PROTECTION NEEDS ANALYSIS:

With the action plan for verification of Syrian refugees 

Syrian refugees continue to seek safety and protection in large numbers in the region. On average more than 100,000 newly arriving refugees have been registered every month since the beginning of 2014. Maintaining access to safety for those fleeing conflict and continued protection from refoulement are the fundamental tenets of protection, and key elements of the protection response are registration, including through renewal of documentation, the multi‐sectoral prevention and safe response services to sexual and gender‐based violence (SGBV) and child protection systems as well as community participation and empowerment. The focus on host communities also remains a key element of the regional protection strategy.

in Iraq finalized, all countries in the region now have  biometric registration processes in place JUNE HIGHLIGHTS: In Lebanon, more than 16,000 survivors of sexual and gender‐based violence (SGBV) have received services to meet their needs since the start of the year, while more than 90 health service providers were trained on clinical management of rape in June alone. Over 1,000 partner, government and UN staff in Turkey have been trained on SGBV prevention, response and referral mechanisms this year. In Jordan, more than 7,000 survivors of SGBV have benefited from case management services so far this year. Orientation sessions were conducted in Zaatari and Azraq camps for field staff from the child protection and SGBV sub‐ sectors in June. Specialist support for SGBV has been provided to more than 400 people in Iraq and 80 in Egypt. Legal counseling, awareness raising and training continue to be important interventions to protect the rights of refugees. In Lebanon, more than 15,000 individuals have received legal counseling this year, while more than 63,000 have participated in legal awareness sessions. In Turkey training was conducted for around 170 government officials on international refugee law. In Jordan, more than 15,000 people have received legal information, counseling or representation since the start of the year. In Egypt, UNHCR conducted three awareness sessions on UNHCR mandate, the danger of irregular migration and the importance of respecting Egyptian laws. In Lebanon, child protection actors began the roll‐out of standardized operating protocols for emergency child protection case management, including training on implementing the guidance. In Jordan, a roundtable on legal and documentation issues in June made recommendations on preventing early marriage and improving birth registration. In Iraq, more than 55,000 children have access to psychosocial services in child and youth friendly spaces, while in Turkey almost 25,000 children and youth have participated in activities in Child Friendly Spaces in camps this year. In Egypt, 142 Best Interest Assessments for unaccompanied minors, separated children, and child spouses have been conducted this year.

As the refugee crisis shows no sign of ending, with limited prospects for voluntary return in safety, strengthening the resilience of refugees becomes essential. At the same time, increased resettlement, humanitarian and other forms of admission of refugees to third countries form part of the protection strategy offering a more durable solution for some of the most vulnerable refugees.

SYRIAN REFUGEES IN THE REGION:

Increased mainstreaming of protection in all humanitarian actions and sectors is required to prevent, identify, and address potential rights violations ‐ particularly for women, children, and others with specific needs. In this respect, an important priority is to reach out to new partners, including community‐based and faith‐ based organizations, to more effectively coordinate interventions and to ensure that services are delivered in a non‐discriminatory manner in accordance with protection and humanitarian principles.
