Day One, September 6, of the workshop will provide a track for assisted living and a track for skilled nursing facilities focused on survey preparedness. Presenters will cover how to prepare for a survey, what to do during a survey, and what to do once a survey has been completed. The day will finish off with a general session on building an effective relationship with your survey team.

Day Two, September 7, will focus specifically on the latest information on the CMS emergency preparedness rules going into effect in November. Presenters will outline developing an “all-hazards” approach to your emergency plan as well as setting up an incident command system. The afternoon session will feature an emergency table top exercise that will allow attendees to work collaboratively in managing an emergency situation.

CONTINUING EDUCATION This course is approved by the Department of Social and Health Services for 7 continuing education units for assisted living professionals. This course grants up to 13 continuing education units and meets the requirements of Chapter 246-843-130 WAC for continuing education for skilled nursing professionals.

COURSE FACULTY Jonathon Bashford, Attorney, is an Associate with Lane Powell PC in Seattle. His practice focuses on regulatory advice and litigation on behalf of long term care providers including skilled nursing facilities, assisted and independent living facilities, and other clients in the health care sector. Prior to joining Lane Powell, Jonathon was an Assistant Attorney General for the Social and Health Services Division of the Washington State Attorney General’s Office. He has extensive experience in Medicaid state plan and waiver programs, administrative procedure, state rulemaking, regulatory enforcement, licensing, compliance, complex litigation, and appeals. He also practices in the areas of health care facility certificates of need, the Americans with Disabilities Act, guardianships and estates, HIPAA, administrative procedure, and public records. Lori Heiner, RN, MN, is directly responsible for supporting WHCA member assisted living providers through regulatory clarification, nurse consultation, facility system evaluation, advocacy, and education. She is responsible for developing and implementing WHCA policies and programs toward these goals. Prior to joining WHCA staff, Lori spent 20 years with the Department of Social and Health Services (DSHS) and Residential Care Services (RCS). Her career began at a skilled nursing facility in Spokane and has been devoted to long term care ever since. Lori started with RCS as a Nursing Home Surveyor and worked as a Field Manager in the Spokane Region 1 office for 15 years. As a Field Manager she was responsible for the management and supervision of licensing, inspection, and complaint investigation staff for assisted living and skilled nursing facilities as well as adult family homes. Elena Madrid is WHCA’s Director of Regulatory Affairs, and spends much of her time focused on assisted living quality and support. Her background in both assisted living and skilled nursing provides a great resource to nurses practicing or aspiring to practice in assisted living. Elena has an extensive background with DSHS Residential Care Services where she was a field manager with oversight of assisted living and skilled nursing communities. As field manager, Elena was responsible for the supervision of licensors, surveyors, and complaint investigators for assisted living communities, skilled nursing facilities, and adult family homes in eastern Washington. Elena has also worked as a director of nursing in both assisted living and skilled nursing. She is a registered nurse and brings a wealth of knowledge regarding long term care requirements and the regulatory issues affecting long term care providers. Carin Marney, Attorney, focuses her practice on representing long term care providers, including assisted living, skilled nursing, and independent living facilities, and other health care providers. Carin routinely advises and represents clients in regulatory matters, such as resolving

and avoiding licensing disputes, compliance programs, transfers and discharge, surveys, licensing and certification. She has also defended long term care clients and other health care providers throughout the Pacific Northwest in high profile litigation involving allegations of neglect and abuse of vulnerable adults and wrongful death, and in disciplinary matters brought by the Department of Health. Additionally, Carin represents businesses and other professionals in complex litigation involving commercial and personal injury disputes. She is AV Preeminent® rated by Martindale-Hubbell®. Carin serves as the Vice Chair of Strategic Activities for the American Health Lawyers Association’s Alternative Dispute Resolution Affinity Group. Vicki McNealley, PhD, MN, RN, is Corporate Director of Quality Assurance for Village Concepts and has been involved in assisted living since 1999. She has an extensive background in health care and assisted living. Previously, Vicki served as Director of Assisted Living for the Washington Health Care Association for nine years, where she developed administrator and nursing systems and provided consultation to assisted living owners, administrators, and nurses. Vicki has served as a national award-reviewer for the American Health Care Association and worked closely with the American Assisted Living Nurses Association to develop its certification exam. Vicki is a registered nurse with a master’s degree in community health nursing and a doctorate degree in nutrition. A passionate teacher, she has been a community instructor for 11 years and continues to develop and teach continuing educational programs specific to assisted living. Stan Szpytek is the president of Fire and Life Safety, Inc. (FLS) and a founding member of the Emergency Management Alliance (EMA). FLS is a consulting firm that provides life safety, risk management, and emergency preparedness programs for providers of all types with special focus on long term care facilities and senior services. Mr. Szpytek is a former deputy fire chief and fire marshal with a Chicago area fire department having served the community for 26 years and honorably retired in 2003. He is also the Life Safety/Disaster Planning Consultant for the Arizona Health Care Association (AzHCA) and California Association of Health Facilities (CAHF) and works with several state health care associations around the country. Steve Wilder has spent the past 30 years in safety, security, and risk management. He has provided consultation services to hundreds of clients, including government, education, manufacturing, retailing, healthcare, and industry. In his healthcare corporate career, Steve served as Hospital Director of Risk Management, as Director of Safety and Facility Management for a senior service agency with 15 facilities, and as Corporate Director of Safety and Security for a healthcare system with 10 hospitals and 15 long term care facilities. Steve is a founding member of the Emergency Management Alliance (EM Alliance).
