that the proof of eligibility (age group events in particular) be submitted with the registration.

Federation Overall Sports Awards With effect from the 2009 Labour Weekend sports tournament, a new set of perpetual overall trophies are being introduced.

Federation Excellence Cup The Federation Excellence Cup will be awarded to the club, society or sporting group that garners the most number of first-place finishes across all categories and all sports events. Where a sports event is comprised of several categories (e.g. basketball comprised of men’s, women’s, and a number of age group categories), the first-place count will apply against each category in that event, provided there are teams / participants from at least 3 different organisations in that category. For team events, the first-place count will apply only once for the team winner (e.g. men’s volleyball st 1 place gets a first place count, not one for each team member) In the event that multiple organisations have an equal number of first place finishes, the number of second place finishes will be used as a tie-breaker. If required, the number of third placed finishes will be used as a tie-breaker if multiple organizations have equal number of first and second place finishes.

Federation Participation Cup The Federation Participation Cup will be awarded to the club, society or sporting group that garners the most number of first-place, second-place, and third-place finishes across all categories and all sports events. Each place finish will be counted equally (i.e. no weighting applied). Where a sports event is comprised of several categories (e.g. basketball comprised of men’s, women’s, and a number of age group categories), the first-place, second-place and third-place count will apply against each category in that event, provided there are teams / participants from at least 3 different organisations in that category.

Page 15

For team events, the first-place, second-place and third-place count will apply only once for the team st winner (e.g. men’s volleyball 1 place gets a first place count, not one for each team member) In the event that multiple organisations have an equal total number of first-place, second-place and third-place finishes, the number of first-place place finishes will be used as a tie-breaker. The same tie-breaker rule will be applied using the number of second-place finishes, and further applied using the number of third-place finishes if required.

Federation Sportsmanship Cup The host city Sports Committee (comprised of the Overall Sports Coordinator and the coordinators for the individual events) will determine the winner of the Federation Sportsmanship Cup. This award may be given to an individual, team or club that demonstrates exceptional sportsmanship during the whole weekend.

Competition Rules – Pool and Championship Games 1.

Tournament Format

The format of the competition will depend on the number of teams participating in each category that can be in a ‘pool’ or ‘round-robin’ format. The team seeding will be determined from the results of the Labour weekend tournament from the prior year. Pool Format (All Categories) The teams within the same pool will play single-round robin elimination round. The top-placed team (i.e. the team with the most wins) from each pool will play a single game to determine the overall champion. The loser of this championship game will be the nd 2 place team. Where there are 3 or more pools, a semi-final round comprising of the top placed team from each pool will be played to determine the finalists.

Page 20

Federation of Filipino Associations, Societies and Clubs In New Zealand Incorporated

nd The 2 -place team (i.e. the team with next highest number of wins) from each pool will play rd a single game to determine the 3 place winner. Where there are 3 or more pools, the rd losing teams from the semi-final round will play to determine the 3 placed team For purposes of breaking ties in win-loss standings within each pool, this will be decided by the winner-over-the-other rule. Example 1. Teams A and B finish with identical 3-1 win-loss records at the end of st the elimination round, but A won over B, then A is declared the 1 place team, and B the runner up team for that pool. Example 2. Teams A, B and C finish with identical 2-2 records, but A won over B, B won over C, and A won over C. In this scenario, A is the first place team, and B is nd the 2 place team. Example 3. Teams A, B and C finish with identical 2-2 records, but A won over B, B won over C, and C won over A. In this scenario, the total points for and points against for teams A, B, C are calculated (for the games involving these teams only). The team with the highest point differential is the first place team, and so on.

Round-Robin Format (All Categories) The teams will play a single round-robin elimination round. st nd st The 1 and 2 places will play for the championship and 1 runnerrd th rd up. The 3 and 4 places will play for the 3 runner-up. For purposes of breaking ties in win-loss standings, this will be decided in the following order:

2.

3. Additional Rules Governing Unsportsmanlike Behaviour 

When a player is assessed 2 unsportsmanlike or technical fouls in the same game, in addition to automatic ejection from the game, the player will sit out the team’s next game.

Where a player is assessed 3 unsportsmanlike or technical fouls in the same tournament, the player will no longer be eligible to play for the rest of that game and the tournament.

Referees and / or tournament controllers have the right to sit down a player from the court to defuse a potentially tense game situation.

4. Disciplinary Process 

Any player ejected from a game shall be required to prepare a written (or e-mail) explanation of their account of transgression within a week following the incident. This “incident report” must be submitted to any of the tournament coordinators of the city that hosted the tournament.

