58th ANNUAL GREATER NEW HAVEN ST. PATRICK’S DAY PARADE SUNDAY, MARCH 16, 2014 - PARADE STARTING TIME 1:30 PM OFFICIAL AS OF MARCH 14, 2014 (*4:52 p.m.) 2014 PARADE RULES AND REGULATIONS

ATTENTION: Parade Route & Staging Areas Have Changed. Please Refer to Page 2, Item #4 of the Parade Orders. The Greater New Haven St. Patrick’s Day Parade starts promptly at 1:30 p.m. In case of the cancellation of the parade due to inclement weather, announcements will be on FOX-CT TV, WPLR Radio Station 99.1 FM and Radio Station WELI 960 AM. Phone information will be available from: Timothy F. Gallogly, Parade Chairman (Cell 203-314-3484) no later than 8:30 a.m. on Sunday, March 16, 2014. Parking for Participants ONLY is available at the AT&T Parking Lot at the corner of Orange St & Grove St. The entrance to this lot is via 367 Orange Street ONLY. Shuttle buses will be available for transportation to the assembly area from 11:30 am to 1:00 pm. There will be no return shuttle buses at the end of the parade. To prevent possible injury, no items such as necklaces, candy or toys are to be thrown from automobiles, trucks, floats or from marchers to parade viewers. The presence of placards, banners or other devices including pamphlets intended to spread propaganda, political views or to embarrass any group or unit of marchers are prohibited. Any unit stopping and performing in front of the reviewing stand, FOXCT live broadcast location or along the parade route is automatically disqualified from the competition and forfeit contractual honorariums. Parade officials will strictly enforce this regulation. The use of sirens and air horns during the parade is strictly prohibited. All units are prohibited from firing guns as they turn from Chapel on to Church Street, passing the reviewing stand up to Elm Street. Note: Violators of this order may be prohibited from future parade participation. No alcoholic beverages are to be consumed or carried along the parade route, or in the staging/assembly area, by spectators or participants in the parade. New Haven Police will enforce penalties for disorderly conduct and alcohol violations. Units participating should carry the National Colors (U.S. Flags). Strict compliance with the flag code (Public law 623 is enjoined, part of which reads as follows: Section 176, paragraph C--- “The flag should never be carried flat or draped over the hood of a car, but always aloft and free.” The official judges for the marching and musical competitions are from the Northeast Judging Association and are located at the reviewing stand on Church Street in front of New Haven City Hall. Judges will deduct points for lack of uniformity, excessive spacing between units, blocking spectators by handlers, and flag code violations, to name a few. 2014 PARADE ORDERS 1. COMMAND: Having been appointed Grand Marshal for the 58th Annual St. Patrick’s Day Parade, the undersigned hereby assumes command. The command post/Information Booth is open at 12:00 P.M. March 16, 2014 at the White Tent on Edgewood Avenue Wall (north side of Winthrop Avenue). Parade Marshals will assist you with identifying your unit’s location and staging area. 2. STARTING POINT: The head of the parade steps off at 1:30 p.m. at Edgewood/Sherman Avenues. All units and individuals participating must be in position, ready to move out, no later than the time indicated in bullet item #4. NOTE: If your unit arrives late for staging, your unit will be placed at the end of the parade (no exceptions). 3. PARADE ROUTE: At Edgewood/Sherman Avenues, East on Edgewood Avenue to Howe Street, South on Howe Street to Chapel Street, East on Chapel Street to Church Street, North on Church Street to Grove Street, East on Grove Street to Orange Street where units are dispersed (Participant Parking Lot at Grove St. & Orange St). 4. ASSEMBLY AREAS – As assigned per following the marching unit line up and assembly time (not arrival time): o ESCORT DIVISION (ESC):  Grand Marshal, St. Patrick’s Day Parade Committee: The intersection of Edgewood and Sherman Avenues- 1:00pm.  Elected Officials/Guests: Edgewood Avenue at Hotchkiss Street (north) -1:00 pm.  Sponsoring Irish Organizations: Edgewood Avenue near Winthrop Avenue (north) - 1:00pm. o o o o o

