Welcome to the 5th Annual Oregon Coast Economic Summit (OCES)! As an active participant in Oregon’s Rural-Coast Economic Development, the Oregon Coastal Caucus is pleased to extend a personal “thank you” to all our speakers, sponsors, attendees and Taste of the Oregon Coast presenters for taking the time from their busy schedules to visit us on the Oregon Coast. We greatly appreciate your support in helping us develop a collaborative pathway to address issues common to rural-coastal communities. Special thanks to this year’s primary partners: the Coquille Indian Tribe and The Mill Casino, Oregon State University, University of Oregon, Business Oregon, Oregon Department of Transportation and Association of Oregon Counties. We hope that you will find this to be a memorable two-day event packed with informative panels to address our coastal and rural economic development needs. This year’s theme, The Voices of Coastal and Rural Oregonians: Building on Collaborative Pathways to Economic Development and Prosperity, is aimed at continuing and enhancing previously established collaborations – across sectors and disciplines – in support of regional economic development solutions, particularly as we prepare for the 2017 Legislative Session. OCES again will feature informative panel discussions on a wide range of topics that recognize the unique economic diversity of our coastal and rural communities. In addition to our focus on economic diversification, infrastructure needs, management of natural resource industries, healthcare, housing and Oregon land use goals, we will feature a unique collaboration with representatives from the Oregon Business Plan Summit for a broader engagement in the promotion of regional economic development. Therefore, our community’s successful economic development is dependent in good part on your attendance, involvement and participation at this year’s Summit. You have a vital role to play in sustaining and contributing to the very constructive discussions, dialogues and developments that have become a hallmark of the OCES. United States Senator, Ron Wyden

Oregonians in every part of the state know Ron as a senator who always listens. Since his election to the Senate in 1996 he has thrown open the doors of government for Oregonians by holding open-to-all town hall meetings in every one of Oregon’s 36 counties each year.  Thus far, he has held more than 780 meetings throughout the state. Although Senator Wyden’s home is in Portland; he takes pride in saying that he is “not the senator from the state of Portland, but the senator from the entire state of Oregon.” And all of us up and down the Coast know that’s the case, as he has fought along with us to keep our Coast Guard station in Newport, to help our coastal fisheries and to grow our recreation and tourism sectors. Senator Wyden came to Oregon more than four decades ago – after earning his bachelor’s degree from Stanford – to attend the University of Oregon School of Law. He earned his law degree from the U of O in 1974 and went on to teach gerontology and co-found the Oregon chapter of the Gray Panthers, an advocacy group for the elderly.  He also served as the director of Oregon Legal Services for the Elderly from 1977 to 1979 and was a member of the Oregon State Board of Examiners of Nursing Home Administrators before his election to represent Oregon’s Third Congressional District in 1980. In the Senate, he is the ranking member of the Finance Committee and serves on the Budget and Energy and Natural Resources Committees as well as the Senate Select Committee on Intelligence.

United States Congresswoman, Suzanne Bonamici, Oregon’s First Congressional District

Suzanne first moved to Oregon from Michigan in the mid-1970s. She attended Lane Community College prior to earning a Bachelor of Science from the School of Journalism at the University of Oregon and a J.D. from the University of Oregon School of Law. After law school, Suzanne was an attorney for the Federal Trade Commission in Washington, D.C., where she was in the Credit Practices Division of the Bureau of Consumer Protection. She met her husband, Michael H. Simon, in Washington and in 1986 they settled in Portland. In 2007, Suzanne was elected to her first term in the Oregon House of Representatives, representing House District 34 in Washington County. A year later, Suzanne was appointed to the Oregon Senate to represent District 17.  Suzanne was elected to the U.S. House of Representatives in a special election on January 31, 2012. She represents the First Congressional District of Oregon, which comprises the Northwest portion of the state. Congresswoman Bonamici serves on the U.S. House Education and the Workforce Committee and is a member of the Subcommittee on Early Childhood, Elementary and Secondary Education. In her role on the committee, Congresswoman Bonamici has proposed legislation to improve the use of assessments in schools, expand opportunities for low-income college students and align career and technical education programs with workforce needs in the community. Last year Congresswoman Bonamici visited at least one school in every school district in the First Congressional District. Her conversations with students, teachers, and administrators continue to inform her work to make sure every student receives a well-rounded education. As part of that effort, Congresswoman Bonamici founded the bipartisan Congressional STEAM Caucus, which promotes integrating arts and design into STEM learning. STEAM education not only fosters creative thinking and innovation; it helps engage students who are traditionally underrepresented in STEM fields. Congresswoman Bonamici also serves on Science, Space and Technology Committee, where she is a champion for environmental research, ocean health and tsunami preparedness.

