president's report Dave Strutzel | Acting Board of Directors’ President SPRING IS IN THE AIR Yes, the daylight hours are increasing and the little snow we had is melting! While outside activities have slowed down during the winter months at Woodhaven, the staff and Board have been working and planning for another fun filled spring and summer camping season. This is a great time to pull out the calendar of events at Woodhaven, and plan your weekend or extended visits for this year. Please take note of some nearby festivities as well. The month of March brings one of my favorites, the Sublette Farm Toy Show, March 19&20(more info on page 29). It’s also an election year….yes, for the United States but also for Woodhaven. The Board has approved the election schedule, which can be found on page 3. Keep in mind that our Board is comprised entirely of members just like yourself who volunteer their time to help keep Woodhaven running smoothly. If you have an in-

terest, please consider a run for election, or at the least attend a few section meetings to meet new and old members. We have a terrific piece of paradise here, but it takes many extra hands to keep it running smoothly. If you are planning on doing improvements to your lot this year, please check with ESAC before buying materials, starting work, or hiring a contractor, to ensure that it’s done correctly the first time. Working with ESAC will help prevent violations and fines, and avoid re-doing the work if there are problems. You should have all received your assessment in the mail. Much has changed at Woodhaven this past year, some good and some…well let’s just say will bring forth new growth. It is the mission of the Board, committees, and staff to manage these changes in the best interest of the membership as a whole. Now I fully understand not everyone is in agreement as to what is best for Woodhaven as whole; but this is why you have an elected Board of Directors, to represent the membership and to make the tough decisions.

2016 Board Elections

Something for you to think about: 2016 is a Board election year; there will be 4 seats up for election: three 4-year terms and one 2-year term. Qualifications to be a Director or Candidate requires you to be at least 21 years of age and be in good standing (current in payments and no violations.) The time commitment includes, but is not limited to, attendance and participation in two or more meetings a month and possible appointment to a chair or a liaison to a committee. Affidavits for Candidacy will be available starting April 1st both online and at the Association Office.

Changes to Policies

At the Board’s January meeting several updates were made to the Policies concerning Trusts, release of information, boats allowed on lakes, and closing the beach for health and safety reasons. The Resolutions pertaining to these policies can be seen on pages 9-12.

Boats permitted on Woodhaven’s Lakes One of the amendments made to the Covenants concerned watercrafts approved for use on Woodhaven’s Lakes. With the new language the Board no longer has to interpret what is a rowboat or what is a deck boat, canoe, etc… the policy change eliminates unnecessary terminology. As a side note: deck/pontoon boats are restricted to 16’ in length as measured from stern to bow edges of the pontoon only.

Trusts

Beach closing

Trust documents used for estate planning purposes have been around for decades. In the recently amended Covenants language was added to address provisions for Trust documents; this policy clarifies what is required to assure the Association’s protection when putting your Woodhaven property in a Trust. The policy is printed in this paper, if you have questions please call the office for clarification. If you currently have your property in Trust and it does not contain all of the necessary information, we will notify you. You need not be concerned with having to amend your Trust document, we will provide you with the necessary forms for the Association’s records.

Closing the bathing beach when there is evidence of high levels of toxins believed to be a health concern by the World Health Organization, just makes sense. Specific toxins are often times, but not always, found in blue/green algae, which is present in most bodies of water. Woodhaven Beach is no exception. The Association has taken preemptive steps with the installation of the water circulator, along with chemical treatments, to discourage the excessive growth of these algae blooms and toxins. You should also know, we have been testing for the Microcystin toxin for 2 years, and have been well within acceptable levels.

It is not uncommon for a Property Owner to contact the office expressing a desire to contact their neighbor with an offer to buy their Lot. Long story short, this policy directs staff to provide payment and other account related information ONLY with the Members approval. Just as a reminder, we will provide a mailing address upon reasonable request, but we do not give out phone numbers.

Debris Removal

So much has been accomplished, but there is still so much more to be done. Woodhaven personnel and contractors have completed tree debris removal of the interior common areas and along some of the perimeter property in sections 13, 14, 19, 20, 22, 25, 28, and 29. What remains a challenge are sections where Campsites share the property line with outside land owners. We are attempting to make contact with these owners and work toward a plan for removal. continued on p.7

