➢ Humanitarian Context •

The Human Rights Council adopted a resolution condemning ongoing violations and abuses of human rights and IHL violations in Yemen, including the widespread recruitment and use of children by parties to the conflict. It also requested the UN High Commissioner for Human Rights to establish, a group of eminent international and regional experts no later than by the end of 2017. For a period of at least one year, they should monitor and report on the situation on human rights in Yemen, and carry out a comprehensive examination of all alleged violations and abuses of human rights.1



ICRC is warning that Yemen could register one million suspected cholera cases by the end of the year.2 Meanwhile, the Ministry of Public Health and Population (MOPHP) in Sana’a has announced that specialists and consultants from Sana'a University and epidemiologists, technicians and specialists in the ministry have recommended that there is no point in conducting a cholera vaccination campaign in Yemen but the MOPHP did not elaborate on any clear reasons underpinning this decision.3 Worth mentioning that a WHO official stated that WHO is negotiating with the Yemeni government to allow the cholera vaccination in Yemen recalling that there was a request to WHO to start this in June but the Yemeni government changed their mind and stopped it which pushed the UN to transfer the vaccines to Somalia and Sudan.4



United Nations High Commissioner for Human Rights, Zeid al-Hussein, called for an independent, international investigation into the allegations of serious violations of human rights and international humanitarian law in Yemen5 as they have documented at least 5,144 civilians killed and more than 8,749 injured since March 2015 till 30 August 2017 according to their new report released on 5 September.6



Human Rights Watch issued a report accusing the Saudi-led Coalition of carrying out five unlawful airstrikes amounting to war crimes that killed 26 children among 39 civilian deaths.7



Spokesperson for the UN High Commissioner for Human Rights, Rupert Colville, issued a press briefing note expressing their concern for civilians, including children, continue to be attacked by different parties of the conflict highlighting the shelling and airstrikes that hit Taiz and Mareb governorates lately.8

Oxfam GB has taken the lead to submit a joint INGO and NNGO statement for the UNGA meeting on 22 September with four main asks 1) Salaries must be paid. 2) Sana’a airport must be open. 3) Hodeida port must be safe and equipped. 4) Peace is the only solution.



Oxfam GB has signed on to a joint oral public statement for the HRC 36 on 27th September.



The team is holding a short film competition on the theme of combating cholera.



The team facilitated a joint NNGOs statement on cholera.9

➢ Security Context10 There were no notable changes to the security situation. Fighting continued to varying degrees on the fronts in Hajja, Al-Jawf, Marib, Nihm, Taiz, Al-Bayda and Shabwa, but neither side claimed any serious advances in the past month. Puntland authorities reportedly seized a boat smuggling weapons from Yemen to Somalia. The incident runs contrary to much reporting on the flow of arms in the region, which is frequently claimed to transit from Iran through the Horn of Africa to Yemen. Security belt forces in Abyan continued their clearing operation in the governorate, pushing into Mahfad, after reporting AQAP militants out of nearby Al-Wadea and Mudiyah districts. AQAP militants were accused of launching attacks on security forces across southern governorates, reportedly targeting security belt forces in Hadramawt, Shabwa and Abyan. The situation in Abyan in particular was volatile as security belt forces, supported by coalition aircraft, clashed with militants in several districts as they attempt to push the group out of the governorate of Abyan. Armed clashes broke out again between rival military units in Aden. UAE-backed forces and units affiliated with President Hadi fought over control of checkpoints in the centre of the city before Emirati air power settled the dispute. In Taiz, the west of the governorate and the provincial capital remained the hotspots for armed confrontations, but despite renewed fighting and airstrikes, the overall situation was largely unchanged. There was no movement on the various fronts in Taiz, but the local Hadi-aligned administration announced steps to counter the recent violence in Taiz city, which has seen a series of targeted attacks as the rivalry between various anti-Houthi groups has turned deadly. Assassinations were also carried out in Hadramawt, where two more people were shot dead in Da’wan, including the deputy security chief. This follows the nine hit-and-run attacks in August as the situation in the centre of the governorate is volatile. 9

Attacks on the security forces continued apace across southern governorates. AQAP was blamed for attacks that targeted local security forces in Abyan, Shabwa and Hadramawt. The situation across these areas remains volatile as multiple armed groups with competing interests remain active.

