Legislative Directive • In July 2015, the Legislature directed the Department of Enterprise Services to develop a Capital Campus Parking Strategy Implementation Plan, including planned action items to improve and increase parking supply. • DES submitted the plan to the legislative fiscal committees in Dec. 2015.

Strategic Parking Implementation Plan • Parking is a valuable asset. • It is the first and last impression of visitors and employees of the Campus. • Parking management can lead to a better user experience by maximizing existing parking assets and minimize the need to provide more parking spaces.

Impacts of 1063 Block Project • All existing employees are assumed to continue arriving as they do currently. • 400 net new employees are added as tenants of the 1063 Block Building • 400 new employees added to the Capitol Campus employee pool translates to 308 new vehicles seeking parking in the available supply; an employee auto/vehicle trip rate of 77%.

Session Parking Capacity • Current State – Survey data was gathered during the 2016 Legislation Session during peak times.

• Results and findings – 236 stalls were available for use and were left unoccupied. – The Plaza Garage was at 89% parking capacity. – 11% of the parking was left available during the highest peak times and days during session.

Changes to Plaza Garage • Restriping project increase/gain 133 stalls • Conversion of agency reserved stalls to zone (general use) stalls • Improved signage and wayfinding • Increase code compliant ADA stalls • Create a new Employee Visitor Lot for off campus state employees • Increase visibility and widening of pedestrian pathway & repainting of all safety curbs • Improve circulation routes (one way Vs. two way)

Increase in Safety

ADA Parking • Increasing 16 ADA stalls to 35 ADA stalls to meet Federal and Statewide ADA requirements • Parking Office working with every ADA parker during the project and immediate future demands • New *draft parking policy with emphasis on ADA parking currently under legal review with the Attorney General’s Office

New Visitor Lot – State Employees State Employees must be authorized to park in any visitor parking lot. Speak with your agency’s parking coordinator to learn more.
