➢ Humanitarian Context The YHRP seeks US$2.96 billion to provide life-saving assistance to 13.1 million vulnerable people across the country. It will be launched on the 21st Jan 2018. This is the largest consolidated humanitarian appeal for Yemen which is now, almost three years into the conflict, the largest entirely man-made humanitarian crisis globally. A staggering 22.2 million people – some 75 per cent of the population – need humanitarian assistance, including 11.3 million people who urgently require immediate assistance to survive. If Saleef port’s milling capacity is not used WFP claim 3.5million extra people will become food insecure. At the moment, the Cholera is not being reported and Diphtheria is isolated to IBB district, with over 100 cases and 10% fatality rate. Concern is the new rainy season and the possible spread on communicable diseases. The 2018 YHRP targets people in acute need and those at risk of slipping into acute need. Needs analysis and targeting at district level ensure that partners are reaching populations where the needs are most severe. In addition, the YHRP features integrated multisector approaches to address the increasing risk of famine, the specific needs of IDP, host communities and returnee populations and the ongoing cholera crisis. In 2017, donors provided US$1.65 billion (70.5 per cent) out of US$2.34 billion that humanitarian partners in Yemen requested.

➢ Programme Update: ➢ HAJJAH AND AL HUDAYDAH GOVERNORATES Total beneficiaries reached: 285,664 (single count) DISTRICTS: Abs, Haradh, Hayran, Aflah Alyaman, Kuaidanah, Khairan Almuharaq, Alshahil (Hajjah). AlZuhrah, AlSukhnah, Hays, Al-Khokha (Hudaydah)

Food Security Conditional Cash Transfer Grants for Livelihood: The EFSVL team distributed the final instalment with amount of 74000 YER of the Conditional Cash transfer grants for 400 HHs of livelihoods’ beneficiaries. Also, the EFSVL conducted the second monitoring visit to ensured that all livelihoods’ beneficiaries have gradually evolved their income generating activities. Unconditional Cash Transfer (UCT): Final payment of the second phase was completed as a double payment for November and December 2017, 5079 HHs in Abbs district received double payment with an amount of 48,000 YER.

Water, Sanitation and Hygiene (WASH) •

Public Health Engineering (PHE): Our PHE team successfully installed 8 solar powered pump systems (2 in Hayran and 5 in Abbs districts of Amran and 1 in Al Zuhrah district of Hudaydah) to benefit 3997 HHs of 27979 individuals, while 8 solar pumps are under installation and 6 solar pumps are at the procurement stage. Rehabilitation of WSSs: our PHE team has completed the rehabilitation of 4 Water System Schemes in Abbs district 2855 HHs of 19,985 individuals, while the rehabilitation of 5 other WSSs are being completed and 4 other WSSs are at the procurement stage. Wells Rehabilitation: Our PHE team targeted 29 dug wells to be rehabilitated with mini solar systems in 5 districts of Amran (Abbs, Alshahil, Khairan Almuharaq and Aflah Alyaman), so far, 19 dug wells are being rehabilitated by the contractors, while 10 other wells are at the procurement stage. Sanitation: Rehabilitation of 2 WASH facilities out of 8 facilities (6 in schools and 2 in health centers) in Abbs and Al-Zuhrah districts was completed, these two latrines will benefit 542 school boys and 470 school girls. The rehabilitation of the remaining 6 facilities has started. In addition, our PHE team installed 1800 emergency latrines out of 2700 in Bani Hassan IDPs settlement to benefit 12,600 individuals, while the other 900 latrines are under installation. Community Operational Centres: Our PHE team has completed the construction of two community operational centres in Bani Hassan IDPs settlement benefiting 1261 HHs.