Alex Kozinski, Judge on the United States Court of Appeals for the Ninth Circuit

Alex Kozinski is Judge on the United States Court of Appeals for the Ninth Circuit, where he has served since 1985. He was Chief Judge of that court from November 2007 to December 1, 2014. In addition to his judicial duties, Kozinski is an essayist and a judicial commentator. Kozinski was born in Bucharest, Romania, in July 1950. In 1962, his parents, both Holocaust survivors, brought him to the United States. The family settled in the Los Feliz neighborhood of Los Angeles, California, where his father, Moses, ran a small grocery store. Kozinski graduated from the University of California, Los Angeles, in 1972 and in 1975 received a J.D. degree from the UCLA School of Law. Kozinski clerked for future Supreme Court Justice Anthony Kennedy on the Ninth Circuit from 1975 to 1976, and then for Chief Justice of the United States Warren E. Burger from 1976 to 1977. From June 5, 1981, to August 1982, Kozinski served as the first U.S. Special Counsel appointed by President Ronald Reagan. In 1982, Kozinski was appointed chief judge at the newly formed United States Court of Federal Claims. In 1985, at the age of 35, Kozinski was appointed to a new seat at the U. S. Court of Appeals for the Ninth Circuit by President Reagan, making him the youngest federal appeals court judge at the time of appointment. Notable Cases:

United States v. Ramirez-Lopez The majority found the due process rights of a man accused of smuggling illegal immigrants across the border were not violated despite the fact that witnesses who could have exonerated him were deported before they could be deposed. Kozinski dissented. Federal prosecutors, however, dropped all charges and released the defendant. Cetacean Research v. Sea Shepherd In February 2013, Kozinski wrote an opinion reversing a district court ruling denying Japanese whalers Institute of Cetacean Research a preliminary injunction against the U.S.-based anti-whaling group Sea Shepherd Conservation Society.

Wood v. Ryan In July 2014, Joseph Rudolph Wood, who had been sentenced to death, filed a motion before the Ninth Circuit Court of Appeals claiming a right to know which chemicals were included in the lethal injection that was to be used to execute him. While the court denied his motion, Kozinski issued a dissenting opinion, calling the use of drugs a “misguided effort to mask the brutality of executions by making them look serene and peaceful.”

Oregon Secretary of State Jeanne Atkins

Jeanne P. Atkins is Oregon’s 25th Secretary of State. A veteran state administrator, Congressional staffer and women’s rights advocate, Jeanne is a committed public servant who has spent her entire career in public service and non-profit organizations. Secretary Atkins retired in January 2015 from the office of U.S. Sen. Jeff Merkley, D-Ore., where she served as State Director since 2009. Previously, she was Chief of Staff for the Oregon House Speakers Jeff Merkley and Dave Hunt. Jeanne’s service to Oregonians also includes serving for five years as manager of the Women’s and Reproductive Health Section of the Department of Human Services’ Office of Family Health. During her nonprofit work, Jeanne focused on policy analysis and public affairs at organizations including the United Way of the Columbia/ Willamette and Planned Parenthood of the Columbia/Willamette, where she did public affairs work and later served as Director of Patient Services. Early in her career, Jeanne spent almost seven years in Washington, D.C., working in public policy. Her advocacy on behalf of women has been an unwavering theme throughout her career. Jeanne and her husband, John, moved to Oregon in 1973 from her native state of Washington. She earned her law degree at the University of Oregon and received her bachelor’s from the University of Washington. At her swearing-in, Secretary Atkins emphasized her commitment to fulfilling the opportunity given her to protect and strengthen some of Oregonians’ deepest values: free and open elections, transparency in government, public access to Oregon history and accountability by state agencies and offices.

