Position Description: Insurances Coordinator

Supervisor: Director Policy & Advocacy Direct Reports: Nil Position Summary: The Insurances Coordinator is responsible for the efficient coordination and administration of the nationally negotiated and discounted insurances that NACLC offers to member community legal centres (CLCs), and of NACLC’s own insurances (including those for the knowmore legal service). The Insurances Coordinator role involves the coordination of the insurance renewal process for the bulk insurance schemes as well as for NACLC’s own insurance policies. This involves negotiation of policy terms as well as administrative activities such as processing of renewal forms and premium payments. The Insurances Coordinator also assists CLCs with queries on their insurance coverage. The Insurances Coordinator is responsible for monitoring and ensuring that the insurance policies and cover are appropriate and effective for CLCs and NACLC, including by consultation with the sector, National Professional Indemnity Insurance Network and the NACLC Executive. The role involves identifying any potential or actual problems with cover and developing solutions, including where appropriate proposed amendments to the policy terms to address the issue/s. The role will involve consultation, negotiation, and on occasions instructing and working with pro bono lawyers to develop improved terms. A major part of this role relates to coordinating NACLC’s Professional Indemnity Insurance (PII) for CLCs. This insurance is provided as part of NACLC’s National PII Scheme, which includes a set of Mandatory Standards for participating centres, set out in NACLC’s Risk Management Guide (RMG). The Insurances Coordinator participates in and performs a Secretariat role for the PII Network, and works closely with the Chair of that Network, as well as with members of the NACLC Executive. The role also involves responsibility for updating the RMG, and any other documents of the Scheme, as necessary. Many CLCs across Australia rely on NACLC’s highly discounted insurances and this is a key role in terms of fulfilling NACLC’s strategic goals of providing reliable, quality members’ services, and ensuring effective risk minimisation and quality assurance for CLCs and their clients, and for managing NACLC’s own insurances. The role has peaks and troughs of work, and on its present cycle, is generally most busy February – August, with December and January usually the quietest months. Description of Role: 1.

Coordinate and administer responsively and to a high standard the insurances services held by NACLC and those arranged by NACLC for CLCs and state and territory CLC associations, including, but not limited to, Professional Indemnity Insurance (PII), Public Liability, Association Liability, Office Pack and Volunteers Accident Insurance. Investigate the possibility of offering further insurances of use to NACLC and/or CLCs and where appropriate secure suitable insurance

offers for NACLC and/or CLCs. 2.

Liaise clearly and effectively with the broker/insurer, NACLC Executive and, in relation to PII, the National PII Network, about the administration of the various policies. Ensure the broker/insurer provides good client service including by providing accurate documents and regular information about terms and claims made, notified and paid.

Monitor the policies’ terms and NACLC and the CLCs’ experiences with cover, identify issues and as necessary and working with the NACLC Executive, suggest and/or obtain legal advice on, proposed terms to address those issues.

Communicate promptly, accurately, appropriately and effectively with CLCs, the state and territory CLC associations and legal profession regulatory bodies about the bulk insurances schemes arranged by NACLC. Including: a. responding to and assisting CLCs with queries in relation to their cover b. facilitating liaison with the broker; and c. providing up-to-date information about insurances for CLCs in the NACLC enews and on the NACLC website (including the Members’ Section).

5. Manage the renewal processes for the bulk insurance schemes arranged for CLCs and for NACLC’s own insurances (and provide assistance as necessary in the renewal process for knowmore). This involves: a. liaising with the broker regarding renewal options for each policy and negotiating to obtain the best possible terms and price; b. apportioning premium splits between CLCs, invoicing insurance premiums and following up any unpaid invoices, in consultation with the Finance Officer as necessary c. ensuring that all documentation relating to NACLC’s bulk insurances schemes and CLCs’ insurance cover, including processing renewal forms and ensuring that they, the PII, Public Liability and Association Liability registers of CLCs, and certificates of currency are accurate and appropriately completed; d. ensuring that the broker/insurer is provided with all required forms and/or any changed or new information as soon as is practicable and within required timeframes; e. coordinating prompt distribution of insurance renewal forms and certificates of currency to each centre; and f.

keeping appropriate records and maintaining tidy and accessible files (electronic and hard copy).

