Personal assistance at the clients home/private/leisure
The „Pflegegeldergänzungsleistung (=PGE) für Persönliche Assistenz“ is a monthly, direct payment to people with severe physical disabilities to organize and to have access to personal assistance.

Target group of „PGE“ • People with physical disabilities in level 3-7 of nursing care money (governmental contribution) • 18 – age of retirement • Residing in Vienna • Recipients must not have a procurator or trustee
• High level of facilities in self – administration (no persons with mental/intellectual handicaps)

... representative sample population (n = 77): 38 male, 39 female; averge age: 41 … using a standardised questionnaire interviews were conducted over the phone except 9 subjects who submitted their answer in writing because they were not able to use a phone due to their disability

Main results of the evaluation (1) • Customer satisfaction of the „PGE service“: • • •
More than two-thirds of the interviewed clients are predominantly or very satisfied with the „PGE service“. The service is needs-based and a high quality support, which focuses on the individual life situation. The allowance in terms of hours and financial support ist perceived as sufficient for more than two-thirds of the clients.
• Achievement of individual goals due to „PGE service“: •
There is a strong overlap between the individual goals and the goals of the service provider Vienna Social Fund (e.g. autonomy against relatives, more participation in social and life, etc.)

A lot of goals clients aspire to are already reached or partly reached (better housing-situation; need of support is more easy to afford, better organisation of household; better health status, etc)

the administration of the „PGE service“ is perceived as very complex for many of the clients, but most of them can handle the rules without problems.

More than the half of the service recipients organize their personal assistance in the employer model Those skills, which are assumed in the Vienna Social Fund guidelines, are mainly good handled

About two-thirds of the participants in the evaluation pursued at least one work or a training related goal

Comparison: Satisfaction „before – after“ • On average there is an increase in satisfaction with the service due to „PGE“ more than the double value

Status quo, problems, forecast • At the moment personal assistance is only available to people with physical disabilities (not for persons with mental disabilities, sensory handicaps, children, …) – due to its complexity „PGE“ is not appropriate for other target groups. • Unclear status and discussion about persons who lose the necessary skills during the time they receive the PGE service (eg. in cases of progressive illness) • Changing from the residential institutions to personal assistance is very challenging and difficult: change over programs / scenarios would be necessary • Cooperation with peer counselling centres is important

Status quo, problems, forecast • Vienna Social Fund is member of task force in the ministry of social affairs developing consistent policies for personal assistance in the whole country (at the moment a lot of different systems in Austria´s federal states)
• The task force deinstitutionalisation was commissioned by the Vienna government – participation of people with disabilities is ensured. (Independent Living Austria, People First, etc.)