Oregon Attorney General Ellen Rosenblum

A former federal prosecutor and state trial and appellate judge, Ellen Rosenblum was elected to a four-year term as Oregon's 17th Attorney General in November 2012. She is the first woman to serve as Oregon Attorney General. Ellen's priorities as Attorney General include advocating for and protecting Oregon's most vulnerable, including especially its families and children, its seniors, Oregonians whose first language is not English and students who have incurred significant education-related debt. She is committed to assisting district attorneys and local law enforcement in prosecuting complex crimes and has made Internet and other crimes against children her highest priority. Ellen has been active in local and national organizations of lawyers, judges and attorneys general.  She currently serves on the Executive Committee of the National Association of Attorneys General and she chairs the Conference of Western Attorneys General.  She has served as Secretary of the American Bar Association and currently co-chairs the ABA’s Section of State & Local Government Law’s committee devoted exclusively to state attorney general issues.

Representative Caddy McKeown, D-Coos Bay, HD 9, Chair, Coastal Caucus

Representative McKeown was born and raised in Coos Bay. She served on the Board of Commissioners of the Oregon International Port of Coos Bay for nine years, where she worked to rehabilitate the Coos Bay rail line before being elected to represent coastal portions of Coos, Douglas, Lane and Lincoln counties in the Oregon House of Representatives in 2012. Rep. McKeown is the Chair of the House Transportation & Economic Development Committee, as well as a member of the Agriculture & Natural Resources Committee, the Higher Education, Innovation and Workforce Development Committee, the Task Force on O&C Counties and the Task Force on Small Business. Rep. McKeown is also a member of the Oregon Coastal Caucus and the Legislative Commission on Indian Services.

Senator Jeff Kruse, R-Roseburg, SD 1, Vice- Chair, Coastal Caucus

Senator Kruse first served in the Oregon House of Representatives from 1996 to 2004, specializing in natural resources and healthcare. Currently in his third term as Senator, he serves on the Healthcare, Education, and Judiciary committees. Senator Kruse is considered the leading Republican voice in the Senate in the areas of healthcare and education and is currently the Coastal Caucus Chair. Co-Owner of Kruse Farms, Senator Kruse’s prior government experience includes Douglas Soil and Water Conservation District, Oregon Association of Conservation Districts, Farm Home Administration County Committee and Douglas County Planning Advisory Committee.

Representative Deborah Boone D-Cannon Beach, HD 32

Representative Boone serves on the House Committee on Veterans and Emergency Preparedness, the House Committee on Energy and Environment and the Ways and Means Subcommittee on Human Services. Her government experience includes 16 years as a legislative assistant, Clatsop County Commissionor, PNWER, OSSPAC, PFLTF and other legislative boards and commissions, including her work on marine renewable energy projects.  She co-owns a small construction company in Clatsop County.

Senator Betsy Johnson, D-Scappoose, SD 16

Senator Johnson is serving her third term in the Oregon Senate. She serves as Co-Vice Chair on the Joint Committee on Ways and Means, Co-Chair of the Joint Committee on Ways and Means Sub-Committee on Transportation and Economic Development, member of the Joint Committee on Ways and Means Sub-Committee on General Government and Senate Special Committee on Sustainable Transportation. Senator Johnson received her undergraduate degree in history from Carleton College and her J.D. from Lewis & Clark Law School. A licensed commercial pilot of both fixed and rotor-wing aircraft, she founded Transwestern Helicopters, Inc., in 1978. Betsy served on numerous local, regional and national boards and commissions, including the Oregon Health Sciences University Foundation, Doernbecher Children’s Hospital, the Oregon Public Broadcasting Foundation and the High Desert Museum. Sen. Johnson serves on a number of regional boards.

Representative Wayne Krieger, R-Gold Beach, HD 1

Representative Krieger was a member of the Oregon State Police for almost 28 years and has served in the Oregon House of Representatives since 2001. Rep. Krieger serves as Vice-Chair House Committee on Agriculture and Natural Resources and is a member of the Joint Committee on Ways and Means Sub-Committee on Public Safety and House Committee on Judiciary. Representative Krieger served on the Board of Forestry, the Landslide Taskforce and the Governor’s Water Enhancement Board and in Washington, D.C. he served on the national boards of the Tree Farm System and the Forest Industries Council on Taxation. The Representative owns Skyview Ranch and Tree Farm and previously owned a logging company for 11 years. Representative Krieger received tree-farming awards from Coos County and the state of Oregon and was recognized as National Tree Farmer of the Year.

