The Operations Manager is responsible for developing and implementing the operational direction of the company and significantly contributing to the financial success of the business

Nature and Scope:

CYB Construction Ltd is a West Coast based construction company specialising in commercial, residential and relocatable buildings. Their main operation is based in Greymouth with a secondary building team based in Canterbury. They are licensed building practitioners offering a range of construction services across the commercial, residential, design and civil engineering fields. The business has a focus on partnerships, pride and integrity. This award winning business is keen to continue its successful formula into the future, continuing to secure projects aligned to its core strengths.

Section C – Key Tasks and Specific Accountabilities 1

Team Leadership and Human Resources The Operations Manager is responsible for the overall leadership ensuring the efficient and profitable management of all operational areas of the company as well as leading the human resource function. Expected Results

(a)

Provide pragmatic common sense leadership, advice and direction to reporting staff for CYB

(b)

Create and develop a vision and provide direction, ensuring high standards of performance are achieved

(c)

Ensure the motivation and commitment of staff towards realising the wider organisation’s vision and objectives

(d)

Provide professional and positive leadership, maintaining and enhancing the company’s image both internally and externally

(e)

Create and maintain a winning culture and high staff morale, encouraging innovation and participation in improvement

(f)

Identify and maintain staffing levels that meet operational goals and objectives: take the lead in the recruitment of staff and ensure quality people are employed to assist with the achievement of the strategic and operational goals

(g)

Ensure appropriate human resource and risk management policies and procedures are in place and reviewed regularly

(h)

Ensure all employees have up to date employment contracts and the terms of those contracts are current

(i)

Ensure staff performance is managed and all staff meet or exceed the performance criteria for their position; ensure performance reviews are conducted at least annually with all staff

(j)

Manage and monitor career development and training of staff

Business Management and Planning The Operations Manager is responsible for formulating operational business plans and objectives in conjunction with the Directors as well as the overall business management of CYB. Expected Results (a)

Work with the Directors in the development of operational strategic plans and annual business targets, then monitor and review monthly

(b)

Liaise with staff and functional specialists in the preparation of the business plans as necessary

(c)

Ensure CYB is kept up to date with all relevant industry information and links with industry associations and business organisations are maintained

(d)

Ensure the implementation and management of financial, statutory and quality policies, procedures and systems

(e)

Ensure operating plans and their accompanying goals and objectives, as set out in the business plan, are implemented in accordance with specified budget, timeframe and policy and meet the broader organisational goals

(f)

Oversight of project delivery including managing timelines, resources, progress claims and profitability

(g)

Prepare long and short term capital programmes as required

(h)

Review effectiveness of processes to actively manage service delivery and customer satisfaction levels

(i)

Oversee the effective day to day operation of the company’s facilities and assets ensuring ROI remains at agreed levels

Contract Management The Operations Manager is responsible for having a good working knowledge and delivery of all company policies and standards as well as local government building codes and regulations, resource management and other legislation and standards that pertain to the company’s activities. Expected Results (a)

Keep up to date with legislative requirements including best practice industry standards

(b)

Liaise with relevant authorities where required

(c)

Ensure there is a high standard of contract documentation and the supporting administration and contract management processes are to company and industry standards

(d)

Be responsible for contract management and act as a company representative for projects being undertaken

(e)

Manage construction assets in a planned and economically sustainable manner

(f)

Develop and manage appropriate contract tendering and project management systems and processes

(g)

Ensure all staff are conversant with company systems for each job or project they are involved with

(h)

Ensure each project has a plan and budget, and the project timelines and critical path are managed effectively

Finance & Reporting The Operations Manager is responsible for aspects of financial control and management to achieve profitability targets in conjunction with the Contracts and Accounts Manager. Expected Results

(a)

Develop annual budgets in conjunction with the Directors

(b)

Provide monthly management reports for the Directors in a timely manner, including monthly commentary of the company’s performance and relevant issues requiring highlighting

(c)

Monitor profit and loss monthly and full financial accounts quarterly in conjunction with the Directors

(d)

Submit timely and accurate reports and other information as required for consideration by the Directors

(e)

Submit regular and accurate market reports for consideration by the Directors

Marketing and Business Development The Operations Manager is responsible for providing support towards marketing and sales activity in conjunction with the Directors. Expected Results (a)

Assist in the development of the marketing and sales plan

(b)

Assist the sales function and provide guidance regarding sales and margin expectations

(c)

Ensure strict adherence to company branding

(d)

Attend weekly meetings with key staff to identify opportunities and sales progress

(e)

Assist in identifying potential clients and assist in developing appropriate strategies to actively market the company services

(f)

Assist in the representation of the company with clients and other organisations in order to generate sales opportunities as required

(g)

Attend client functions as appropriate

(h)

Be aware of expenditure against budget for sales and marketing activity

(i)

Assist with the review and updating of the company’s website and marketing collateral as required

Relationship Management The Operations Manager is responsible for contributing towards the effective management of stakeholder relationships and policies. Expected Results

(a)

Work on a ‘no surprises’ basis with the Directors

(b)

Maintain effective working relationships with all stakeholders

(c)

Develop and manage relationships with subcontracting companies, developers, industry intermediaries within the districts and the wider operating area in order to identify opportunities for CYB

(d)

Positively represent CYB in appropriate forums

Health & Safety and Quality Assurance The Operations Manager is responsible for managing and monitoring relevant internal controls, standards, processes, communications, training and systems that minimise/mitigate organisational risk. Expected Results

(a)

Oversee the development, maintenance and enhancement of the company’s HSE and QA policies at all times

(b)

Comply with the company’s HSE and QA at all times

(c)

Ensure Health and Safety and other in house policies are kept up to date and the company and its employees are in compliance with these policies

Professional and Technical Skills The Operations Manager is responsible for their own professional and personal development. Expected Results (a)

Actively self educate where a job demands skills and knowledge in an unknown area

(b)

Keep up to date with other developments in the commercial, technical and professional environment

(c)

Undertake appropriate personal development initiatives as agreed with the Directors

Other The Operations Manager is responsible for performing all other tasks as reasonably directed by the Directors. Expected Results (a)

Ensure all tasks are completed in a timely and efficient manner

(b)

Work effectively with the Directors and contribute to internal projects as required

Section D – Ideal Person Specification Qualifications • Relevant tertiary qualification in the building sector is desirable but not essential Experience • Experience within a commercial construction company (preferred) or related industry sector such as surveying, architecture or engineering • Previous experience operating within a small to medium sized company structure and culture • Previous senior management experience is preferred • Previous experience in contract pricing, tendering and contract management Knowledge & Skills • Ability to provide direction and leadership and continue to evolve the CYB culture with a common-sense pragmatic approach • Strong business acumen and experience managing operations in a profitable company • Strong operational strategy formulation, business planning and forecasting skills • Advanced written and verbal communication skills • Ability to foster relationships internally and externally – has an understanding of working with and building loyal hard working teams • Ability to communicate key objectives and motivate teams and partners to achieve these • Experience in developing a best practice Health and Safety culture • Ability to identify business opportunities and implement strategies to take advantage of them • Proven entrepreneurial experience with the ability to effectively lead innovation • Proven experience to implement key strategies and deliver results • Understanding of financial statements and cash flow requirements of a business • Strong decision making and negotiation skills Attributes • Focused, engaged and determined to succeed • Energetic and highly motivated • Tenacity and perseverance • Professionalism coupled with a passion for building • Direct and upfront • High level of honesty and integrity • Has a focus on people and enjoys working with others • Willing to participate in succession planning within CYB • Will enjoy not working in a corporate office and prefer operating in the West Coast Environment