➢ Partnership Update We have signed two agreements with the Yemen Development Network as a partner in WASH activities in Hajjah governorate. We have completed the assessment of the To Be Foundation as a potential partner in gender activities in Lahj governorate. Five MoUs have been signed with 5 local partners to implement activities under our cholera response (NFDHR Organization in Amran governorate, Abs Development Organization in Hajjah governorate, Generations Without Qat in Taiz governorate and Baader Foundation and Al Mustakbal Association in Hodeida governorate). Food Security Sensitization and Mobilization: In continuation of the mobilization process, our EFSVL team, through community participation approach of Program Support Committees (PSCs) selection, has formed 47 Program Operational Committees (POCs) (32 male and 15 female) and 7 Programme Monitoring Committees (PMCs) also were formed in targeted villages of Abs district. Our partner in Hodeida governorate, AL-Mostakbal Association, have completed the processes of community mobilization and formation of community committees and now they are working on the processes of beneficiaries’ identification, selection and verification for a total number of 1406 HHs in 21 major villages. Unconditional cash Transfers (UCT): The third UCT round for the targeted 800 HHs by ECHO is completed and all beneficiaries have received their entitlements of cash. The beneficiaries of UCT were 1697 HHs in Kuaidnah and 1522 HHs in Abs District. Furthermore, 800 HHs have received their cash timely, with one round funded by the Novib Appeal. WASH •

Public Health Engineering: We put the plans in place to install 17 solar pump systems, rehabilitate 15 water schemes and initiate a pilot desalination system. Sanitation: We completed the construction of 1800 latrines in Bani Hassan informal settlements to assist 2300 HHs under three projects (GFO 400 latrines, DUTCH 1000 and NOVIB 400). A post distribution monitoring and beneficiary stories are planned with MEAL, gender and media staff.



Public Health Promotion: The team has conducted a total of 661 hygiene promotion awareness sessions in Hiran, Abs and Aflah Alyaman districts benefiting 8,549 HHs of 59,843 individuals (12,316 females, 12,818 males, 17,702 girls and 17,007 boys). The sessions focused on how to prevent epidemiological diseases including AWD/cholera and how to manage the diarrhoea cases.

Distribution of Cholera kits: We trained and supervised a distribution team including 176 females and 2,262 males and this team distributed 2,438 cholera kits (6 pcs antibacterial soap (75 g), 1 sack of powder soap (2.5kg), 4 towels, 10 ORS11 sacks, 6 bars of chlorine tablets (33 mg), 1 hand washing bucket). Oxfam staff supported and managed the distribution team backed by the Community Health Volunteers (CHVs) in the villages. Oxfam CHVs organized awareness sessions for beneficiaries on how to use cholera kit contents and promote safer hygiene to prevent diarrhoea and respiratory infections, benefiting 2,438 HHs Figure 3: Distribution of Cholera kits, Hajjah governorate. of 17,066 individuals (3,512 females, 3,656 males, 4,850 girls and 5,048 boys). Distribution of hygiene materials: We distributed 1,277 soap kits (2 detergents, laundry, powder (2kg), 12 bathing soaps (75 mg)) to 1,277 IDPs HHs of 8,939 individuals in Bani Hassan informal settlements (Bani Kudaish, Alakashiah and Alkhadimah). In addition, we distributed 779 hygiene kits (2 20L plastic jerry cans, 2 detergents, 2 kg of laundry, powder, 12 bathing soaps (75 mg)) to 779 IDPs HHs of 5,453 individuals in Bani Hassan camps (Bani Kudaish, Alakashiah and Alkhadimah). The total beneficiaries are 3,333 HHs of 23,332 individuals (4,802 females, 4,998 males, 6,631 girls and 6,901 boys).

CHVs selection: A total of 135 CHVs (65 female, 70 male) camps, Hajjah governorate. have been selected in Abs, Alshahil, Kuaedinah and Alzuhrah districts with full coordination with MOPHP in Hajjah and Hodeida.

➢ AMRAN AND SADA’A GOVERNORATES

Total beneficiaries reached: 130,799 DISTRICTS: Khamer, Houth, Bani Suraim, Habour Zuleyma, Al-Qafala, Al-Madan (Amran) Sa’ada (Sa’ada)

Food Security Unconditional Cash Transfer (UCT): After intensive coordination with the Local Council and community in Al Qaflah, Khamer, Huth and Bani Suraim, the UCT activities started successfully and the beneficiaries list was updated for the 3rd round for 2007 HHs of which 393 are female-headed HHs. Preparation of cash delivery went well. Guidelines and a distribution work plan were developed and shared, and a planning meeting was conducted. Oxfam staff prepared distribution scenarios and printed Oxfam beneficiaries’ cards. After all that preparation, 1433 HHs of which 273 were Figure 5: a beneficiary receives UCT in Bani Sorum, Amran governorate. female-headed HHs received 24,000 YER each to cover 80% of the monthly food basket requirements in line with EFSVL policy. The distribution for the remaining HHs will be completed by mid of October. In coordination with Response Committees, Local Council, Cleaning Fund and the Health Unit in Sa’ada governorate, the UCT activities started and the team initially started the registration process in Sa’ada city. Priority was given to returned IDPs living in informal settlements, staff of Cleaning Fund and the most vulnerable HHs with acutely malnourished children. Market price monitoring: The price of gas increased by 10% and diesel by 2%, whilst the price of petrol decreased by 8%. There was a 2% decline of the price of sugar but an increment was observed for the price of wheat by 7% and cooking oil by 3%. The exchange rate for the USD against the YER increased by 2% in the black market.

