OUSD UNILATERALLY CHANGES TERMS OF COLLECTIVE BARGAINING AGREEMENT BACKGROUND Our agreement on salary depends on the year over year projected increase in revenue based on the budget they adopt. OUSD projected an increase of over $22 million in the budget adopted after Governor Brown signed the State Budget in late June. OUSD re-affirmed this projected increase after the “close of books” unaudited actual budget for 2015-16 they adopted on September 12. In addition, OEA receives 30% of all one-time money received by OUSD. Based on the formula we agreed to in the last contract, this results in increases as follows: 3.75% effective July 1, 2016 0.42% effective January 1, 2017 “if the expected funding is realized” 1.63% one-time off schedule increase. On September 27, the District informed us that, due to decreases in projected enrollment, they revised the salary increases as follows: 3.07% effective July 1, 2016 0.34% effective January 1, 2017 1.25% one-time off schedule increase.

A PROMISE MADE SHOULD BE A PROMISE KEPT There's little point in discussing either the motivation or the blame resulting in this decision by OUSD. What we must concentrate on is our strength of response. We must concentrate on the unity of action. We must concentrate on holding the OUSD School Board Directors accountable for whatever mistakes may have been made. The elected School Board can assign the blame, but it is now their responsibility to correct the mistake. It is their responsibility to set budget priorities. It is not the workers of OUSD who should pay for these miscalculations. We will continue to work with the district to find a solution, but it is imperative that while we do that all of the OUSD unions unite and hold the school board responsible for doing the right thing. Every member must take responsibility for working to make the OEA members, and their union brothers and sisters, whole.

UNIFIED ACTIONS TO MAKE THE SCHOOL BOARD DO THE RIGHT THING October 6: Walk In The Walk In on October 6 is meant to be an affirmation of support for the "Funds Our Schools Deserve", and should maintain that positive note. But do engage in conversation with key parent activists at your site about the impending dispute. AND 

Ask parents to write names on the sign ups to receive future information from OEA.