The tournament coordinators will subsequently hold their deliberation of the “incident” and will produce a “tournament report”. The “tournament report” will outline the events surrounding and during the “incident” and will make a recommendation to the “incoming host” as to the type of disciplinary action that can be imposed to the offending player, players, team or teams. Page 22

Federation of Filipino Associations, Societies and Clubs In New Zealand Incorporated

The type of disciplinary action can constitute one of the following: ❖ Warning. Warn the player, players, team or teams. Any repetition of the same or similar transgression in any succeeding tournaments will mean an automatic disqualification of the player, players, team or teams from the tournament being played. ❖ Temporary suspension. Suspend the player, players, team or teams from playing in the next tournament. ❖ Indefinite suspension. Not allowing the player, players, team or teams from playing in the succeeding tournaments until such time that the tournament coordinators of the succeeding host city are convinced that the same or similar transgression is unlikely to re-occur.

Refer to Appendix C for sample Incident form

First team to score a point wins the game

3.

One time-out will be allowed per team during the overtime period

4.

A team/player wins a match by winning two games. Each of these matches has equal weight and will determine if the team won or lost.

Each team or pair is fixed and cannot swap

For example if Team A lost the doubles match and one (1) singles match against Team B but Team A won the next three (3) singles matches, then Team A wins the challenge. All five (5) matches in the challenge MUST be played (so each individual player has played a total of 3 matches each – one doubles and 2 singles). There is no need to play a third game in a match when the first 2 games have been won by one team/player. A challenge = 5 matches (1 doubles, 4 singles) A match = 3 games A game = 11 points A team winning a challenge against one team will get one (1) point added to their win and a point added to the other team’s loss in the win-loss board.

First game is always the doubles match, and then followed by the four (4) singles matches. Each team member will play against each member of the opposing team (four singles matches altogether) making a total of five (5) matches.

6.

Each match will have one (1) scorer/umpire (assigned by the committee – a player from a third/neutral team or an official from the committee) to help decide on disputed points. The umpire’s decision is final.

7.

In case of a tie in the standings after the round robins. ‘Win–over–the-other’ rule applies (which ever team won when the two played against each other in the recent round).

8.

Depending on st th nd the number of teams in the competition, if there is only one pool, the 1 versus 4 , 2 rd versus 3 , shall be played in the semifinals. If there are more than two (2) pools, the top team from each pool will play a single round robin. From this round robin, the top team will be declared champion, then second as runner up, etc. The committee will determine the size of each group.

10. The win-loss results from singles matches in the team competition shall be tallied and if there is only one pool the Number 1 player will play against Number 4 player while the Number 2 player will play Number 3 player as the semi-final matches. Winners play for the singles rd championship while losers play for 3 place. If there are 2 pools the top players from both pools play for the championship while the rd Number 2 players from both pools play for 3 place. Other Basic Rules 1.

Release the ball on your serve. Otherwise, a point will be awarded to the receiver after the first warning. A serve by a player is only considered when the paddle hits the ball. A point is charged against the server if valid serves touch the net the third time in a row.

2.

You are not allowed to put your hand or any part of your body on the table intentionally.

3.

Change serves every two points. Change ends every game. If the score is tied at 10, the first player/team to advance by two points wins the game. In this case, change serves every point.

4.

Warm up between players/teams – five balls at the beginning of the match only.

5.

A point will NOT be charged against the player/team that accidentally comes in contact with a ball that has undoubtedly gone out of bounce. A point will be charged against a player who hits the ball when it may yet bounce on the table. A server must ensure that the receiver is ready to receive by raising his/her hand to indicate that he/she is about to serve. For doubles matches, a server must serve diagonally from right to left. For singles matches, the server can serve to any side of the receiver. The umpire will decide on these points when players are in dispute.

6.

In case the game goes to 10-10, the winner will be the team/player who advances by two (2) points. However if team quotient system (after the ‘win-over-the-other’ rule was applied) is being applied to determine the winner after a tie, the score will be re-configured as 11-9.

Awards The cumulative totals of game points earned by the teams will be used to determine the nd champion, 1st runner-up, and 2 runner-up. st 1 nd 2 rd 3

5 points 3 points 1 point

The winners will be awarded trophies and medals.

The Federation Table Tennis Shield will be awarded to the club, society or sporting group that garnered the most number of first-place finishes across all table tennis categories.

Handicaps For players with NZGA handicap, their official NZGA handicap will be used. For purposes of dividing the players/entries into 2 divisions using handicap index, the handicaps as at 10 calendar days before the start of the tournament will be used, so that we can form the divisions and advise the players what division they’re playing early. This official NZGA handicap index will be used to determine the course handicaps. For players without an NZGA handicap, they must state & nominate a handicap. This will be the lowest handicap that has been assessed to the player for their local tournaments (e.g. Auckland and Wellington golfers hold monthly tournaments amongst them). If no handicap has been assessed, the maximum allowed is 24 (play in Division 2 only). Non-NZGA handicaps will also be the course handicaps; NO adjustment is made depending on course slope rating. The organisers reserve the right to exclude entries from the individual and team competitions if no basis can be established for the handicap. The player/s can, however, participate in the hole competitions.

Format/Rules This is a Stableford points event. Each player will submit his card, signed by both the player and the marker. The Stableford points need to be computed/marked. The scores will be entered into a spreadsheet that will calculate/validate the Stableford points.