WASH Public Health Engineering: There are 10,000 beneficiaries benefitting from our water treatment activities in Habour Zuleyma, Al Qaflah and Bani Suraim either supplied by General Authority for Rural Water Supply Projects (GARWSP) tanker or the water source. Support WASH services at health centres: We support GARWSP to deliver 140 m3 per week to 14 health centres to where we provided 14 storage tanks and installed them in those health centres. Also, we supported Habour Zuleyma health office with 4600 ORS and now we are constructing a water supply system in Habour Zuleyma as part of our cholera prevention. Solid waste management: 3 cleaning campaigns were organized in Houth and Al Qaflah (Al-Mekhdar & Al-Mefkhad) camps. A significant amount of garbage was disposed to the dumping site with active community participation as 286 families participated in this campaign. Water trucking: We supply 5 m3 per day for Houth, Al Mikhath, Ashariga and Al Mushad camps for a total of 195 HHs. Sanitation: We are regular conducting desludging activities in Al Qaflah, Khamer, and Houth IDP settlements. Public Health Promotion: 39 volunteers conducted 2587 HH visits in 4 districts (Habour Zuleyma, Al Qaflah, Houth, Bani Suraim) reaching 12,371 people and focused on cholera prevention, diarrhea management (ORS-SSS)12 and water treatment. And 18 volunteers conducted 560 follow up HH visits and reached 2849 people on diarrhoea management and referral in Houth, Al-Qaflah and Khamer districts. Also, 22 volunteers conducted 74 awareness sessions in 4 districts (Khamer, Al Qaflah, Houth & Bani Suraim) reaching 1327 HHs. The sessions focused on safe water, hand washing, preparation of SSS, and solid waste disposal. Our PHP team held 8 awareness sessions for 244 women in Habour Zuleyma focusing on management of menstruation practices and the team distributed 1464 packs of sanitary pads and 488 pieces of underwear. 23 CHVs (17 men, 6 women) with MOPHP from Khamer, Houth, Bani Soraiem and Al-Qaflah districts were trained for 3 days on breastfeeding, hand washing, safe water, cholera prevention practices and preparation of ORS and SSS. Environmental cleaning campaigns: The community in Al-Qaflah, Houth and Khamer districts conducted 20 cleaning campaigns in the IDP camps with 204 families where they managed and disposed solid waste.

Food Security Unconditional Cash Transfers (UCT): In partnership with the Coalition of Humanitarian Relief (CHR-Taiz), we implemented the UCT targeting process to reach 1500 HHs, of which 443 HHs are Female-headed, of the vulnerable IDPs and the vulnerable host community in AL-Misrakh, ALMa`afer and Al Silw districts. All coordination and preparedness for the 1st round of cash distribution was done. . Each HH beneficiary will receive 24000 YER to meet 80% of their food basket cost for their families in a month as recommended by the FSAC. The cash distribution will be done in partnership with YBRD. Community engagement in the targeting process was ensured as our team conducted Figure 6: The effected population selecting their the community sensitization and mobilization including the representatives in the Community Committees and the marginalized groups and involved them in selecting their Monitoring Committees, Taiz governorate. representatives in the Community Committees and the Project Monitoring Committees where they selected 8 Community Committees (64 male, 58 female) and Project Monitoring Committees (13 male, 8 female). Then, the selected committees were trained on their roles on the beneficiaries’ identification and registration based on Oxfam criteria. In preparation for the second round, the team has prepared and submitted the beneficiaries list in the targeted areas of AL-Ma`afer district. Coordination and preparedness are done to distribute cash to 2604 HHs out of them 917 HHs are female- headed households- by the 1st week of Oct. 2017. Each HH beneficiary receives 24,000 YER to meet 80% of their food basket cost for their families in a month as recommended by the Food Security and Agriculture Cluster (FSAC). Cash for work (C4W): EFSVL Taiz team could implement the targeting process for C4W intervention. The beneficiaries’ identification and registration process was done successfully to 600 CFW HHs in the targeted locations of AL-Ma’afer district of Taiz governorate. Cash-Based Intervention (CBI) Feasibility Assessment: The team has conducted a CBI feasibility assessment in ALShamayteen, AL-Misrakh and AL-Ma`afer districts of Taiz Governorate to assess whether the CBI is feasible in operational area of Oxfam in these districts and acceptable by the authorities and the targeted community. In the context of those districts of Taiz, CBI is the preferred approach with very low risks of upsetting the local markets. Market Price Monitoring: Prices of some commodities have decreased such as vegetable cooking oil by 3%, sugar by 10%, onion by 18%, tomatoes by 14%, petrol 5%, diesel by 7% and wheat flour by 12% due to the increase in the market supply. There was an increase in the prices of rice by 6% due to decrease in market supply. The value of Yemeni Rail rate is at the same rate as it was last month at 250 /USD1 in the official banks, while it is value dropped to 372 YER per 1 USD in the black market with a serious liquidity problem.