FIRST DIVISION: On Edgewood Avenue near Norton Street (north)-1:00pm. SECOND DIVISION: On Norton Street between Edgewood Avenue and Chapel Street-1:00pm* THIRD DIVISION: On Winthrop Avenue between Edgewood Avenue and Chapel Street -1:15pm* FOURTH DIVISION: On Sherman Avenue between Edgewood Avenue and Elm Street-1:30pm* FIFTH DIVISION: On Sherman Avenue between Edgewood Avenue and Chapel Street-1:30pm

*Special instructions: Buses transporting school children to their respective divisions are permitted to keep children on the bus on Norton Street for the 2nd Division, on Winthrop Avenue for the 3rd Division and on Sherman Avenue for the 4th Division; until 1:00pm before discharging passengers. 

Color Codes have been created to identify Assembly Locations (Signs posted on Utility Poles) o ESCORT DIVISION: WHITE o ELECTED OFFICIALS/GUESTS (EOG) PURPLE o SPONSORING IRISH ORGANIZATIONS (SIO): GREEN o FIRST DIVISION BROWN o SECOND DIVISION BLUE o THIRD DIVISION YELLOW o FOURTH DIVISION ORANGE o FIFTH DIVISION RED

5. MUSIC: If possible, all bands and field music should play Irish Airs, and render a marching cadence of 100 steps per minute. Bandleaders should adjust volume and rotation of playing in order to minimize conflict with adjoining bands and marching units. Attention Bandleaders: bands should be playing when passing the reviewing stand and observe the sign 75 feet on right side of street before reviewing stand titled “To Start Playing Now.” NOTE: Any units stopping and performing in front of the reviewing stand or along the parade route are automatically disqualified from the competition and forfeit contractual honorariums. 6. FOX-CT will be televising LIVE from their production headquarters set up on Chapel Street and College Street. Do not stop to perform. Please put your “best foot forward” as your unit passes this stand for our live television audience. Please note: we cannot guarantee which marching units, or that all marching units will appear in the televised broadcast. 7.

NATIONAL COLORS: All participating units with appropriate color guards should carry the national colors. The colors of the Irish Republic may be carried to the left of or behind the national colors (U.S. Flag) and its display is encouraged.

8. TRANSPORTATION OF UNITS: Bus reloading zones adjacent to the dismissal point are designated, north and south on Orange Street and east on Audubon Street. East on Grove Street is to be used for the loading of horses and wagons. 9. EMERGENCY SITUATIONS: All marchers must move promptly to the right side of the street and halt in place until all fire apparatus, ambulances or other emergency vehicles have passed. 10. DISTANCES BETWEEN UNITS: This will provide greater opportunity for all units to make the broadcast location. Please be courteous to the groups in the later divisions and adhere to these paces. o o o

11. MOTORIZED EQUIPMENT: Space is limited. All vehicles in the parade must have prior approval of the Parade Coordinator. Unauthorized parade vehicles may be removed by Parade Marshals. 12. SIGNAGE POLICY FOR ALL VEHICLES: Unapproved sponsor signage is not allowed on parade entries. If your entry has signage that has not been pre-approved, it may be removed on Parade Day. Please Note: this includes any vehicle used for transportation of bands, marching units and any other participant of the parade. As this is recent change from prior years, please contact the Parade Coordinator directly with any questions prior to parade day 13. ANIMAL WASTE DROPPINGS. Parade Units having animals will immediately pick up all waste left by their animals prior to the arrival of the following parade unit (10 paces). 14. END OF ROUTE: The parade ends at Grove and Orange Streets, not Church Street. Units are automatically disqualified from competition if they disband before Groove/Orange Sts. 15. PROCLAMATION: By proclamation from the City of New Haven, the 2014 Greater New Haven St. Patrick’s Day Parade Committee is honoring the memory of Carol Hackett by naming Chapel St. at Church St. Carol Hackett Blvd. 16. UPDATED PARADE REGULATIONS: Please check our website on the Friday before the parade March 14, 2014 to ensure your organization has the most current set of Parade Orders – www.stpatricksdayparade.org Please