Assessments The annual assessment invoicing process was completed and statements were mailed to Property Owners in mid-January. If you have not received an invoice from Woodhaven, please contact the Association Office to check on your statement. The January statement is the only notice sent prior to the March 31, 2016 due date. This issue and next month’s issue of the Woodhaven News will include reminders of your assessment responsibilities. This year’s statements include an additional line item to account for the disaster recovery fund expenditures. Our preliminary projections have estimated total costs in excess of $1.6 million and we have established an initial payment plan using a 7-year payback period on borrowed funds from our reserves. This plan requires an annual assessment allocation of $45 per lot. The total assessment amount has remained the same for a third consecutive year by making adjustments to reduce the allocated assessments for Association Reserves and Debt Services for the water and sewer operations to offset this $45 increase. As we work through the recovery process, our actual expenditures will be evaluated and adjustments will be made based on the actual results of the recovery process. The assessment invoice provides Owners with the choice of two payment options. The first is full payment on or before March 31, 2016. When Property Owners choose this option they will receive a $20 discount on lots with sewer service or a $15 discount on lots without sewer services. The second option is an installment payment plan. The first installment requires 50% of the total assessment due ($585 for sewer lots and $500 for non-sewer lots) to be paid plus or minus any prior year balance amounts listed on the statements. The first installment payment is due on or before March 31, 2016. The second installment of $292.50 for sewer lots and $250 for non-sewer lots is due on or before May 31, 2016. The third and final installment of $292.50 for sewer lots and $250 for non-sewer lots is due on or before July 31, 2016. With either option, please make sure your payment is received before the due date. Payments received after March 31, 2016 and later will be assessed an additional late fee of $50. For the second and third installments, payments received after their due dates will be assessed an additional late fee of $25 per installment payment. Again, please make arrangements to ensure your payments are received by the Association on time.

2016-2017 Budget Process

In January, the Finance Committee and Board of Directors completed a review of the updated Five-Year Operating Plans for the Association. In

managers report February, our focus will be on completing the monthly projection reports for the next fiscal year and using this information to prepare cash flow projections for financial planning purposes. Our goal is to have the budget documents completed and submitted for final approval at the March Board Meeting. We are currently receiving quotes for insurance premiums related to general liability, workers compensation, and group health insurances. As is done each year, we will negotiate with our current insurance companies to limit rate changes while also looking into other options for additional insurance companies for better rates. We will review this information with the Board of Directors and make adjustments based on the direction we receive from the Board of Directors. As work slows and eventually ends for the winter, the disaster recovery fund will be reviewed and analyzed based on actual income and expenses incurred. With favorable weather conditions, we have managed to accomplish considerably more work than originally estimated for this time period. The vast majority of the common areas have been cleared with the remaining areas limited by access issues with boundary properties located near sections 14 and 19. Additional expenses are also anticipated as we will work through a second round of nuisance abatements on lots not showing adequate progress on or before July 2, 2016. We will continue to provide status reports on the recovery process and update members with revised cost estimates as more information is obtained and analyzed.

Lee County Agent – Delinquent Tax Properties

We received a list of properties from Lee County’s Delinquent Tax Agent on possible lots to be offered in the County’s sealed bid sale planned for later this year. Delinquent owners have until May 18, 2016 to redeem their taxes or the properties will be offered for sale by Lee County. The current list includes 13 Woodhaven lots. The lots have large delinquent balances, with an average outstanding balance of more $3,500 per lot. Woodhaven Owned Lot Improvements

In additional to the recovery process expenses, the Association has incurred significant expenses to clean up, repair, and improve more than 30 Woodhaven owned lots. Improvements have and will continue to include driveways and culverts where needed, along with water, sewer, and electrical repairs. Most of the lots will be offered for sale with about 5 or 6 receiving improvements for future use as a Coast to Coast or guest lot. Significant clean-up was needed on most of the lots with 13 properties located in the hardest hit sections of Woodhaven. Total expenses have exceeded the Lot Fund’s annual budget and we hope to recoup some of this investment from gains on the sale of these properties.

Lift Station Projects - #15, #16 & #17

The Board of Directors approved contract proposals from the Metropolitan Pump Company on three lift renovations projects with work

scheduled to begin shortly after Fall Fest Weekend. Lift station #15 proposes a contract price of $99,732; lift station #16 - $138,865; and lift station #17 - $122,575. Lift station #15 is a project that is similar to stations #2, #10, #11, and #26 with no extra work included with the project. Lift station #16 includes funding for a stationary generator at this location, which provides services for sections 19, 20, 22, 23, 25, 28, and parts of 16. Lift station #17 has the largest pumps within our system, which are needed to support a 6” forced main. The bids do not include sales tax and there will be some additional minor costs associated with each project. We have estimated the additional costs and taxes to be about $10,000 per station. Our budget for each project was established at about $157,800 per station.