WASH •

Public Health Engineering: The team is finalizing the technical assessment for 7 WASH facilities in three schools in Almisrakh and Alma’afer districts. Solid waste management: With logistical and financial support from Oxfam, Al Taiziah Cleaning Fund had lifted 590 tone of solid waste from Al Taiziah district in 18 collections points benefiting 60,949 individuals (17,614 women, 12,495 girls, 17,919 men, and 12,921 boys) and this support has contributed to enhance the income of 23 staff of the Cleaning Fund. In rural areas, a total of 6,048 individuals (1,748 women, 1,240 girls, 1,778 men and 1,282 boys) participated in cleaning campaigns conducted in Al Shamayateen, Almafer, Al-Taiziah, Sharab Alrona and Mawyah districts.

chlorination campaigns for water storage tanks in four districts (Sharab Alrona, Sharab Alsalam, Al Taiziah, and Mawyah) benefiting 856 individuals. Support to GARWSP: We have started the implementation of rural Water Supply System (WSS) in Sharab Alsalam and As Silw districts by rehabilitating three WSS, in addition to the ongoing process to start the rehabilitation of five WSS in Mawyah, Almisrakh, and Alma’afer districts. Water Trucking: A total of 22,500 liters of trucked water were delivered a on daily basis to 4,990 individuals (1,442 women, 1,023 girls, 1,467 men, and 1,058 boys) through 19 water distribution points/tanks with 19,000 liters of storage capacity with an average of 4.5 liters of clean water per person per day. Public Health Promotion: Our partners, Generation without Qat (GWQ) and (CHR), have conducted hygiene promotion sessions educating people on safe personal hygiene, safe water hygiene, food hygiene and cholera prevention in 7 districts and 4 other districts covered by Oxfam CHV’s reaching 40,739 beneficiaries (11,774 Women, 8,351 Girls, 11,977 Men and 8,637 Boys). In addition to conducting 28 jerry cans cleaning campaigns benefiting 7,456 beneficiaries in 6 districts (Maqbana, Sharab Alrona, Alshamayateen, Almafer, Al Silw and Almisrakh) with total of 3,252 of jerry cans cleaned at water sources/collection points.

➢ ADEN AND SOUTH GOVERNORATES Total beneficiaries reached: 166,438 Governorates: Aden, Lahj, Al Dhala’a, Abyan.

WASH Public Health Engineering: A bill of quantities and design of the rehabilitation of Aden sewage system was jointly developed with the Local Water and Sanitation Cooperation (LWSC). Preparatory work including developing and designing bill of quantities for the renovation of Al Dhala’a water supply network extension was completed. Technical assessment for three pumping station of Al Dhala’a was conducted through a consultant. Public Health Promotion: As part of the preparatory work for the opening and commencing humanitarian activities in Al Dhala’a governorate, a project site selection assessment was conducted. Project sites were jointly agreed by the WASH and food security advisor. Terms of reference on ways of working were jointly developed with the WASH working group and shared with the WASH sub-cluster members. A cadre of 40 CHVs were selected from Al-Sheikh Othman district of Aden. The members of the CHVs were selected in collaboration with the community and the environmental education centre, the Aden cleaning fund and the Ministry of Health. The CHVs received training on cholera prevention and importance of chlorination of drinkable water and rapid need assessment. Oxfam conducted together with CARE a finding of knowledge, attitude and practices (KAP) that was shared with the WASH sub- cluster in Aden. A total of 30 community key persons in Aden including leaders, Imams, teachers, local chiefs in addition to staff from health offices and Ministry of Education received an orientation on cholera prevention and treatment. The cholera response activities also involved distribution of chlorine tablets, user guide and cholera awareness raising leaflets in Abyan, Al Dhale and Lahj.
