Open Enrollment Initiative November 2017

We are writing on behalf of the Health Care Council of Chicago (HC3) and reaching out to you because of your role in Chicago’s civic and health care communities. HC3 members make up a cross-section of Chicago’s health care community who are dedicated to advancing the city’s profile as a hub of innovation and transformation for America’s rapidly changing health care system. HC3 members aspire to positively affect Chicago’s economic development, transform health care both locally and nationally, and address the health care disparities in Chicago. To that end, HC3 not only provides its members a platform for cross-sector networking, but also a platform for undertaking initiatives that reflect HC3 member priorities. As we celebrate our one-year anniversary, HC3 is kickingoff its first initiative to help address Chicagoans’ access to health care in the coming open enrollment season.

The Initiative Beginning November 1, 2017, most people can enroll, re-enroll, or change plans for 2018 coverage through the individual market and Medicaid. Our community faces potential erosion in health care coverage due to the following factors: • A shortened open enrollment period for the individual market (90 to 45 days); • Reduced funding for marketing efforts and navigator support (from $100M to $10M); and • Over 500,000 Illinois Medicaid recipients will have to switch plans due to the reduction in the number of participating plans. In light of these changes, HC3 worked with its members and other stakeholders to inventory and aggregate enrollment-related resources including educational materials on enrollment options, call centers, and enrollment centers (web-based and physical sites). These resources simply list where people can find more information about health care coverage under Medicaid and the Affordable Care Act’s Marketplace/Exchange (the individual market). This information is posted on HC3’s website (http://matter.health/hc3/) and will be distributed to HC3 members.