• The Board of Directors accepted terms and conditions with Shady Oaks Country Club on a discount program for Woodhaven Property Owners. Owners or guests showing a Woodhaven Property Owner pass continued on p.6

managers report will receive a $5 discount on each 9-hole round of golf played at Shady Oaks ($10 for 18 holes, etc.). The terms and conditions are the same as prior year agreements and will apply to all rounds of golf played in 2016. Financial consideration included in this agreement is reconciled based on the actual rounds played at the completion of the 2016 golfing season. • The Illinois Environmental Protection Agency recently completed an engineering evaluation of Woodhaven’s water supply system, which included a site visit on January 6, 2016. This evaluation is conducted approximately every three years and is done to determine if your community water supply meets the requirements of the Illinois Pollution Control Board public water supply rules, regulations, and related standards. Based on this year’s evaluation, the Woodhaven water supply is in general compliance with regulatory requirements and no deficiencies were noted during the inspection. • Woodhaven staff members were in attendance at the 48th Annual Chicago RV and Camping Show in Rosemont, IL at the Donald E. Stephens Convention Center on February 17th – 21st.

directors report Snow & Ice Control Procedures

Snow plows and de-icers are used on property when warranted. Maintenance Department personnel will make a decision to plow (using a 2” depth as a guideline) and also when to apply ice control materials. When blinding conditions exist, all equipment will be pulled off the roads until it is safe to operate them again. Woodhaven Dr. East and West, Greenbrair Trail, Mayfair Trail, and Cranhurst Trail are priority roads. These roads are plowed and/or de-iced in their entirety first. Secondary roads and culde-sacs are plowed only after the priority roads are tended to. Specific problem areas will be handled as soon as possible, once the Maintenance Department has been notified. Emergencies should be directed to the Front Gate at 815-849-5915. The De-

partment of Public Safety monitors Channel 9 on the CB. Property Owners are required to remove vehicles completely from the road at all times during the snow removal process; citations will be issued to violators. Maintenance personnel are not authorized to plow lot driveways and plows will not be lifted at the entrance to each idividual driveway. Clearance of driveway entrances is the responsibility of the lot owner. Plows make several passes in order to widen the roads. “Windrows” are unavoidable. Please keep these procedures in mind when planning to utilize your property in the winter season.

directors report Clean up on Campsites slowed considerably for the winter; however, there continued to be contractors out and about working toward making repairs by the July 2nd deadline. Concerns have been voiced by some as to why so long, the Board wanted to give Owners every opportunity to clean up and repair their Campsite. However, Campsites that are not substantially in compliance with the rules on conditions will be subject to citations and, potentially, nuisance abatement. Concerns with hazardous conditions from dead trees on Campsites will be evaluated by the staff this summer and a recommendation for nuisance abatement will be discussed by the Board.

Project Status

As you are aware, three capital projects were postponed in order to address more immediate concerns of the Association, beginning with the Nature Center/Bait Shop. There seems to be some misinformation being dispensed regarding the replacement of this structure. The projected cost, in 2014 was $643,000, not $1,000,000. Included in this amount is funding for architectural and engineering fees, which were projected by staff at 10%-15% of the estimated project cost. The actual contract with Willett and Hofmann was broken into 3 phases for a total of $53,000. The design and bid document phases were completed just prior to the tornado. To date $44,125 has been spent on architectural fees and soil borings and testing. Some temporary repairs will be made to the roof this spring to get us through the next two seasons; this project is scheduled to resume in 2017. Pool 2’s deck expansion and thrill slide for $120,000 has also been postponed to 2017-2018; this project is scheduled to be completed in 2017 along with installing a new base for the diving board at Pool 1. Road conditions are always an unknown until the spring thaw; this year even more so. We have, for the most part abandoned the idea of using a cape seal process as we believe many of the secondary roads in the southern half of the property will need a new asphalt layer. A civil

engineer will be brought in later this spring to evaluate all of the roads and necessary repairs will be made as warranted.

Reforestation Program

More trees are on their way to Woodhaven! Two-thousand 2-3 foot pines will be arriving sometime in March, half of which will be available for sale along with approximately 600 of the hardwoods remaining from last fall. The remaining inventory will be planted in Woodhaven common areas. Hearing of our efforts to reestablish Woodhaven’s natural resources and habitats, representatives from the national and local chapter of Pheasants Forever have offered to provide the Association with 2,000 bare root pines. As has been the case since the beginning of our recovery efforts, we are humbled with the generosity of others. The Pheasants Forever tree donations will be made available to the membership at no charge. Plans for a Spring Fling Tree Sale/Give Away Program are underway, for more information please refer to the Tree Sale article on page 24. Trees planted last fall and this spring may not be the towering oaks and pines taken in the storm, but they are the future. We, the staff, look forward to working alongside you in developing new growth and new memories. What better way could there possibly be to celebrate 45 years of Woodhaven, then plan-ting for the future?!