Public Health Promotion (PHP): 33,031 HHs of 231,217 individuals in Abbs, Hayran, Khairan Almuharaq, Aflah Alyaman, Kuaidanah districts were reached by a house to house campaign to raise their awareness on hygiene practices. Our PHP team and 365 CHVs have conducted 1,967 Hygiene promotion and 2

awareness sessions where they reached out to 33,031 HHs of 231,217 individuals (47,584 women, 49,527 men, 65,712 girls and 68,394 boys). Cleaning Campaigns: 12,892 HHs of 90,244 individuals participated in 655 cleaning campaigns and jerry cans cleaning in three districts of Amran (Abs, Khairan Almuharaq and Aflah Alyaman). Jerry Cans Distribution: Total of 2,082 HHs of 14,574 individuals, including 391 women-headed HHs, received 2 jerry cans of 20 L in Abbs district.

➢ AMRAN AND SADA’A GOVERNORATES Total beneficiaries reached: 184, 390 (single count) Amran: Khamer, Houth, Bani Suraim, Habour Zuleyma, Al-Qaflah, Al-Madan, Shahra’a, Al-Sawada (Amran) Sada’a: Sada’a, Sahar, Majaz, Haiden, Saqeen

Food Security Unconditional Cash Transfer (UCT): Our EFSVL team reached to 930 HHs, including 238 women-headed HHs, where each HH received 24,000 YER to meet 80% of the food basket cost in Khamer, Houth, Bani Suraim and Al-Qaflah districts of Amran governorate. In Addition, the team reached to 81 HHs of returnees in Sada’a City of Sada’a governorate with a payment off 24,000 YER for each HH. Cash for Work (CFW): Our EFSVL team completed the 2nd round for 130 HHs, including 8 womenheaded HHs, where each HH received 24,000 YER to meet their food basic needs in Sada’a governorate. Conditional Cash Transfer Grants for Livelihood: Our EFSVL reached to 281 HHs to submit to them their livelihood support in Khamer and Houth districts of Amran governorate, 110 farmers HHs through agriculture activities, 71 HHs through livestock activities where each HHs received 50,000 YER, while 24 HHs were targeted through beekeeping activities and 76 HHs by small business interventions where each HHs received 70,000 YER.

Water, Sanitation and Hygiene (WASH) •

Public Health Engineering (PHE): The PHE team conducted a chlorination campaign to chlorinate 42 water tanks and rain water harvesting in Bani Suraim district benefiting 3,500 individuals and they were able to enjoy safe drinking water. Water trucking: The PHE team continued to deliver trucked water to the IDPs settlements and choleraaffected people benefiting 986 HHs of 6902 individuals. Rehabilitation: The PHE team started the construction of 4 water schemes in Habour Zolyma district of Amran benefiting 415 HHs of 2905 individuals. Sanitation dislodging: The PHE team continued the dislodging activity in the IDPs settlements in Khamer, Houth and Algafla districts of Amran benefiting 6,902 individuals. 3

Rehabilitation: Our PHE team in Sada’a started the rehabilitation of 2 water schemes in Sada’a and Sahar districts benefiting 24,626 individuals. •

Public Health Promotion (PHP): 94 Community Health Volunteers (CHVs) and 288 members of the School Health Clubs (Child to Child Approach) conducted awareness raising sessions on cholera prevention and control in four districts of Amran governorate (Habour Zuleyma, Al-Qaflah, Houth and Bani Suraim districts) benefiting 6,327 HHs of 44,290 individuals (9,487 men, 9,115 women, 13,101 boys and 12,587 girls). Hygiene Awareness Session: 15 CHVs continued working with the students in 15 schools in Sada’a city as well as with the community to raise the hygiene awareness where they reached out to 1,940 HHs of 13,580 individuals (2,909 men, 2,795 women, 4,017 boys and 3,859 girls) on solid waste management and safe water chain. In schools, 24 School Health Clubs with 288 members conducted Children's Hygiene and Sanitation Trainings benefiting 14,373 students (7,417 boys and 6,956 girls) from 4,491 HHs. Capacity building for community mobilisers/CHVs: Our PHP team, in coordination with Health Offices, selected and trained 70 CHVs (39 men and 31 women) and 10 community supervisors from 3 districts of Amran (Habour Zulema, Bani Suraim and Al-Qaflah). Also, the PHP team, in coordination with local authorities at districts level and Education Offices, trained 48 teachers (39 men,9 women) from 23 schools to represent 24 School Health Clubs in the above mentioned three districts.

