 Position Level Descriptor An individual at the Team Leader level is accountable for their performance, contributes to team performance and influences and coaches others. People at the Team Leader level do not always have direct reports but are expected to demonstrate the capabilities of a Team Leader in the organisation.

 Position Summary The Program Quality and Development Coordinator supports achievement of the Red Cross strategic outcome that programs are effective and accountable. A primary purpose is to provide leadership in promoting a culture of continuous quality improvement across all programs being delivered within a specific state or territory. The role promotes outcome focused service delivery through the application of program management and practice standards, tools and systems; risk management; evaluation; and accountability to beneficiaries. This role leads, and contributes to, national quality improvement projects and supports implementation of organisational policies and frameworks.

 Position Responsibilities Key Responsibilities  Support states and territories to implement program processes and systems to quality standards and within a risk framework.  Promote a culture of quality service delivery and practice methodology including application of the Ways of Working  Provide people with education (training / coaching) in the methods and tools of continuous improvement  Assist in program planning, reviews, external evaluations and research initiatives, as requested  Promote the inclusion of state / territory quality improvement plans and support their action through local quality forums and groups  Support program teams with the development of program outcome measures and the collection of data  Support a consistent approach to how we develop, implement and review policies  Facilitate engagement between National strategy and/ or priority areas and local program delivery teams  Promote shared learning across internal service and program areas  Promote an approach to including volunteers in program and practice improvements that enhance outcomes for clients and communities  Contribute to PQ&D monthly and quarterly reporting  Support compliance with all relevant legislation, standards and certifications

 Undertake additional work including occasional duties out of hours and responding to organisational priorities such as disaster responses as negotiated

 Position Selection Criteria Technical Competencies  Demonstrated knowledge of the legislative and policy environment related to community services and experience in ensuring compliance with legislation, best practice and industry quality standards  Demonstrated ability to implement quality systems and processes in a community services context  Strong communication skills: written, verbal and presentational  Demonstrated ability to apply well developed interpersonal, oral and written communication skills in a diverse environment, including an ability to influence peers and build rapport with a remote team  A commitment to the fundamental principles of Red Cross and a strong cultural alignment with the organisation  Demonstrated ability to apply community services practice  Demonstrated ability to manage change management initiatives  Sound analytical, problem solving and decision making abilities  Proficiency in MS Office or similar software

Qualifications/Licenses  Relevant tertiary qualifications, skills and / or experience within the social or human services context  Possession of a qualification in quality, risk or evaluation will be highly regarded