WHEREAS, the Woodhaven Association (the “Association”) is governed by and through a duly elected Board of Directors (the “Board”); and WHEREAS, the Board has the responsibility of managing the affairs of the Association and establishing policy pursuant to the terms of the Declaration of Covenants; and WHEREAS, after carefully considering concerns raised by managers on the growing health concerns of certain varieties of blue/green algae, which contain high levels of toxins; and WHEREAS, the Board has discussed authorizing managers to close the bathing beach when toxin levels are believed to be a health risk. THE WOODHAVEN ASSOCIATION, INC A Corporation Not-for-Profit RESOLUTION AMENDING POLICY 09-110-0503 INTERPRETATION OF ROWBOAT AND CANOE

WHEREAS, The Woodhaven Association (the “Association”) is governed by and administered through a duly elected Board of Directors (the “Board”); and WHEREAS, the Board has the responsibility of managing the affairs of the Association and establishing policy pursuant to the terms of the Declaration of Covenants; and WHEREAS, on October 26, 2015 the amendments to the Declaration of Covenants, approved by the majority of Owners eligible to vote, were recorded in Lee County; and WHEREAS, the Board of Directors wish to adopt appropriate changes to policy in order to be consistent with the recent amendments. NOW THEREFORE BE IT AND IT IS HEREBY RESOLVED AS FOLLOWS: 1. That Policy 09-110-0503 shall be amended in its entirety and shall read as follows: C&R Article IV. P restricts the types of boats, which may be used on lakes at Woodhaven. The lakes at Woodhaven shall remain a recreational facility to be safely enjoyed by Owners in a manner which does not disturb the environment or impact adversely on the peace and enjoyment of fellow Owners. Certain types of small boats that are not propelled by internal or external combustion engines are permitted to be used on the lakes. Permitted boats include: 1. Deck boat/pontoon boats that are 16’ or less, determined by measuring from the stern to bow edges of the pontoon only. 2. Rowboats, including square ended fishing boats, bass, or jon boats

NOW THEREFORE BE IT AND IT IS HEREBY REOLVED THAT POLICY NO. 04-130-0213 IS AMENDED TO READ AS FOLLOWS: 1. Ownership of a Campsite by a trust is prohibited by Declaration of Covenants and Restrictions, Article II. Under one circumstance, however, ownership by a trust will not be viewed by the Board as a violation of the Declaration of Covenants. The Board of Directors shall consider properties held in trust to be the equivalent of a “natural Person”, and shall not seek enforcement of Article II(Restriction of Ownership of Campsites), where the trustee(trustees) of such trust designates in writing a natural person by name, address, and other contact information, which natural person shall be a current beneficiary of such trust, to be responsible for receipt of notices from the Association and/or the Board with respect to assessments, rules, violations, or other obligations of Property Owners at Woodhaven, and for purposes of voting as provided in 765 ILCS 160/1-30(i)(l)(vi). Such person’s written consent to the designation shall be required. In the event such trustee designates a natural person as described, the Board of Directors shall consider such ownership to be the equivalent of a “natural person” for purposes of ownership of a Campsite owned in trust, and the designee shall be entitled to Association privileges and subject to all responsibilities as a Member, and shall

WHEREAS, The Woodhaven Association (the “Association”) is governed by and administered through a duly elected Board of Directors (the “Board”); and WHEREAS, the Board has the responsibility of managing the affairs of the Association and establishing policy pursuant to the terms of the Declaration of Covenants; and WHEREAS, the Board intends to protect the privacy of the Association Owners and; WHEREAS, the Board has carefully reviewed the Association’s policy on access to Association records by a prospective purchaser, and they have discussed with Counsel the interpretation of the Common Interest Community Association Act concerning current Owners’ accounts with the Association. NOW THEREFORE BE IT AND IT IS HEREBY RESOLVED AS FOLLOWS: 1. That policy 04-100-0514 shall be amended in its entirety and shall read as follows: 04-100-0514 Access to Association Records by Prospective Buyers In the event of any resale of a Campsite by a Property Owner, the Board shall make available for inspection to the prospective purchaser the following: A. A copy of the declaration, other instruments, and any rules and regulations B. With authorization from the current Owner, a statement of any liens, including a statement of the account of the Campsite setting forth the amounts of unpaid assessments and other charges due and owing. C. A statement of any capital expenditures anticipated by the Association within the current or succeeding 2 fiscal years. D. A statement of the status and amount of any reserve or replacement fund and any other fund specifically designated for Association projects. E. A copy of the statement of financial condition of the Association for the last fiscal year for which such a statement is available.

