Abstract

What should be the European Union’s role in international security? How is the EU viewed by its partners and how should the EU position itself in an increasingly turbulent and contested world where the US-led western-centric order is increasingly being undermined. The 2016 EU Global Strategy (EUGS) that was adopted by the EU leaders acknowledges the existential challenges that the EU faced in a more connected, contested and complex world. It called for internal unity to deal with the geopolitical challenges and set out priorities for the EU’s external action. Building on the EUGS, EU High Representative / Vice President Federica Mogherini presented an Implementation Plan to raise the level of ambition of the EU’s security and defence policy. Since then, 25 EU member states have signed up to Permanent Structured Cooperation (PESCO) and actions have been adopted to deepen EU defence cooperation. As the transatlantic ties between the EU and the US comes under increasing strain, the Europeans appeared more determined to develop a level of strategic autonomy in its security and defence policy. Would this translate into more security and defence cooperation between the EU and its Asian partners? Could this lead to a more strategic engagement between the EU and ASEAN? These are some of the issues that will be discussed by the panelists.

Reuben Wong is Director of Studies at the College of Alice and Peter Tan, and also Associate Professor at the Department of Political Science, National University of Singapore.
