Pasadena Unified School District and United Teachers of Pasadena Negotiations Update

On March 10, 2017, a day long negotiations session was held between Pasadena Unified School District (District) and United Teachers of Pasadena (UTP). Junior Reserve Officer Training Corps (JROTC) Annual Stipend: 

Previously, the District proposed a Memorandum of Understanding (MOU) recommending that the JROTC annual stipend remain at $1,989.00. The purpose of the stipend is to compensate JROTC Instructors for additional services rendered to the District.



UTP’s position on this matter is that the JROTC Instructors should be placed onto the appropriate salary schedule and the same supplemental rate of pay as other unit members.



Discussion: This would result in an employee being moved from F15 to C15 with a reduction of the employee’s monthly salary and longevity stipend. UTP’s position would result in a salary decrease of $2,087 per month or $25,044 per year.

Salary Schedules: 

UTP responded to the District’s Memorandum of Understanding relating to the grandfathering of the salary schedule. UTP stated that the salary schedules effective January 01, 2016 (6% raise) and the salary schedules effective July 01, 2016 (with squaring, after January 1, 2016, 6% Raise-Grandfather Schedule) are required to implement the Agreement of May 4, 2016.

The District responded with the ratified language extracted directly from the May 4, 2016 agreement which states: o Effective January, 1, 2016, the District shall provide a 6% increase on all salary schedules contained in Appendix A. o Also, effective July 1, 2016, the District shall “square” certain portions of the certificated salary schedule. The “squaring” will be based on the 2015-2016 certificated salary schedule as amended by this agreement. In accordance with the ratified agreement, the District has implemented the appropriate salary schedules.



Discussion: The agreement of May 4, 2016 does not include the grandfathering of salary schedules. The District has recommended that a “Salary Grandfathering Memorandum of Understanding” be entered into. The proposed PUSD MOU ensures that teachers will not have their salaries decreased. PUSD has proposed, via the Salary Grandfathering MOU, that the 88 impacted teachers be “grandfathered”.

Printing of the Contract: 

When appropriate, the intent is to print copies of the current PUSD-UTP Collective Bargaining Agreement. Once the print copies are available, they will be distributed accordingly.

PUSD 2017-2018 Salary Schedule Discussion: 

The District reiterated budget information that for the 2017-2018, the District must implement the necessary reductions of $7.7 million. The 2017-2018 budget cuts are necessary and were addressed in the District’s Position on Salaries. This document was submitted to UTP on February 24, 2017 and is attached.

Summer School: 

The District submitted a proposal that dates for Summer School be amended to enable our students and teachers to have an extended weekend of four (4) days. Also, the district believes that the change would have promoted student attendance.



UTP’s counter proposal for Summer School 2017 states, “The status quo Agreement shall remain in effect for Summer School 2017.”



Discussion: With UTP’s rejection of the District’s MOU, the status quo will remain in effect and the schedule is as follows:   

Job Share Memorandum of Understanding: 

The District proposed a Memorandum of Understanding relating to the Job Share agreements at the Elementary Level. The District proposed that effective July 01, 2017, and during the 2017-2018 school year only, teachers who have submitted a Job Share request in accordance with the Collective Bargaining Agreement, will be allowed to relinquish their Health and Welfare benefits to their Job Share Partner for the year of the Job Share.



UTP concurred with the District’s proposed MOU relating to Job Share. The signed MOU is attached.



Discussion: In order to support the educational program, continued academic success of our students, and implementation of the desired job share schedules of our teachers, the MOU was proposed by the District.

Upcoming PUSD-UTP Negotiation Dates: 

The upcoming PUSD-UTP Negotiation Sessions are scheduled for April 07, 2017 and April 28, 2017.



The proposed Agenda for April 07, 2017 will include: o JROTC MOU o Tech Teacher Stipend MOU o Evaluation Procedures and Peer Assistance and Review (PAR) Timelines MOU o Seven period day (impacts and effects)