F. A statement of the status of any pending suits or judgments in which the Association is a party. G. A statement setting forth what insurance coverage is provided for all unit owners by the Association. When applicable, all costs of inspection and copy shall be the responsibity of the seller. Penalties, Hearings and Appeal Section 1 Violations and Penalties 1. A violation of a suspension or restriction issued by the Board of Directors will result in an automatic hearing before the Board of Review 5. Suspension (3/14) In addition to or in lieu of penalties set forth above, suspension of, or restricted access to Woodhaven common property or use of Woodhaven’s amenities may be imposed where the Board finds that, because of the seriousness of the violation or other circumstances, the offender’s continued presence at Woodhaven would constitute a potential danger to Owners or guests of Woodhaven, and/or would impose a risk of disruption of the quiet enjoyment of Woodhaven’s Owners and guests. Citations issued for violation of this rule will result in an automatic review. Article VII. Land Usage and Construction Guidelines Regulating Lot Owner Improvements Section 5. Allowed Structural Improvements H. Yard Sales. Intentionally Deleted 1. No yard sales, garage sales, or product sales are to be allowed on any campsite except by special permit. A. Section 2. L. Portable/Temporary Screen Rooms and Overheads (6/13) 1. A Second Class permit with First Class setbacks is required. Portable/Temporary screen rooms and overheads placed on a property must maintain a First Class setback from the property lines, ie.; fifteen (15) feet from the front and rear and seven (7) feet from the rear of the property, right and left side. 2. A portable/temporary screen room or overhead may not exceed 200 square feet. 3. Portable/Temporary screen rooms and overhead are permitted from March 1st to November 30th and must be removed from December 1st to the end of February. The framework may remain; however, the screens and roof are to be removed. 4. A Portable/Temporary screen room may not be used when a deck overhead has been temporarily/permanently enclosed with screens. Section 7. Utilities Intentionally Deleted (see Article VIII Utilities, of the Rules and Regulations) The following water, sewer and electrical improvements shall be upon campsites in compliance with the Code and current trade practices. A. Sewer extension. 1. Sewer requires a minimum pitch of 1’’ per 8’ length. Shall require one 4’’ (Y) cleanout positioned toward sewer main, placed external of, but within 2’ of approved improvements outside perimeters. 2. All joints must be glued or of a rubber gasket type. 3. Inspection required by Utility Company before backfilling trench. 4. Pipe shall be SDR 35 PVC or equal. B. Water extension. Pipe shall be polyethylene class 160 or equal. C. DOT or ASME Containers. 1. NFPA 58-2004, Liquefied Petroleum Gas Code requires that the discharge from relief valve, vent discharge, and filling connection on either DOT cylinders or ASME containers filled at the point of use be not less than 10 feet in any direction from any exterior source of ignition, openings into direct vent appliances, or mechanical ventilation air intakes. Replacement containers filled at vendor shall be not less than 5 feet from above features. (3/08) 2. LP containers and fire pits must be a minimum of 20 feet apart in any direction including neighboring campsites. (3/08) D. Electric extension. 1. All electrical applications, extensions, upgrades and repairs must be done under ComEd and NEC requirements. 2. Undersized or frayed extension cords are prohibited. 3. All exterior switches, outlets and connections shall be constructed of weather tight manufactured boxes.

4. All connections shall be made in an accessible housing such as a junction box, switch box, or fixture base. 5. An electrical extension for an RV shall terminate in a NEMA 3R electrical enclosure, mounted on a post next to the RV. In no event shall the extension be directly connected to the RV. 6. Trees and vegetation shall not be used for support of electrical wires, lights or any electrical devices. Temporary electrical power and lighting installations may be permitted for special occasions. 7. If the owner or owners of damaged or otherwise compromised electric pedestals fail to make proper repairs or contact the Association with plans for repairs within 21 days of the date of notification from the Association, the Association may, in its sole discretion, take whatever steps it deems appropriate to remedy the condition and charge the adjoining owners of the pedestal, each 50% of the costs of remediation. E. Wastewater Holding Tank. 1. An auxiliary holding tank shall be constructed of concrete, fiberglass or other suitable plastic material, in accordance with Illinois Department of Public Health Standards to prevent leakage or seepage. 2. The capacity of an auxiliary holding tank shall be a minimum of 50 gallons and a maximum of 1000 gallons. 3. Auxiliary holding tanks shall be within applicable setback requirements. 4. Auxiliary holding tanks shall be buried underground or stored underneath the RV. When stored under an RV, the holding tanks shall be concealed by skirting, lattice material, etc. so as not to be visible by adjacent lot or roadway. 5. Auxiliary holding tanks shall be secured by galvanized metal strapping, cable or other non-corrosive material and anchored with auger-type anchors or concrete footings to prevent floating or other movement that may cause breakage of the connections. 6. All holding tanks shall be leak proof with no overflow possibility. 7. Waste line leading to the holding tank shall have a minimum pitch of 1” of fall per 8’ length of run. Joints shall be glued or of a rubber gasket type. Waste pipe and connections shall be SDR PVC or better. 8. Emptying connections shall be 50 feet or less from the emptying connection to the street or owner’s driveway for truck access. 9. Goose Management Update By the end of March, geese will begin nesting on property. Staff will continue in 2016 with management of the Canada goose population on property through our control program begun in 2006. We will be entering our 11th season of control efforts. Are we making any headway in these efforts? Over the past 10 seasons we have prevented the hatching of 2541 goose eggs representing 457 nests for an average of 46 nests located and 254 eggs/year treated and removed. We continue to see approximately 25-30 geese successfully hatch each season or hatched off property and brought onto Woodhaven property by the female goose. The number of breeding pairs, 60-70, has increased slightly over this time period. For the coming season, 2016, our Nuisance Permit will again allow for 60 nests to be treated and removed. The difficulty faced in this program continues to be locating the nests during the course of the nesting season which runs roughly late March through early June. As noted above,

