1. INTRODUCTION/WELCOME 1.1

Welcome from Rally China

Dear Rally China participants, We are looking forward to welcoming you to Rally China, the Round 10 of the 2016 FIA World Rally Championship on 9-11 September. This will be the 2nd Rally China since the 1st one 17 years ago. Do thanks to major support from Beijing Municipal Government and LeSports, the local promoter. The Rally Headquarters and Service Park will be located in Beijing Yanqi Lake International Convention & Exhibition Centre, the venue for APEC meeting, which is an epitome of the fast growing Chinese economy. This wonderful and magnificent image will lead you to find a different culture here and exciting rallying experience with people loving this sport so much after 30 years’ development since the first rally event taking place on this land in 1985. Rally China showcases one of the most beautiful regions in Beijing with the podium ceremony for power stage at the foot of the Great Wall, a strong contrast with the modern buildings and facilities of the Convention & Exhibition Centre where the event starts. Some of the special stages had been used in 1999 when the 1st Rally China sailed, but with sealed surface now due to the rapid development of that region. For rally people, the sporting challenge of the Rally China roads will be an immediate attraction. We do believe the rally will contribute to the regional economy through the direct spending of rally visitors and unmatchable global media exposure. Meanwhile, we also promise to make our best efforts to reach a carbon neutral status by innovation and new ideas for environmental sustainability, which is a goal that set by the FIA and the international community. September in Beijing is praised as a “Golden Month” with clear and brisk weather. We look forward to seeing you then.

4. ENTRY DETAILS 4.1

4.1.1

Criteria for acceptance of entries and closing date

Those wishing to take part in the 2016 Rally China must send the completed official entry form (including co-driver details) to the permanent secretariat. The entry application will be accepted only if accompanied by the total entry fees or by a receipt issued by the competitor’s National Sporting Authority. This applies to ALL competitors, except Manufacturers and WRC Teams registered in the FIA World Rally Championship including WRC 2 and WRC 3 teams, who make their entries to the organiser using the entry form supplied by the FIA. All entry forms must be received before the close of entries on Friday 12th August at 1700hrs (UTC+8hrs). 4.1.2

5. SERVICE PARK(S) AND TYRE FITTING ZONES 5.1

Information about the Service Park

The Service Park and Rally Headquarters will be located in Beijing Yanqi Lake International Convention & Exhibition Centre, GPS Coordinates: 40o 22.706N and 116o 39.059E. FIA Priority Competitors can access the Service Park from 1000hrs Saturday 3rd September 2016. Non-Priority Competitors can access the Service Park from 0900hrs Sunday 4th September. Flexi Service, in accordance with FIA WRC Regulations Art. 51, will apply for the end of day service.

5.2

Facilities at the Service Park

The Organisers will provide the following facilities at the Service Park: • • • • • •

5.3

Tyre fitting zones

There will be no tyre fitting zone for the rally.

6. TWO-WAY RADIO 2-way radios are permitted to be operated only on government controlled and designated frequencies in The People’s Republic of China. Users must send the radio information (model /quantity/frequency) to the Permanent Secretariat by Wednesday 20 July 2016. The following frequencies are available for use: 150.275-150.375MHZ / 150.625-150.875MHZ / 151.575-151.925MHZ

7. FUEL / TYRES 7.1

FIA Fuel

All Priority Drivers are required to use FIA Fuel. The supplier appointed by the FIA for 2016 to carry out fuel ordering, fuel supply and refuel services is Panta Distribuzione S.p.A, member of MOL Group. Non-Priority Drivers may use FIA fuel or standard Pump fuel available from organizers per order form on rally website. All competitors using FIA Fuel must place their fuel order directly with Panta Distribuzione S.p.A no later than 20th July 2016. Fuel Order

The Order Form issued by Panta Distribuzione S.p.A will be available on the Rally China website www.rally-china.com. The order deadline for Rally China is Wednesday 20 th July 2016 Please contact Panta Distribuzione S.p.A for the cost of the fuel, including refuelling service. All competitors are required to fit FIA specified refuel couplings, except Non-Priority Drivers using a car which retains a standard fuel tank.

7.2

The pump fuel will be available from the organizers, full details will be advised in Rally Guide 2.

7.3

Remote Refuel Zones

Remote refuel zones will be established as follows: Friday 9th September in Tanghekou, following SS1, SS3, SS4, and SS6.  Saturday 10th September in Baoshan, following SS7 and SS10.

7.4

Tyres

All entrants are reminded of the need to comply with 2016 WRC Sporting Regulations Art.60, regarding tyres that may be used. The requirements vary depending on class of car and the Priority of the driver. For all entrants each tyre must have a specific moulded barcode supplied by an FIAapproved barcode supplier. IMPORT OF VEHICLES AND SPARE PARTS The easiest way to temporarily import rally and support vehicles, parts, tyres and components into China without payment of customs duty and tax is under an Temporary Import Permit, the gate way approved is BEIJING AIRPORT and TIANJIN SEAPORT. Shipments are under Customs supervision until Physical Inspection is completed at the service park in Huairou, Beijing. 11.2

Accreditation Procedure

As a round of the FIA World Rally Championship, Rally China must adhere to the media guidelines as set out by the FIA, the international governing body of motorsport. Please read the following guidelines carefully and ensure all the information requested is supplied with your accreditation application and it is sent to the appropriate address. Accreditation provides access to the event Media Centre, and other designated areas as specified for individual pass holders at the Service Park, on Special Stages, the finish podium and other locations.

11.3

Types of Accreditation

There are two types of accreditation: Event Accreditation and Permanent Accreditation. Event Accreditation is issued to media outlets and individuals on a temporary, event by event basis. Permanent Accreditation is issued to media outlets and individuals who attend the majority of events throughout the season. These media are issued by the FIA with a photographic accreditation and permanent tabard.

11.4

Event Accreditation Process

Applications from outlets and individuals representing press, radio, agencies and websites must be received by the Rally China Accreditation Manager by Wednesday 10th August. Guidelines and an application form are available on the event website and the application must be submitted with supporting documentation as specified in the Accreditation Guidelines accompanying the form to [email protected] of Rally China. Accreditation requests from international press, websites and news agencies should be submitted by Wednesday 10th August on-line at: https://acr.fia.com/ECR/jsp/_login.jsp?language=0 Accreditation requests from TV, PR and Promotional Photographers and international radio should be submitted via the Championship Promoter ([email protected]) and copied to [email protected] by Wednesday 10th August

Time Zone

The Time Zone for Beijing in September is UTC + 8 hours.

12.3

Currency

The renminbi is the official currency of the People's Republic of China, which basic unit is Yuan. The ISO code for renminbi is CNY. The currency is often abbreviated RMB, or indicated by the sign¥. The decimal currency system is used, with 100 cents equalling one Yuan. The notes are ¥100, ¥50, ¥20, ¥10, ¥5 and ¥1. The coins are ¥1, 50 cents, 10 cents, 5 cents, 2 cents and 1 cent. Foreign currency and traveller’s checks are not to circulate in China, so you have to exchange them for Chinese Yuan only at Bank of China or the banks' cash centers at major airports and hotels. Chinese Banks are open daily throughout the week from 9am-5pm.
