Pay-TV, the cable and satellite industry, wants Congress to believe that TV “blackouts” are caused by programming disputes. However, in 2014, faulty and outdated pay-TV infrastructure caused 99.8% of all service interruptions for subscribers to the top five pay-TV providers.