there are geese nesting outside of Woodhaven property that raise their young on Woodhaven property once they hatch. Any nests off property cannot be treated under the limitations of the permit. We are having an impact on the resident Canada goose population, but not to the degree originally planned. The population has remained relatively stable despite successful nests Figure 1. During the sea- Lake, geese to stick around son, the flock has been broken up into smaller numbers across property which lessens the impact on any one area. Woodhaven and Pine Lakes continue to see the largest numbers of geese through the season. This is due to the large open mow areas around these two lakes which are preferred by geese for roosting and feeding. A hindrance to more effective control is the birds’ adaptation of nesting on top of building structures throughout property (Fig. 1). Approximately 80% of the nests are being built on top of building structures.

Open Market 2016 Registration is now open for the 2016 market season! Our Open Market will continue this year, with a wide variety of vendors selling all sorts of handmade and secondhand items! Our Open Air Market will occur on all major holiday weekends from 10 a.m.-3 p.m. and the dates for the 2016 season will be:

We will accept registrations for the Open Air Market on a first come, first served basis until the spaces have been filled or until the registration deadline, Monday two weeks before the event. The Open Air Market will take place in the same location, on the flat, shady area near the horseshoe pits. In this area, the only bathroom access available is handicapped accessible porta-johns. Recreation Complex bathrooms are over 100 yards away. Please keep this in mind when registering for the Open Air Market. As always, you must purchase enough booth space to accommodate your vehicle and/or trailer. There are no preferential spots for those with large trailers, and we encourage vendors to keep this in mind when sending in their registration form. Children’s Easter Egg Hunt

Saturday, March 19 The Department of Recreation and the Easter Bunny have teamed up once again to bring you an “egg-stra” special egg hunt! The hunt will begin at 12 noon at the Rec Plex. Registration and check-in will take place at the Q & Ice Box. Each child will be given a number and must search through the “Easter Field” for the eggs that share the same number. Everyone will receive a special prize. We will also offer a special section of the egg hunt geared towards our younger participants (ages 3 and under) who may not be ready for the number challenge in the “big” kids hunt. After the egg hunt, hop along with the Easter Bunny to the Creation Station where we will

be having a craft. The Creation Station will be open from 12-2 p.m. for children to make an Easter craft. (This is included in the egg hunt fee.) There is a $4 fee per child that participates. If you bring a non-perishable food item for the local food pantry, you will receive $1 off the fee. Items that are needed are: commercially packaged Easter candy, coffee, canned goods, boxed goods (ex. cereal, boxed juice drinks), and paper products (ex. diapers, Kleenex, paper towels). Bring your camera and capture the memories of your little ones enjoying this favorite Woodhaven activity. Be sure to see the Easter Bunny who will be hopping around at the activities! Woodhaven’ Reforestation Project As a continuation of our reforestation efforts, we will be offering another tree sale, along with the addition of a tree give-away. Pheasants Forever, national and local chapter, has donated a significant number of bare root trees, which we will be offering at no charge. There will also be a significant number of potted spruce for purchase from Vans Pines Nursery in Michigan, roughly 2’ in size. The varieties of pine offered were specifically chosen as they tend not to be the food of choice for deer. The sale and give-away will take place during Spring Fling Weekend, April 23-24 at the Family Center from 10 a.m.-3 p.m. This sale will also be combining Recreation’s Tree Sale and the Nature Center’s Give-Away. We will have roughly 600 3-4’ hardwoods from our Fall tree sale: Bur Oak, Hackberry, and Swamp White Oak($7); Two types of shrubs from the Recreation Sale: Lilac and Rose of Sharon($3); Three types of potted Spruce: Norway Spruce, Serbian Spruce, White Spruce($7); plus the donated bare root conifers from Pheasants Forever(free) and the usual seedlings from the Nature Center Give Away(free). Plans are in the works to also offer perrenial grass seed for sale. Payments will be accepted as cash, check, or credit card.