Processing for consideration applications by CLCs for payment of a contribution from the Excess Fund (in consultation with the National PII Network).

Provide secretariat duties to the National PII Network, including organising meetings, drafting the Agenda in consultation with the Chair, taking Minutes, contributing to meetings, providing all relevant information to the National PII Network, NACLC CEO/ Director Policy & Advocacy and Board, and such other support and guidance as is necessary to ensure that the Scheme is implemented consistently nationally.

8. Coordinate a review of and necessary updates to the RMG (website, SPP, soft and hard copies) at least annually but at such other times as are necessary and in consultation with the National PII Network; maintain list of queries and comments that need addressing or clarification or improvement in the RMG, and write or coordinate the writing of revised parts of the RMG, carrying out research and consultation, and obtaining expert legal advice, as necessary.

9. Prepare and provide reports (written and oral) for NACLC Board, National PII Network, Annual Report, etc, as required. 10. Maintaining and updating the NACLC (internal) Insurances Manual and other key insurance documents. Other: • •

Contribute to the continuous improvement of NACLC and its services by engaging in team work and innovation Undertake such other duties as may be directed by the CEO/Director Policy & Advocacy. These may include other administration tasks or risk management projects allocated when work capacity permits, and, if required, assisting at the annual National CLCs Conference held annually at different locations around Australia.

Selection Criteria: Insurances Coordinator Part-Time, 12 Month Contract, March 2017-March 2018

Required 1.

Legal qualification and/or substantial experience in insurance, or in office management of a legal practice or similar business that included dealing with insurances

Demonstrated experience in and understanding of insurance (including for example, insurance law, claims management or similar)

3.

Demonstrated commitment to providing high quality and responsive client services

4.

Demonstrated very high level conceptual and written and oral communication skills, including an ability to: • adapt communication style and content appropriately for different audiences • understand and ‘translate’ legal concepts and language into Plain English, and • prepare and present written and oral reports

Excellent organisational skills, including working with databases/spreadsheets and file and document management

6. Excellent time management skills and demonstrated experience in handling multiple projects, tasks and competing priorities 7. Demonstrated ability to work independently and with minimal supervision, but exercise sound judgement in informing and reporting as appropriate 8. Demonstrated commitment to working cooperatively and respectfully with a diverse range of stakeholders, including Aboriginal and Torres Strait Islander peoples and organisations 9. Interest in and commitment to ensuring quality, not-for-profit services for people experiencing disadvantage Highly desirable 1. NACLC Insurances Coordinator (Contract, Part-Time) Sydney CBD About Us The National Association of Community Legal Centres (NACLC) is the national peak body for Community Legal Centres (CLCs) in Australia. CLCs provide free legal assistance and support to vulnerable and disadvantaged people. About the Role We are seeking a part-time Insurances Coordinator (22.5 hours per week, with flexible working arrangements available). This role is being offered on a temporary contract basis from March 2017 until March 2018. The Insurances Coordinator is responsible for the coordination and administration of the nationally negotiated insurances that NACLC offers to over 150 CLCs across Australia, as well as NACLC’s own insurances. It involves:      

monitoring and ensuring that the insurance policies and cover are appropriate and effective for CLCs and NACLC and negotiation of policy terms managing the renewal processes for the bulk insurance schemes providing Secretariat support to the National Professional Indemnity Insurance Network assisting CLCs with queries about their insurance coverage and communicating regularly with CLCs and State and Territory CLC Associations about the scheme liaising and working closely with NACLC’s broker, pro bono firms and other key stakeholders administrative activities such as processing of renewal forms and premium payments, maintaining relevant databases, and updating the Insurances Manual and other key documentation.

The position is classified as a Social and Community Services Employee Level 4 under the Social, Community, Home Care and Disability Services Award 2010 and is subject to a 3 month probation period.
