The Pastoral Relations Committee (PRC) orders its business and ministry under the mandate set out by Uniting Church Regulation 3.7.3. In doing this work, the Committee provides pastoral oversight and works with congregations in Life and Witness consultations, reviews congregational and minister profiles, oversees Joint Nominating Committees and prepares reports for the ongoing streamlining and updating of ministry directions. 2. Ministry Agent Movements (November 2017 – January 2018) Below are the current movement lists of congregations and ministerial placements. For a full list of all ministers and their placements, as well as active retired ministers, please refer to the Synod Directory.

2.1. Specified Ministry Movements 2.1.1. Placement of Ordained  Rev Corina van Oostende started with the 1 full-time equivalent (FTE) Albany Regional Churches with effect from 1 January 2018.  Rev Mark Illingworth’s placement as 1FTE Pastoral Relations Committee and Placements Commission Unit Co-ordinator has been extended from 1 January 2018 – 31 December 2018.  Rev Emma Matthews has accepted a call as a 0.5FTE Minister for the Commission for Education for Discipleship and Leadership (CEDAL) with effect from 1 January 2018.  Rev David Kriel has accepted a call to 1FTE Trinity North Uniting

 Rev Dr Ian Tozer has accepted a call to 1FTE All Saints Floreat Uniting Church with effect from 1 March 2018.  Rev Dr Anne Wright has accepted a call as a 0.5FTE Minister for CEDAL with effect from 1 March 2018.



Rev Abeline Fischer’s Long Term Supply was extended from 1 October 2017 – 30 November 2017.



Rev Samuel Santoso Hartanto from Indonesia has been called to lead worship at GKI from 1 December 2017 for three months.



Rev Roy Alexander Suryanegara from Indonesia has been called to lead worship at GKI from 1 June 2018 for a period of two years. (GKI has oversight of his visa).

 Sophie Lizares has accepted the position of 0.6FTE Chaplain at UnitingCare West (date to be advised). 2.1.2. Appointments of Pastors  Helen Vasukicakau started as 0.8FTE Ministry of Pastor at Nedlands Uniting Church with effect from 23 October 2017 for one year.  Louise Pekan has been appointed as 0.8FTE Ministry of Pastor at Melville Uniting Church with effect from 1 February 2018.  Julie Ridden has been appointed as Ministry of Pastor at Nedlands Uniting Church (date to be advised).

2.1.3. Ordinations  None.

2.1.4. Supply Ministry  Rev Zak Cronje will be offering Short Term Supply at All Saints Floreat Uniting Church from 1 November 2017 – 28 February 2018. 

Rev Dr Alison Longworth will be offering Long Term Supply at Rowethorpe Uniting Church from 1 January 2018 – 31 December 2018.

2.1.5. Minister in Association  No new requests received. 2.2. Resignations / Retirements 

Rev Cathie Lambert – notification received of resignation from Margaret River / Augusta on 29 April 2018.



Reza Mendes resigned from his Minister of Pastor (MOP) appointment at The Billabong on 5 November 2017.

2.3. Deaths 

Beryl Grant – 4 November 2017.

2.4. Long Service Leave (LSL) / Leave of Absence (LOA) 

Rev Emma Matthews – 9 Days (18.12.2017 - 31.12.2017).



Rev Dr Ian Tozer – 4 weeks (01.02.2018 – 28.02.2018).



Rev Cathie Lambert – LSL of 9.53 weeks from 29 April 2018 (resignation from placement).



Rev Dr John Squires – 7 weeks (15.07.2018 – 02.09.2018).

3. Current and Future Developments 

Swanbourne Congregation closed on 31 December 2017.



A working group has been established consisting of Rev Steve Francis, Rev Trevor Waters, Rev Ruth Vertigan and Rev Mark Illingworth to implement a process to improve inter-congregational connection and with the Presbytery/Synod.



Proposal to February Presbytery regarding the classification criteria for Congregations and Faith Communities.

3.1. Current Approved Vacant Placements 

Presbytery Minister (Mission) – awaiting applications – closing date of 29 January 2018.



Kalgoorlie Uniting Church and Remote Area Ministry – Approved vacant 1FTE placement Profile still being developed.



Perth Theological Hall (CEDAL) Vocational Education and Training (VET) – Approved vacant 1FTE placement.

3.2. Current Vacant Ministry of Pastor Positions  Geraldton Youth Ministry.  The Billabong Children Families Worker.



Port Hedland – Remote Area Ministry with General Secretary having oversight.

4. Sacraments PRC and CEDAL have an agreed process for the PRC to receive requests, CEDAL to provide training and PRC to give Lay Sacramental approval as per Regulation 3.1.3(q). Church Councils shall make the request and provide the pastoral oversight for their members working as paid or volunteer Lay Chaplains or Pastoral Workers in Schools, Agencies, Prisons, Hospitals, etc that request these lay people to provide the sacraments. For November and December 2017, the PRC have granted permission for three years to the following lay people to conduct the sacraments:       

Arthur West – Quairading. Evan Maltby, Jayne Maltby and Doug Burtenshaw – Byford. Marilyn Price – Bandyup Womens’ Prison. Karen Bain and Ann Barnes – Northam. June Dawson and Kevin Trent – York. Neville van Wyk – Gosnells. Sue Talbert – Swan View and Floreat.

5.1. New Section 11.5 – Professional Standards Training superseded 11.1. From 1 January 2017 new requirements for Professional Standards training came into effect in WA. These require all Specified Ministers to: a. attend a one day overview of the Code of Ethics b. attend two half day Ethical Ministry workshops each year c. participate in Safe Church Training (This involves a full day workshop and then a half day refresher every three years) d. have regular supervision.

6. Matters for Noting 6.1. Nearly all active ministry agents have valid and current Working with Children cards and police certificates or clearances. Ongoing process and reminders are constantly being sent out. 6.2. A list of Retired Ministers who have completed the Professional Standards Training has been received from CEDAL. 7. Conclusion The Pastoral Relations Committee seeks to balance its governance, management and pastoral responsibilities as carefully and sensitively as possible. We appreciate the grace that is extended to us by the Presbytery in carrying out this ministry.