Senator Arnie Roblan, D-Coos Bay, SD 5

Senator Roblan represents the scenic and rugged Central Oregon Coast comprising the Fifth Senate District, which includes the Oregon coast from Coos Bay to Oceanside and parts of Polk and Yamhill counties, including the new towns of Neskowin, Otis, Blachly, Grande Ronde, Siletz, Eddyville, Swiss Home, Ada and Pacific City and parts of Fall City, Willamina and Sheridan. Senator Roblan serves as Chair of the Senate Committee on Education and as a member of Ways and Means Committee and Ways and Means SubCommittee on Education. Senator Roblan previously served four terms as Representative for House District 9 (2005-12), with two of those as CoSpeaker.

Representative David Gomberg, D-Otis, HD 10

Serving his second term in the Oregon Legislature, Representative Gomberg represents the Central Oregon Coast and the communities of the Coastal Range in House District 10. Representative Gomberg currently serves on Joint Committee on Ways and Means Sub-Committee on Natural Resources, Joint Committee on Ways and Means Sub-Committee on Transportation and Economic Development, Joint Committee on Ways and Means and House Committee on Rural Communities, Land Use and Water. He is a small-business owner and advocate who serves on the Legislative Small Business Task Force. David and his wife Susan operate the Northwest Winds kite stores and Gomberg Kite Productions, an award-winning manufacturer and wholesaler of kite products. They have performed around the world with their large showpieces and have appeared in motion pictures, television programs and in music videos.

Senator Brian Boquist, R-Dallas, SD 12

Senator Boquist has served two terms as State Representative in House District 23 and is now in his second term as State Senator in District 12, which is comprised of House Districts 23 and 24. At 17 Senator Boquist enlisted in the U.S. Army, and he retired after 34 years of military service as a Special Forces Officer, in July 2011 from the U.S. Army Special Operations Command. Senator Boquist currently serves as the Chair of the Senate Committee on Veterans and Emergency Preparedness. He was born and raised on a dairy farm in Tillamook and has been an Oregonian his entire life. He and his wife, Peggy, now live on a small farm in Dallas where their six children were raised. The family farm and forest operations spread multiple counties and several states.

Representative Ken Helm, D-Washington County, HD 34 Representative Helm currently is serving his first term in the Oregon House of Representatives. Ken Helm is the Vice-Chair for the House Committee on Rural Communities, Land Use and Water. He also serves on the on Joint Marijuana Legalization Committee, House Energy and Environment Committee and the House Revenue Committee. Representative Helm graduated from high school in Bend and went on to attend Willamette University, where he earned a BA in History and Political Science. He also earned his Juris Doctorate at Willamette University College of Law. 

Senator Elizabeth Steiner Hayward, D-Portland, D 17

Senator Steiner Hayward was appointed to the Oregon Senate in December 2011 and elected in 2012. The Senator is a family physician at OHSU, where she works to provide primary care to both children and adults. She provides medical care at a safety net clinic for uninsured patients. Senator Steiner Hayward has volunteered with Congregation Neveh Shalom since 2004. She is a past President of the Oregon Academy of Family Physicians and currently serves as the Director of the OHSU Knight Cancer Institute Breast Health Education Program. She serves on Senate Health Care, Ways and Means and General Government committees.

Representative Bill Kennemer, R-Oregon City, HD 39

Representative Kennemer was elected as State Representative November of 2008. For the previous 12 years, Representative Kennemer served as a Clackamas County Commissioner. Prior to that, he served as an Oregon State Senator from 1987 to 1996. He holds a Ph.D. in clinical psychology and maintained a successful psychology practice in the Milwaukie area for over 25 years. Representative Kennemer’s House Committee assignments include Co-Vice Chair of the Business and Labor Committee, Vice Chair of the Joint Committee on Health Insurance Transition and as a member of the Health Care and Rules Committees.

