Yemenia Airways resumed their flights on 1st Feb from Aden airport after it was closed on 28 Jan due to the clashes between loyalists of the Southern Transitional Council and loyalists of the internationally recognized government.1 The internationally recognized government’s Minister of Transportation, Saleh Aljaboani, stated on 7 February that the International Maritime Organization has declared Aden and Mukalla ports as safe port which means more companies will restart their operation to these ports.2 The internationally recognized government’s Minister of Local Administration, Abdulraqeep Fateh, stated on 9 February that the Yemeni army has found large quantities of looted aid in the houses of Houthi leaders in Hays district in Hudaydah after the army took control of the city. He is calling on the UN to conduct an immediate and comprehensive investigation on why and when these goods could end up with Houthi leaders.3 The biggest public hospital in Dhamar governorate, Dhamar General Hospital Authority, launched a distress call on 10 February to support the dialysis center with the requirements of dialysis

sessions, medicines and solutions that enable it to continue to provide humanitarian services and save the lives of more than 200 renal failure patients as the center is about to stop all operations due to the lack of supplies.4 This comes only two days after MSF announced that since the conflicted escalated in March 2015, four of the 32 dialysis treatment centers have been forced to close5, and two days after ICRC announced that 25 percent of dialysis patients in Yemen have died every year since conflict began in 2015. More dialysis supplies, functioning dialysis machines, and funding for staff salaries are urgently needed to ensure the mortality rate does not rise further for Yemen's 4,400 renal failure patients.6 IOM stated on 9 February that 22 Ethiopian migrants are missing after being into the sea off Yemen’s coast when they were on one of four boats that brought 602 Ethiopian men and women to the coast of Yemen's Shabwah governorate in the past 24 hours.7 UN Secretary-General spokesman, Stephane Dujarric, stated on 5 February, that the recent escalating conflict in Taiz and Hudaydah has displaced nearly 47,000 people to Aden and other governorates in the south since December 2017.8 According to UNHCR, more than 85,000 people have been displaced countrywide since 1 December 2017 due to the upsurge in violence across Yemen.9 WHO is planning to use US$9.1 million from a new UN Central Emergency Response Fund (CERF) grant to provide urgent health assistance to 630,000 vulnerable people in districts around Sana’a and Hudaydah, including 189,000 IDPs and 441,000 people from host communities. Under this fund, they will provide urgent health assistance to chronically ill people, pregnant and lactating women, severely malnourished children, injured people and IDPs.10 UNOCHA declared that a total of 4.3 million liters of fuel is required each month to support health facilities and Local Water Sanitation Corporations across Yemen as identified by the Cluster Lead Agencies.11 The Saudi Fund for Development signed a memorandum of understanding for the supply and installation of 4 cranes in three Yemeni ports (two in Mukha, one in Aden and one in Mukalla) within the Saudi humanitarian operations plan (YCHO).12 The installation of the four cranes will enhance the capacity of Yemen ports, as Mukha port will be capable to receive 36,000 tons of goods. The capacity of Aden port will be increased to 713,000 tons from 437,000 tons, and Mukalla port will be able to receive 85,000 tons, instead of 41,000 tons.13

Food Security Conditional Cash for Work (CFW) And Unconditional Cash Transfer Grants (UCT): A total of 10,464 households (HHs) of 73,248 individuals received their UCT payments in sixtytwo main villages in Bani Hassan, Matwalah and Bani Thawab areas in Abs district. Water, Sanitation and Hygiene (WASH) •

Public Health Engineering (PHE): The PHE team installed 4 solar pumps in Almakhzan in Abs, Souq Al-Khamees in AlZuhrah district and Qanama, benefiting 865 HHs of 6,055 individuals. Wells Rehabilitation: Our team capacitated 3 new dug-wells with mini solar pumps in Abs district, benefiting 475 households HHs of 3,325 individuals. Rehabilitation of Water System Schemes (WSSs): The PHE team rehabilitated 3 water schemes in Al-Harajah, Souq AlKhamis in Al-Zuhrah district, benefiting 3,508 HHs of 24,556 individuals.

90% of the targeted population of 85,581 individuals were reached by hygiene promotion activities and community engagement in Abs, Hiran and Alzuhrah districts. 3,800 HHs in IDP settlement received monthly hygiene materials in Abs district. 57,840 individuals (cumulative) were reached by hygiene promotion and community engagement in Abs. 71% of the targeted population of 48,412 individuals (i.e. 4,903 HHs of 34,321 individuals (cumulative)) received hygiene materials under the GFO project in Abs outside IDPs settlements.

district of Amran Gov. Public Health Engineering (PHE): The team completed the construction of a 150m³ tank and installed a solar pumping system and pumping room at Sahar district to benefit 7,630 individuals. Also, the team installed a solar pumping system for a well in Al-Hamazat area in Sahar district to support 6,000 individuals. In Al-Jawazat area in Sa’ada district, the team completed the rehabilitation of a water network that reaches 17,600 individuals. The team rehabilitated rainwater harvesting tanks in Bani Suraim and Khamer districts. In Habour Zuleyma, the team installed 3 solar pumps for Haytha, Al Sa’daa and Al Juhfa water schemes.

