CONSUMERAFFAIRS RULES

December 13,2017 Honorable Thomas Wolf Governor, Commonwealth of Pennsylvania 225 Main Capitol Building

Harisburg, PA 17120 Dear Governor Wolf: As you may know, the House Labor and Industry Committee recently held a hearing on a proposal related to workplace safety for public employees. At the headng the Department of Labor and Industry testified in favor of House Bill 1082, stating that the agency "believes strongly that ALL Pennsylvania workers should be ensured safe workplaces and working conditions, regardless of their employer." Given this public support of modernizing the Commonwealth's safety standards for public sector workers, you can imagine my bewilderment at your lack of transparency with regard to the Inspector General's findings in the investigation into the treatment and safety of staff at the Lieutenant Governor's residence. Media reports have indicated that the Lieutenant Govemor's protective detail was asked to take "extJaordinary steps to beat ttafftc" and use emergency lights in non-emergency siruadons - cleady a safety risk to anyone in the vehicl., ur'*.ll ", those in othet vehicles on the road. You have also been quoted as personally expressing concern for the safety for the Commonwealth employees involved, and you referred to your order cancelling the protective detail and testricting the duties

of other residence staff

as "a necessary step to protect Commonwealth employees."

While I applaud many of the steps you have taken in response to these complaints, your refusal to release the findings of the investigation into the treatment of these employees is very troubling. If state laws providing for the safety of our prrbfic workets are ever going to be modernized, we need to begin the process with transparency from the top. Ultimately, House Bill 1082 may ot may not be the appropriate solution to Pennsylvania's antiquated safety standards for public employees, but the General Assembly and the public deserve to have all the relevant information at hand as we consider how to update our laws.

I urge you to

release these findings immediately