John E. Stein, Ph.D., Science and Research Director, Northwest Fisheries Science Center

Dr. Stein is the Science and Research Director of the Northwest Fisheries Science Center in Seattle. He is involved in implementing NOAA's National Ocean Policy efforts, serving as the Federal Co-Lead for the West Coast's Regional Planning Body for Marine Planning. He is also the co-lead for NOAA's West Coast Regional Team and serves on an Executive Committee forming a West Coast Ocean Partnership on shared issues in the California Current ecosystem and chairs the Science Panel for the Puget Sound Partnership. He served as the Chair of the Science Board of the North Pacific Marine Science Organization (PICES) and is now the U.S. Delegate to PICES, a multinational organization of Pacific Rim countries. As a part of NOAA's response to the Deepwater Horizon oil spill in the Gulf of Mexico, Dr. Stein served as manager of NOAA's Seafood Safety Program. Dr. Stein holds Affiliate Professor positions at the University of Washington in the Department of Environmental and Occupational Health Sciences and the School of Aquatic and Fishery Sciences. Throughout his 37-year science career in NOAA Fisheries, Dr. Stein focused on impacts of anthropogenic and natural toxic compounds (e.g., chemical contaminants and marine biotoxins) on fishery resources and protected marine species, the development and application of biological markers of chemical contaminant exposure and effects in fishes and marine mammals, and the application of these techniques in delineating relationships between chemical contaminant exposure and effects in fishes and marine mammals. In addition, Dr. Stein held a key role in NOAA's efforts to research and manage the effects of the ocean on the human health benefits and disease risk, and was a member of a NOAA team that developed a science plan on ocean acidification. Dr. Stein received his Ph.D. in Organic Chemistry from the University of Washington in 1980.

Oregon State University President Edward Ray

Dr. Ray became President of Oregon State University in July 2003. Under his leadership, OSU has completed and updated a visionary campuswide strategic plan. Annual research awards and contracts have increased substantially and exceeded $309 million in fiscal year 2015. Dr. Ray and the OSU Foundation launched the university’s first comprehensive fundraising campaign. After exceeding an initial goal of $625 million, the campaign totaled $1.14 billion when it closed at the end of 2014. Dr. Ray served on the NCAA Executive Committee from 2007 to 2012 and as chair from October 2009 to August 2012. He currently serves on the boards of AAC&U, ACE and the SMTI Commission of APLU, and recently served as chair of the PAC-12 CEO group. Dr. Ray was a member of the economics faculty at Ohio State University from 1970 to 2003, serving as Economics Department Chair from 1976 to 1992. He later served as an Associate Provost; Senior Vice Provost, receiving the Ohio State University Distinguished Service Award in 2006; and, from 1998 to 2003, as executive vice president and provost. Dr. Ray graduated cum laude and Phi Beta Kappa with an undergraduate degree in mathematics from Queens College. He earned his master’s and doctorate degrees in economics from Stanford University.

Margaret Salazar, Portland Field Office Director, U.S. Department of Housing and Urban Development

Margaret Salazar joined HUD in 2006 as a Presidential Management Fellow in San Francisco, where she financed the development of hundreds of multifamily rental housing units across California, Nevada and Hawaii. Margaret served as the Associate Deputy Assistant Secretary for Multifamily Housing in HUD Headquarters in Washington, DC, where she designed and led national programs to preserve and revitalize affordable rental housing across the United States. Margaret began her career as a foundation program officer and housing advocate working with community-based organizations in the San Francisco Bay Area and led a successful grassroots campaign for just cause eviction in the City of Oakland in 2002. She also served in the offices of California Governor Arnold Schwarzenegger and San Francisco Mayor Gavin Newsom. Margaret grew up in Hood River and Portland and is thrilled to be back home. 19

Kenneth Murphy, Regional Administrator, Region X, Department of Homeland Security’s Federal Emergency Management Agency Kenneth D. Murphy was appointed Regional Administrator for Region X for the Department of Homeland Security’s Federal Emergency Management Agency June 29, 2010. Murphy is responsible for developing, administering and coordinating FEMA’s mitigation, preparedness, response and recovery programs for the States of Alaska, Idaho, Oregon and Washington, as well as for the 271 federally recognized Indian Tribes and Alaska Native Villages within the region.