Water Trucking and Desludging of latrines: 710 m³ of treated water was supplied to Houth and Dahadh IDP settlements. In Al-Dahadh IDP settlement in Khamer district, a desludging activity was carried out to improve access to sanitation facilities and discourage open defecation. Fuel Subsidy: Oxfam provided 36,000 L of fuel to the Khamer water scheme to support 4,349 households to access safe water. •

Public Health Promotion (PHP): 24 CHVs conducted house to house awareness sessions in Al Qaflah, Houth, Bani Suraim and Khamer districts of Amran, focusing on cholera prevention and control, diarrhoea management, water treatment, hand washing and waste management. In coordination with the Al-Qaflah health office, our team conducted community mobilization and awareness sessions on acute watery diarrhoea/cholera in Al Owbala village (which reported 7 cases of suspected cholera). The sessions benefited 70 households. Distribution of Cholera hygiene kits: The PHP team distributed 2,000 hygiene kits to 2,000 HHs in Khamer. Each kit contained 6 pieces of 120g body soap, 1 powder soap/2.5 kg, 2 jerry cans/ 20 L each, 1 jug/ 1 L, 1 bucket with lid/ 22 L, 2 Oral Rehydration Salts sachets/ 20.5 mg, 3 tapes of chlorine/ 67 mg. Hygiene Awareness Raising: CHVs conducted 28 awareness sessions benefiting 3,959 individuals (1,172 men; 1,152 women, 804 boys and 831 girls). Teachers Training: Our partner, National Foundation for Development and Humanitarian Response (NFDHR), organized a training for 24 (20 men and 4 women) volunteer health club teachers from Saqeen and Haidan districts. The training aimed to equip the teachers with skills and knowledge on hygiene promotion techniques, community mobilization and awareness raising.

➢ TAIZ GOVERNORATE Total beneficiaries reached: 736,716 (single count) (incl. water trucking to Taiz city and PHP trainings) DISTRICTS: Al Shamayatayn, Al Modafar, Salah, Al Qahirah, Al Silw, Sharab Al Salam, Sharab Al Ronah, Maqbanah, Al Ma’afer, Al Taiziah, Mawyah, Al Misrakh.

Food Security Unconditional Cash Transfers (UCT): EFSVL team completed the UCT payments for 4,707 HHs of 32,949 individuals, of which 2,244 HHs are women-headed HHs, in AL Shamayatayn, AL Maàfer, and ALMisrakh districts. Cash for Work (CFW): The EFSVL team implemented the 1st round for 1,429 HHs of 10,003 individuals, of which 409 HHs are women-headed HHs in AL Shamayatayn and AL-Maàfer district. The implementation of CFW activities continues for another 1,443 HHs. The CFW scheme which aims to rehabilitate the community assets and enhance the community livelihood opportunities include the construction of walls to protect agricultural lands from floods, roads levelling and rehabilitation, and trenching for water pipes for the WASH program. 715 m of roads were rehabilitated out of the planned 844 m, where about 39,795 individuals are indirect beneficiaries in facilitating their access to the market and to their farms in 11 targeted areas of AL Shamayatayn and AL-Maàfer districts.

Public Health Engineering (PHE): The PHE team supported and rehabilitated 5 water schemes in Al Shamayatayn district where they provided 2,000 metres pipes for the Thubhan water scheme, and they provided 2,000 metres pipes for Fargat Adeem water scheme, benefiting 502 HHs (460 host community HHs, 42 IDP HHs). Another 2,000 metres pipes for Al Kama water scheme were provided, benefiting 428 HHs (300 host community HHs, 128 IDP HHs), and 2,000 M.L pipes were provided to the Shawhat water scheme, benefiting 565 HHs (415 host community HHs, 150 IDP HHs). Solid Waste Management: The PHP team and CHVs facilitated 17 environmental cleaning campaigns in Al Shamayatayn district for 489 IDPs (121 women, 107 men, 110 girls, 151 boys).

Public Health Promotion (PHP): Oxfam held a workshop for 20 community leaders and 5 CHVs (15 men, 10 women) to build and strengthen their institutional capacity to support our CHVs in the targeted villages and to be equipped with the necessary skills and information about WASH activities. Hygiene Awareness Raising: A total of 75 awareness sessions were organized in Al-Shamayatayn district with total participants of 1,326 IDPs (425 women, 250 men, 276 girls, 375 boys). The awareness sessions focused on water rationalization, prevention of cholera, personal and public hygiene, hand washing and water purification. Jerry cans cleaning campaign: CHVs and the community of Al Shamayatayn conducted a jerry cans cleaning campaign in their district where 823 individuals (235 women, 241 men, 236 girls, 111 boys) participated in the campaign and helped cleaning 194 jerry cans with water, soap, brushes and clay.