➢ TAIZ GOVERNORATE (Houban / Al Turba Office) Total beneficiaries reached: 482,000 (single count) (inc water trucking to Taiz city and PHP trainings) DISTRICTS: Al Shamayatayn, Al Modafar, Salah, Al Qahirah, Al Silw, Sharab Al Salam, Sharab Al Ronah, Maqbanah, Al Ma’afer, Al Taiziah, Mawyah, Al Misrakh.

Food Security Unconditional Cash Transfers (UCT): Our EFSVL team implemented the 1st round of unconditional cash transfers to 1500 HHs of which 443 HHs are women-headed households in Al Misrakh, Al Ma’afer and Al Silw districts under

Public Health Engineering: During the reporting period, the PHE team rehabilitated two Water Supply Schemes for Aladhaba village in Sharab Al Salam district and Wadi Arafat village in Al Ma’afer district benefiting 5,019 individuals.

➢ ADEN (Aden and Al Dhale Office) Total beneficiaries reached: 317,904 Governorates: Aden, Lahj, Al Dhala’a, Abyan.

Food Security Unconditional Cash Transfer (UCT): Our EFSVL team completed the UCT activities in Al-Nabiah village in Almadharibah district of Lahj governorate where they benefited 435 HHs of 3045 individuals where each HH received 48,000 YER.

Water, Sanitation and Hygiene (WASH) •

Public Health Engineering: Our PHE team has selected 4 districts in Lahj governorate (Almelah, Almaqaterah, Almusaimeer and Almadharibah) to make interventions in 15 villages by rehabilitating and installing 15 Water System Schemes.



Public Health Promotion: As part of building the capacity of our CHVs, the PHP team conducted a three days training for our Community Health Volunteers (CHVs) in Aden and Al-Dhala’a governorates.

➢ Protection Update The protection team in Taiz office has delivered a training workshop on protection for the Community Committees and Community Health Volunteers under HPF2 project. The training workshop has targeted 190 participants (120 male and 70 female) in Al-Ma’afer and Al-Misrakh districts. The community committees and community health volunteers have increased their awareness on protection mainstreaming principles, humanitarian standards and the International Humanitarian Law, to reduce and mitigate the protection threats and concerns in the community due to the ongoing conflict in Taiz.

➢ Advocacy Update December was a big month for lobbying international governments on the situation in Yemen. Oxfam America and Shane attended a meeting at 10 Downing Street for the UK government advisers, spoke with prominent UK politicians and presented at a Parliamentary Group on Yemen with representative of many other international agencies. In conjunction, with Save the Children and NRC, Oxfam presented to the 5

French and Belgium governments, and EU and ECHO representatives informing them on the humanitarian situation in Yemen and pushing for the need for increased international engagement to secure peace for the people of Yemen. The advocacy team held a one day workshop in Oxford to discuss planning for 2018 and highlight key moment for action in the forthcoming months.

➢ Gender Update Gender Mainstreaming: Beneficiaries 11,257: Our gender team in Shafar supported 20 participants (10 male- 10 Female) to conduct two Focus Group Discussions (FGDs) to keep the power in relations and power balance in communities by women participation in program management committees to support as Program Operational Committees (POCs) and identify women needs in programs areas. In Aden, our gender team facilitated the formation of one Community Committee (5 men, 5 women). This committee will assist Oxfam teams to identify the community needs and target beneficiaries at the targeted areas. In Taiz, our team capacitated 103 participants on gender equality and promotion, these participants are now able to promote women’s rights by promoting positive attitudes towards women’s active participation in decision-making processes in the targeted areas in AL Ma’afer and Al Misrakh districts. Our Women, Peace and Security team engaged with the government officials with a training on gender related international instruments and treaties such CEDAW, and UNSCR 1325 to sensitize those officials on gender issues in a conflict setting such as in Yemen.
