POSITION INFORMATION Vacancy Announcement: UNEP/ROLAC – Brazil Office Project: Sustainable Consumption and Production in Brazil Type of Contract: Consultant Duration: 4 months Closing date for application: July 31th, 2015. ORGANIZATIONAL CONTEXT The objective of this Term of Reference is to hire a Communication Specialist who will be responsible for the production of six small reports (spontaneous communication) and six context reports to the Convention of Biological Diversity (CBD) about the Brazilian development in the environmental agenda. The consultant will work directly with the United Nations Environmental Programme in Brazil (PNUMA) and the Secretary of Biodiversity and Forests (SBF) of the Ministry of Environment, in order to produce journalistic content to be reported to the CBD. Expected results Six small and direct reports (spontaneous communication) and six context and informative reports to the CBD produced, based on documentary research, interviews and other sources of information. The consultant must deliver these two kinds of report for each one of the six topics below and must be written in Portuguese, Word format, no layout.

1 – Biodiversity Law: goals, progress and processes in central issues of the regulation (report must mention and context of the favorable ratification to the Nagoya Protocol by the Brazilian Government); 2 – Forestry Code and Rural Environmental Registry (CAR): presentation of the code conservation rules and the implementation of the CAR, as a vehicle for reconciliation between agriculture and conservation, including its potential to contribute to national goals, according to CONABIO, with quantification of areas of native vegetation declared in April 2015, at the first “Boletim de Cadastro”, and potential for forest restoration. 3 – Expansion of Marine Conservation Areas: description of the objectives, working axes, budget and social involvement of the GEF Sea, also mentioning MMA’s programs at the CIRM (Interministerial Commission on Marine Resources), as Revimar, Antarctic Program and others. 4 – ARPA - Phase 3 - ARPA for Life: description of the program and its goals for 2039, the number of areas covered by the program and its representation in the Amazon’s UC’s. 5 – Protected areas of Indigenous lands: presentation and quantification of: indigenous lands and “Quilombolas” territories and its potential for conservation of each biome; number of persons/families attended; and ongoing programs or monitoring activities which assure the conservation and sustainable use of biodiversity. 6 – Brazil and CBD’s indicators: presentation of Brazil’s progress in meeting the Convention's goals, through an executive summary of the issues presented in the national reports, including the description of the process of formulating of indicators and its status for each goal, with the support from IUCN and other partners Specific tasks and responsibilities Permanent communication with the teams from MMA/SBF and UNEP; Participation in face-to-face meetings or telephone conferences with the technical staff involved in the project; Willingness to be present when needed; Submit the product for comment and approval of MMA/SBF and UNEP; Deliver revised document and make adjustments when requested. DELIVERY REMUNERATION SCHEDULE Payments shall be made upon satisfactory delivery of products as per the table below, where D is the date of the contract’s last signature. Outputs

REPORTING LINES The recruited contractor will perform his or her duties and responsibilities under Project Coordination and UNEP Brazil Office supervision. COMPETENCIES AND CRITICAL SUCCESS FACTORS Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to the area of work; good research, analytical and problem-solving skills; ability to apply judgment in the work environment; the capacity to plan own work and manage conflicting priorities; Communication: Excellent verbal and written communication skills, including the ability to draft/edit variety of written reports and to articulate ideas in a clear and concise style; Technological Awareness: Ability to make effective use of required computer software and other equipment relevant to the post; Teamwork: Very good interpersonal skills and ability to establish and maintain effective working relations in a multicultural organization. Ability to provide effective support in relation to work conducted by colleagues. RECRUITMENT QUALIFICATIONS Education First-level university degree in communications, journalism or public relations. Professional experience Minimum of 3 years of experience in communication, public information, public relations, or related field in Brazil is required; Experience in the production of contents based on investigative research of legislation, programs results and findings and interviews are required; Fluency, oral and written, in Portuguese and English is required; Experience with the United Nations Country Team in the region is desirable; Spanish is an asset; Experience in the Environmental Area is an asset; Experience in work with UNEP conventions is an asset; Interpersonal skills, such as initiative, responsibility, teamwork, flexibility and capacity to work under pressure.
