Organisation overview The Telecommunications Industry Ombudsman (the TIO) offers a free and independent service for resolving complaints about telephone or internet services. Most complaints that come to the TIO are resolved between the parties. To resolve complaints, the TIO uses a wide range of dispute resolution techniques including conciliation and investigation. The TIO was established in 1993 and legislation requires telco providers to join the scheme. The TIO is not for profit, and independent of the Government, telecommunications companies, and consumer groups. The TIO purpose is to provide an effective and efficient dispute resolution service for the telecommunications industry that complies with the Benchmarks for Industry based customer dispute resolution schemes. Achieving the purpose will contribute to enhanced community confidence in the telecommunications industry. The TIO has five strategic goals:

Group overview The area of the organisation is led by the Executive Director Shared Services and CFO. The area is responsible for Finance & Accounting, Payroll, Information Technology/Management, Reporting & Analytics, People (including HR services Talent development, Learning), Legal (contract management and general) and Facilities Management.

Position purpose Reporting to the Executive Director Shared Services and CFO, the General Manager Finance and Systems is responsible for strategic leadership of the Finance and Information Technology teams. The role is accountable for:  all finance and accounting activities (including forecasting, budgeting, financial planning, financial governance, risk management, asset and property management)  design and development of new technology systems and  IT service delivery and infrastructure. Leadership  Provide leadership and work collaboratively with Executive Group colleagues and other internal and external stakeholders to deliver the against the TIO’s strategic objectives.  Contribute fully to the development of company strategy across all areas of the business, challenging assumptions and decision-making as appropriate and providing financial analysis and guidance on all activities, plans, targets and business drivers.  Contribute to the development of business planning activities and be responsible for the implementation of an operational plan to achieve the objectives of the team.  Demonstrate a commitment to the TIO core values and behaviours including modelling them through exemplary conduct.  Establish current and long-range objectives, plans, and policies, in the area of finance and technology.  Create a technical vision for the organization and plan for implementation of new technical projects or goals.  Work with operational areas to set annual budgets and measure business performance. Financial  Develop the organisation’s capability to deliver flexible, innovative and compliant finance, payroll and corporate services that take account of changes in budgetary and funding priorities and advance the shared services model.  Ensure that the organisation's strategic, corporate and business plans and goals are enabled by high quality strategic financial management advice and practices, and strong financial management systems that support operational effectiveness and efficiencies.  Assist in the implementation of strategic Finance related projects and other duties as directed by the CFO.  Maintain and enhance the risk management framework and processes to identify, assess and allow effective control of risks. Ensure risk reporting to Executive and the Board on a timely basis.  Analysis, interpretation and insight in managing the financial and commercial performance of the TIO, proactive management of cash and working capital within the company  Lead the development, implementation and monitoring of internal financial control policies and procedures as well as policies regarding capital requirements, debt, taxation, equity, disposals and acquisitions as appropriate.  Lead the completion of local statutory accounts, tax obligations and audit processes.  Drive the process design and delivery of the Full Year Budget in accordance with set timelines.  Coordinate, analyse and report financial performance to Management and Board of Directors (financial performance, projections and other special projects as required)  Lead and develop the finance management team.

Information Systems & Technology  Represent the organisation on IT issues with key internal and external stakeholders.  Dispense advice, guidance, direction, and authorisation to carry out major plans and procedures, consistent with established policies.  Review the technology operating results of the organisation against objectives and benchmarks, and ensure unsatisfactory results are addressed  Analyse emerging technologies and lead competitive analyses  Lead and coordinate processes and project management to ensure quality Business Intelligence outcomes.  Lead the development of a risk management strategy, including maintenance and testing of disaster recovery plans  Advise management on strategic direction of the organisation’s intranet and Internet  Consult with management to analyse management information and operational system needs to determine scope and priorities of projects, and to assess system capacity and equipment acquisitions  Lead the development, acquisition, resourcing, implementation, installation, and operation of information and functional systems for the organisation  Ensure appropriate management information systems policies and controls are in place to facilitate complete and comprehensive data accuracy, security, and legal and regulatory compliance  Lead improved system performance and cost reduction strategies through strategic contract, consultant and vendor management  Lead and develop the Information Systems & Technology management team Privacy and Risk  Understand and comply with all TIO policies and procedures pertaining to individual responsibilities for risk and privacy management. Person specification The following describes the knowledge, skills, personal attributes and experience required to complete the inherent requirements of the role. Knowledge and skills

        

Knowledge of financial accounting principles, procedures, practices and modelling. Knowledge of Information technology infrastructure and systems. Excellent written and verbal communication skills. Experience in managing staff, project and inter team relationships to achieve desired outcomes. Experienced in the use of finance and accounting, IT/management and Business Intelligence systems. Computer literate and competent in use of MS Office applications such as; Word, Excel, Access etc. Ability to produce and analyse regular and ad-hoc financial reports. SAP Business One skills & Experience. Previous experience in a dual shared services role.

Qualifications and experience

Personal attributes



Relevant degree in Accounting, Commerce, Information Systems, Computer Science or Business.



At least five years’ experience in a similar role.



Professionally qualified (CA/CPA).

    