Public Health Promotion: Oxfam CHVs conducted hygiene awareness campaigns for 1,277 HHs of host communities in Al-Tawahi, Al-Mansoorah and Al-Sheikh Othman districts in Aden governorate out of 2,142 HHs. Also, Oxfam’s CHVs reached out to 1,732 HHs through community hygiene engagement campaigns in Al-Saloli, Al-Mazra’ah and Al-Qashah villages in Al-Milah district in Lahj governorate and in Bushriah and Aqqan villages in Al-Musaimir district in Lahj as well. In addition, Oxfam CHVs reached out to all targeted 350 HHs, of which 30 HHs are IDPs, in Al-Modem village in Qatabah district in Al Dhala’a governorate with awareness messages through house to house visits. Likewise, in Khor Omirah village in Al Madharibah district in Lahj, Oxfam’s CHVs reached all targeted 300 HHs of the host community. Chlorine Distribution: In Al-Modam village in Qatabah district in Al Dhala’a, the team distributed 1050 chlorine tablets strips (33mg), 3 strips for each household (350 HHs), accompanied with the distribution of 350 brochures about chlorine usage instructions. School Hygiene Clubs: As part of the WASH in School (WiS) activities, the PHP team formed 15 hygiene clubs, 6 clubs in Lahj governorate (4 in Al-Milah district and 2 in Al-Musaimir district), and 9 clubs in Al Dhala’a governorate (1 in Qatabah district and 8 in Al-Dhala’a city). The total beneficiaries from the activities of these hygiene clubs are 10,981 students and 519 teachers in 15 schools. CHVs Capacity Building: The PHP team conducted a training for 20 CHVs (11 men, 9 women) from Mabaq and Al-Ashboot areas in Al-Maqaterah district in Lahj governorate. And to capacitate Oxfam CHVs for using Oxfam systems, 5 of Oxfam CHVs from Al-Maqaterah district in Lahj governorate had a training on Mobinzi software to be able to register the hygiene kits, and a Community Lead Total Sanitation (CLTS) training was conducted for 6 CHVs in Busriah village in Al-Musaimir district in Lahj governorate.

➢ Advocacy and Campain Update As part of marking three years of the escalation of the conflict in Yemen, the team launched an art competition around the theme “women and war” for Yemeni artists. A selection of the submissions will be exhibited in Sana’a and Aden in March, and in Amman/ Jordan in April. Given the international interest in Yemen around this date, the team prepared a press release, highlighting the dire humanitarian situation in the entire country. Furthermore, two staff members from the field prepared blog posts on the importance of food and water, and a production team collected footage on the difficult situation around water supply in Yemen that will be used by affiliates in their respective media markets. Furthermore, the team prepared Oxfam’s policy person in New York for a meeting with the new UN Special Envoy to Yemen, Martin Griffiths. Support was lent to a group of Yemeni women who wrote a letter to Griffiths, emphasizing the equal representation and inclusion of women in any further peace negotiations.

➢ Protection Update In Sana’a, Oxfam has been elected as a member of the Protection Cluster Strategic Advisory Group for 2018. Accordingly, Oxfam protection program will effectively provide technical support and contribute to the protection cluster strategic objectives and interventions during 2018. In the Aden hub, we conducted a protection mainstreaming training for 27 (16 women, 11 men) CHVs and members of Water Management Committees (WMC) in Al Dhala’a and Lahj governorates. We also conducted a protection mainstreaming training for our local partner, TOBE Foundation, where 5 staff members (3 women, 2 men) from TOBE attended the training.

➢ Gender Update In Amran, we targeted 330 HHs, of which 141 HHs are women-headed HHs, with microbusiness trainings so they now have their small projects. Also, our team conducted a training for 47 women and 31 men on gender and how to monitor their own resources, so they become aware of how to run their small projects. Our team conducted 24 awareness sessions on early marriage and its effects on education and health as well as genderbased-violence. 310 women and 170 men benefited from this training in Khamer district. In Taiz, our team targeted 33 participants, of which 45% are women, in a training to build their capacities as influential characters from Al Shamayatayn district focusing on competencies to identify gender issues and deal with negative coping strategies.

In Aden hub, our team conducted a gender and protection training for 20 CHVs (11 males and 9 females), 10 CHVs from Al Musaimir district and 10 CHVs from Al Maqatirah district in Lahj governorate. In addition, the team conducted focus group discussions with 68 individuals (40 men, 28 women) in Al-Milah and Al Musaimir districts in Lahj governorate. In addition, the team conducted awareness sessions on the social roles of women for 180 women in Lahj governorate (90 women from Al Musaimir district, 90 women from Al Madharibah district) and for 90 women from Aden governorate. In Sana’a, our team conducted 3 trainings for Peace Partner & Granddaughter, where 27 women were trained on strategic planning, 26 women were trained on conflict management skills, and 21 women were trained on advocacy and mass media skills. The team conducted a training for 18 governmental officials (14 men, 4 women) to sensitize and build the capacities of these officials on CEDAW and UNSCR 1325. Another training was conducted for 27

governmental officials (15 women, 12 men) on advocacy skills. Also, the team conducted a training course for 21 activists from 10 national NGOs on UNSCR 1325, CEDAW and peacebuilding.
