Minutes of the meeting of Olney Town Council Planning Committee held on Monday 13 June 2016 at 7:00 pm in the Olney Centre Present: Councillors Stephen Clark, Jeremy Rawlings, Ron Bull, John Boardman, Tony Evans, John Smail, Joe Stacey, In attendance: Liam Costello (Town Clerk)

To approve the minutes of the meeting held on 16 May 2016 RESOLVED: That the minutes of the meeting held on 16 May 2016 be approved and signed by the chairman as a correct record.

To receive the list of recent planning decisions. 

Following on from discussions at the previous planning committee meeting on application 14/02060/OUT, the Odour Assessment referred to in the planning inspector’s decision has come to light. The document was submitted by the appellant as an appendix to their submission, even though they declared that they were not submitting any additional documents. The assessment has now been looked at by Anglian Water who conclude that it does not represent the prevailing odour potential with sufficient accuracy and cannot be relied upon in support of a determination on the risk of diminished amenity at the proposed development.

RESOLVED: To write to the chief executive of Milton Keynes Council to point out the further procedural errors in the way that applications are being handled on this site, and to seek assurances that this crucial evidence is taken into account in determining application on this site.

Applications for consultation: a. 16/01071/OUT - Land to NW of 46 Yardley Road Olney Outline planning permission for the erection of 8 dwellings together with detached garages, and associated works with all matters reserved RESOLVED: the council objects to the plans on the following grounds: 

the application is in conflict with the emerging neighbourhood plan, which was published under Regulation 14 of the Neighbourhood Planning (General) Regulations 2012 in April 2016. That plan allocates the site for B1, B2 and B8 uses. No objections to this allocation for this site were received during the pre-submission consultation.



The application is in conflict with the adopted Core Strategy and Local Plan policy E1 which allocates the site as an employment site.



Access to the site is on a dangerous bend on Yardley Road.



The site is disconnected from the exiting residential boundary of Olney which poor connections.



Noise from the adjacent employment site will have a detrimental impact on the amenity of future residents.



As the development is within close proximity of the Olney Sewage Works, Anglian Water require a detailed odour assessment to be undertaken to determine the impact of the sewage works on the amenity of future residents, and for them to be consulted on the content.

b. 16/01120/FUL - 58 Wagstaff Way Olney MK46 5FB Part two storey, part single storey rear extension and insertion of obscurely glazed window to side elevation RESOLVED: that the council has no comment to make. c. 16/01169/FUL - 33 Wellingborough Road Olney MK46 4BJ Demolition of existing summerhouse and erection of single storey rear/side and first floor rear extensions RESOLVED: That the council finds it difficult to assess the proposal because of the poor quality of the drawings, and that the applicant should submit properly scaled drawings. d. 16/00995/FUL - 53 East Street Olney MK46 4BT Replacement of windows and doors to front and rear of dwelling house (Retrospective)

RESOLVED: that the council has no concerns about the windows to the front of the building, however, the windows to the rear are not in keeping or preserve or enhance the conservation area. e. 16/01185/FUL - 2 West Side Rise Olney MK46 5HP The creation of a first floor extension above the existing entrance porch RESOLVED: that the council has no comment to make. f. 16/01213/FUL - 34 West Street Olney MK46 5HR Proposed re-building of conservatory/utility/garage with solid roof and less glazing RESOLVED: that the council has no comment to make. g. 16/01456/OHL - Land to the east of Pheasants Nest Farm Olney Road Weston Underwood Notification of intention to install 2 new wood poles to connect with existing 33kV overhead line RESOLVED: that the council has no comment to make on the two poles, but would like more information on the purpose of the connection and where is comes from.

Section 106 requirements a.

16/00312/FUL - 90 East Street: 14 dwellings

b.

16/00688/OUT - Lavendon Road: 50 dwellings The committee considered the S106 requirements for the two developments. The starting point was the template for contributions prepared by MKC. The council would like the following projects to be considered as part of these developments: 

Improvements to footpaths along East St, in particular, the section from the football pitch to Fairfield Close



That the public art budget be spent in Olney on projects such as improvements to the roundabout on the A509 whirlypits roundabout.



The local play and neighbourhood play contributions should be earmarked for a skatepark.
