POSITION SUMMARY

The Chief Medical Officer (CMO) is an integral member of the Executive team, focused on ensuring service quality and safety. The CMO is primarily responsible for defining and delivering clinical governance initiatives across multiple facets of the organisation, including the directly led clinical services, the headspace centre network, and relevant policy and advocacy activities. The incumbent manages and holds accountability for the clinical risk management and drives the development of innovative models of clinical service delivery, forward thinking policy and strategic business partnering. The CMO actively facilitates a culture of continuous improvement and applies clinical expertise to ensure the development and maintenance of a comprehensive and evidencebased service delivery model. In consultation with the Executive and program management, the CMO will also contribute to the development of new clinical services and/or the expansion and refinement of existing services in accordance with the strategic direction of headspace. 4.

POSITION CONTEXT

The CMO is a highly experienced and innovative professional with considerable knowledge and experience in multidisciplinary healthcare and clinical governance functions, including clinical risk management, quality and safety. Furthermore, the incumbent possesses a comprehensive knowledge of adolescent health, and highly development stakeholder engagement skills within the Australian healthcare sector. Reporting directly to the Chief Executive Officer (CEO), the CMO is a key clinical leadership position and holds line management responsibility for the GP Advisor and Head of Clinical Practice, encompassing quality, policy, alcohol and other drugs, and the headspace youth and family & friends reference groups. The incumbent works closely and collaboratively with all members of the Executive to develop and implement key business strategies, particularly those targeting clinical quality and service development, improvement, integration, and evaluation. As the Chair of the organisation’s Clinical Quality and Risk Management (CQRM) Committee, the CMO is the escalation point for all clinical governance issues and establishes and maintains working relationships with key external stakeholders, including Government departments, medical colleges, health advocacy groups, and the mental health and adolescent health sectors. 5.

KEY RESPONSIBILITIES/OUTCOMES           

Provide expert advice with respect to defining and monitoring the future direction of the organisation’s clinical services, paying particular attention to clinical governance, risk and quality considerations. Oversee new engagement opportunities for clinicians working in youth mental health to support the future development of headspace. Ensure that all headspace programs are underpinned by a rigorous clinical governance framework and risk management system, and provide advice to the headspace centre network on clinical governance and risk management as required. Drive the implementation and evaluation of initiatives aimed at continuous quality improvement. Oversee governance arrangements for the management of, and accountability for, clinical risk and safety of the organisation’s clinical services, including that of young people accessing services. Ensure that all relevant legislative and regulatory obligations are met and that high quality clinical records are maintained. Chair the organisation’s CQRM Committee and ensure timely reporting of risks and mitigation strategies to the headspace Executive and Board. Provide support to the Executive Team with a focus on innovative models of clinical service delivery, forward thinking policy and advocacy, and strategic business partnerships. Provide input and advice in the implementation and certification of the headspace Model Integrity Framework, in conjunction with other members of the Executive and associated quality improvement activities. Monitor the external environment to enable anticipation of, and strategic responses to, changes in government policy as they relate to mental and adolescent health. Initiate, build, and maintain collaborative partnerships across relevant industries to advance delivery of youth mental health services and support the development of GPs in youth mental health.

Conduct media interviews and participate in campaign and stakeholder engagement activities where required. Evaluate and manage staff performance to enable individual and team professional growth and development. Model and demonstrate constructive working relationships and information exchange across the organisation. Other duties consistent with the position where required and/or requested by the headspace Executive from time to time.

SELECTION CRITERIA

The following criteria must be met for consideration for this position: 6.1 Essential  Full unconditional registration as a medical practitioner with the Australian Health Practitioners Regulatory Agency.  Demonstrated leadership in clinical governance roles, ideally within a primary health care context.  Experience supporting young people’s mental health in a primary health care environment.  Highly developed understanding of clinical risk assessment and management.  Demonstrated experience in leadership of health services and clinical quality improvement.  Demonstrated ability to assess business needs, design and implement innovative solutions, and evaluate results.  Highly developed interpersonal and communication skills, both written and verbal, and a proven track record in engaging with a range of stakeholders in the Australian health sector.  Experience in health sector advocacy and policy development.  Demonstrated ability to work effectively and collaboratively with both clinical and non-clinical Executive leadership.  Ability to think strategically in order to communicate the organisation’s vision and drive results.  Ability to work both independently and collaboratively as a productive team member. 6.2 Desirable  Medically registrable tertiary qualifications in either public health medicine as evidenced by Fellowship of the AFPHM, general practice as evidenced by Fellowship of the RACGP, or medical administration as evidenced by Fellowship of the RACMA.  Experience in the Not for Profit and/or public health sector.  Experience in undertaking media engagements.
