The Multnomah County Sheriff’s Office is pleased to issue its 2018 Legislative Agenda, for the pending federal and state legislative sessions. The Sheriff’s Office is looking forward to working with its federal delegation, state legislators, criminal justice system partners, professional affiliations, and diverse stakeholder groups to advance sound public policy that furthers public safety (law enforcement and corrections) missions. Priorities of interest range to include:

PROCEDURAL JUSTICE: • Align the criminal justice system to focus on service, common strategy and strategic use of resources, because decisions that impact one area, ultimately impact all areas. • Fill gaps and improve quality of wrap-around services addressing homelessness, mental health and substance abuse to divert adults from the criminal justice system and reduce recidivism for adults in custody. • Promote thoughtful public safety training programming, track field-to-facility practice, and uphold systems of accountability, which further safety and community trust simultaneously.

GUN VIOLENCE REDUCTION: • Close the ‘boyfriend loophole’ to promote responsible gun ownership, protect domestic violence victims, and prohibit convicted individuals from buying a gun. • Formalize further mult-disciplined, comprehensive approaches to reduce gun violence through prevention, dispossession and investigation.

PRESERVE FUNDING for KEY PUBLIC SAFETY INITIATIVES: • Edward Byrne Memorial Justice Assistance Grant (JAG), Community Oriented Policing Services (COPS), Oregon Homeland Security Program (SHSP), Justice Reinvestment (JRI) and specialty assignments or task forces (e.g. DUII patrol, motor vehicle inspection, waterway enforcement, forest and open space management, SAFE Kits, officer safety equipment and training).