Tree Species Available:

Bur Oak - $7 The Bur Oak is a massive shade tree with stout branching reaching heights of 70’- 90’ tall when mature. The bark is light brown/gray and deeply furrowed on older trees. Acorns are almost completely covered with a furry bur like cap, they are preferred by wild ducks, turkeys, deer, rabbits, mice, squirrels, and other rodents. The Bur Oak tolerates stress from a wide range of soils but needs ample space to grow and full sun. The Bur Oak is a slow growing tree but can live for hundreds of years.

Hackberry - $7 The Hackberry has a broad crown with arching branches along with corky ridges and warts on the trunk and branches. The Hackberry is commonly called “one tough tree” by tree experts because it tolerates strong winds, pollution, heat, drought, and salt. A shade tree that grows to a height of 40’-60’ at maturity and grows at a medium to fast rate. The fruit produces small dark red drupes that turn dark purple as they mature in mid-autumn and are popular with winter birds and various butterfly species.

Swamp White Oak - $7 As the name suggests, the Swamp White Oak is adopted to moist sites, but is amazingly diverse. It has evolved a root system capable of living in both wet and dry sites. The Swamp White Oak commonly reaches 60’-80’ tall when mature and has a spreading form that can extend broader than the tree is tall. It also needs full sun and is considered a shade tree and is best known for the acorn bearing oak. This tree attracts game birds, game mammals, migrant birds, small mammals, and provides food and shelter for wildlife.

Norway Spruce - $7 The Norway Spruce is a fast growing (2-3’ per year) evergreen that has dark green needles that are 1 inch long, and can grow up to 5 ft a year in a good weather year. It never drops its needles, but keeps them on for up to 10 years. Its branches extend to the ground, giving excellent wind protection. It will grow to 100+ ft tall and 25+ ft wide, it is very wind firm due to its large spreading root system, and tough flexible wood. It can live a very long life in windbreaks of over 100 years in most soils, and is the most common old windbreak tree in the midwest. Serbian Spruce - $7 The Serbian Spruce is a medium to fast growing (2ft + per year) evergreen that has a needle that is 1 inch long and is dark green on the top and a silver on the bottom. It never drops its needles and holds them for up to 10 years. It can grow to 50+ ft tall and 20+ft wide, and like other spruces it is wind firm and has a tough flexible wood. Heavy snow and ice storms cause little damage to this tree. Deer do not like to eat this tree unless nothing else is available. White Spruce - $7 The White Spruce is a medium to fast growing (2ft plus) evergreen that has a light green or even bluish colored needles that are about 1 inch long. It has a strong evergreen smell when crushed and is one way to tell it from other spruce. It never drops its needles and can stay on for as long as 20 years. Its branches extend clear to the ground giving excellent low level wind protection. It will grow up to 60+ ft tall and 20+ ft wide; it is very wind firm with the large spreading root system and flexible, tough wood. It can live 80+ years in windbreaks and most

taxes vs assessments Woodhaven is definitely a great place to get away from the grinds of daily life—work, traffic, & noise. As with most hobbies and recreational activities, however, there are varying degrees of financial costs and expenses that go along with the fun and relaxation, and Woodhaven is no exception. When you make the commitment to yourself and your family to purchase recreational property at Woodhaven, you also make the pledge to accept the accompanying financial responsibilities. Two of the primary financial obligations involved at Woodhaven are the annual Association assessments and the yearly county property taxes. There is often a misconception the assessment and county tax bill are one in the same. It’s very important to learn and know the differences between these two expenses, what they provide, and who they are paid to.

Annual Association Assessment

When you purchase property at Woodhaven, you become a member of the Woodhaven Association. As a member of the Association, you are responsible to fund your ownership share of the Association’s annual budget. This budget includes annual operating costs, such as cost to operate facilities, including the pools, water and sewer facilities, and other amenities; providing programs and services; and maintenance of buildings and common grounds. Also included in the annual budget is a reserve fund, which sets aside a certain amount of cash for future improvements, emergencies or unexpected repairs and improvements. Every year Woodhaven’s Board of Directors and volunteer committees spend months reviewing past budgets and working with staff to determine current and future budgetary needs based on goals set by the Board. Through this process, the Board then determines each individual property’s share based on the number of billable properties at Woodhaven and Woodhaven’s overall budgetary needs. The budget process is well documented through the Woodhaven News and allows Property Owner input at several stages of the process. The process culminates in November of each year when the proposed budget for the upcoming fiscal year is presented to the members in an open meeting. The following fiscal year budget is typically approved by the Board of Directors at the December Board meeting. After the Board approves the budget, including the amount to be billed to each individual Property Owner, staff begins preparing the assessment bills, which are typically mailed to Property Owners in January each year, with a March 31 due date for the first installment payment. It is important to understand the individual annual assessment amount is based on the number of billable properties located at Woodhaven. Therefore, every billable lot with sewer service is billed the exact same assessment amount. Also, every lot without sewer service is billed the same amount as every other lot in Woodhaven without sewer service. And because the assessments are actually billed to each billable lot,