As Regional Administrator, Murphy has played a vital role in FEMA’s drive to raise public awareness about regional disaster risks and the importance of disaster preparedness for individuals and families. He also has led FEMA efforts to test, evaluate and improve coordinated life-saving and lifesustaining response operations in the aftermath of catastrophic disasters through major multijurisdictional exercises such as 2012’s Evergreen Quake, 2014’s Alaska Shield and 2016’s Cascadia Rising. Senator Curt McKenzie, R-Canyon County, SD 13

Curt McKenzie was born in Corvallis, Oregon. He has been a Republican member of the Idaho Senate since 2002 and is representing the 13th District. Curt McKenzie is serving as the Chair of the State Affairs Committee, and as a member on the Economic Outlook and Revenue Assessment and Local Government and Taxation Committees. Curt McKenzie attended Northwest Nazarene University and received his Bachelor of Arts with a double major of Physics and History in 1992. He also attended Georgetown University Law Center on the Paul Connolly Memorial Full-Tuition Scholarship and received his Juris Doctor, Magna Cum Laude and Order of the Coif in 1995. McKenzie owns the law firm McKenzie Law Offices, PLLC, located in Boise, Idaho.

Prior to joining FEMA, Murphy served with Oregon Emergency Management from 1999 to 2010.  As the agency’s Director, Murphy was responsible for coordinating emergency management activities with state and local emergency services agencies and all governmental agencies.  He also served on the Oregon Homeland Security Council, Oregon’s State Interoperability Executive Council, the Governor’s Search and Rescue Policy Commission, and the Governor’s Recovery Cabinet, in addition to his appointment to FEMA’s National Advisory Council.  Murphy oversaw the response and recovery for seven Presidential and eight Gubernatorial disasters declarations in Oregon. Murphy spent nearly three decades as a member of the Oregon Army National Guard, in traditional and active duty roles before his retirement in 1999.  During that time, he served as Director of Military Support to Civilian Authorities, where he was responsible for the Guard’s coordination 20

University of Oregon President Michael H. Schill

Michael H. Schill is the 18th president of the University of Oregon.  He began his tenure on July 1, 2015. He previously served as the dean of the University of Chicago Law School and as the dean of the University of California, Los Angeles, School of Law from 2004 to 2009. His other faculty appointments include tenured positions as professor of law and urban planning at New York University and professor of law and real estate at the University of Pennsylvania. A nationally recognized expert in property, real estate and housing law and policy, President Schill is the author or co-author of three books and more than 40 scholarly articles. His work includes studies of the determinants of value in condominium and cooperative housing, the impacts of housing programs on property values, the enforcement of Fair Housing laws, mortgage securitization and the deregulation of housing markets. His casebook, Property, co-authored with James Krier, Greg Alexander and Lior Strahilevitz, is one of the best-selling casebooks used in American law schools. In 2004, President Schill founded the Furman Center for Real Estate and Urban Policy at New York University. Under his and subsequent leadership, the Furman Center has become one of the nation’s leading research centers on housing and the built environment. In addition to serving as the President of the University of Oregon, President Schill is a member of the Board of Governors of Argonne National Laboratory, a member of the Board of Trustees of Ithaka, the nonprofit organization that owns JSTOR, and is a Fellow of the American Academy of Arts and Sciences. The first in his family to earn a college degree, President Schill graduated with an AB in public policy from Princeton University in 1980 and a J.D. from the Yale Law School in 1984. In fall 2014, the University of Oregon launched its most ambitious fundraising campaign ever with a $2 billion goal. The U of O officially passed the halfway point, $1 billion, earlier this summer. The university’s priorities include improving access and success Oregon students, excellence in teaching and research and a greatly enriched campus experience. 22

Under our protective laws, Land Use Goal 18 clearly outlines standards for

development (and protecting development) on coastal environments involving beaches, dunes and interdunal swales/deflation plains. Development is not allowed on beaches and fore-dunes, but new development is permitted on

stabilized dunes. The first part of this land use goal focuses on beach/dune

inventory and conservation. The second part of this land use goal provides for

protection of life and property. Specifically, Goal 18 allows for limited protective

structures for pre-existing development (aka “grandfathered” development prior to Jan. 1, 1977).