Property Owners that own multiple lots are required to pay an assessment for each lot they own.

Property Taxes

If you own a home or property somewhere other than Woodhaven, then you are probably well aware of what property taxes are and how they are assessed. For all others, property tax on real estate is typically levied by local government at the municipal or county level and they help support local education, police/fire protection, local governments and other local infrastructure. The tax is usually assessed at a percentage of two components—the value of the land, and any improvements or building value. At Woodhaven, assessed land values can vary greatly depending upon location within the property. For example, property on a lake would be assessed at a higher value than a lot not located near water. Structures and improvements at Woodhaven that can be assessed include free standing room additions, covered decks, and sheds. Park models, travel trailers, fifth-wheels and other RVs cannot be assessed as they are considered personal property. Woodhaven properties are located in Lee County, and as such, are taxed by the Lee County Treasurer’s Office. With more than 1,700 acres of property, Woodhaven encompasses two different townships and two different fire protection districts. Because of this, similar campsites may be assessed at slightly different rates based on what township or fire protection district they are located in. Tax bills in Lee County are usually mailed out in April or May of each year with due dates of June and September. A notice is included each year in the Woodhaven News when the Lee County tax bills are mailed. It is important to know these bills are mailed directly to the residential address of the Property Owner listed on the deed. If you, as a Property Owner, ever have a change of address(home address), you need to contact the Lee County Treasurer’s Office to provide them with the most current information so your tax bill can reach you. Remember, you are responsible for payment of your county taxes whether you received a bill in the mail or not! We have seen many situations where Property Owners have lost ownership of their lot to non-payment of taxes because the bill was not being sent to the correct address. The Lee County Treasurer’s Office can be reached at 815-288-4477; Woodhaven will not be able to answer questions regarding specific tax bills. Hopefully, this clears up any uncertainty or confusion between the annual association assessments and county tax bills. assessment information online payment option Pay Your Assessments Online As you may already know, we now have the ability to accept and process assessment payments online. To access the online payment link, you must first be registered and logged into the Property Owner password protected portion of our website. If you are not already registered, you can do so by navigating to the main page of Woodhaven’s website at www.woodhavenassociation.com. The registration link is on the bottom right hand portion of the page under the Property Owner Login button—“Need an Account?”. Please remember, in order to have an account, you must be a Property Owner and listed on the deed we have on file at the Association Office for the property with which you are registering. Once you sign up for an account, we will verify your information and ownership, which can take up to 48 hours, and then you will receive a confirmation e-mail with a temporary password to access the Property Owner portion of the site. These temporary passwords are system-generated, so we recommend you copy the password from the e-mail into the password field when logging in for the first time. When you are logged-in, you can change your password to one that is more personal to you. Once logged into the Property Owner portion of the site, you can access the assessment payment button on the main page of the Property Owner Dock on the bottom left hand corner of the page. You have the ability to pay an assessment installment payment or full balance online BY CHECK ONLY. Payments are made by Electronic Funds Transfer (EFT); we do not offer online payments by credit cards at this time. This link will direct you to a third-party payment processing site set up through First State Bank in Mendota. If you wish to make an assessment payment by credit card, you can do so by calling the Association Office at 815-849-5209, during normal business hours. There is a 3% convenience fee to pay by credit card. When making your payment, please reference your assessment invoice to pay the appropriate amount. If you did not receive an invoice by mail, contact the Association Office at 815-849-5209. You have two options to pay online: “QuickPay” If you simply want to go in and make a payment without saving your contact information, click the “Quick Pay” button. By using the “Quick Pay” feature, you will have to input your contact and banking informa-

tion on each subsequent visit to the payment portal. “Sign Up” If you plan on using the online payment portal to make multiple installment payments, it may be more convenient to sign up for the payment website. Once you sign up, all your contact and banking information will be stored securely so you will not be required to re-input your information with every visit to the payment site. The online payment portal is a separate website than the Property Owner Dock and does not use the same user name or password to log in. You must create a new user name and password to sign up for the payment portal portion of the website.
