ANNUAL PROGRAM & SERVICE ORGANISATIONS Closing Date: Monday, 30 June Panel Meetings: • Service Organisations: Monday, 11 August • Annual Program (Visual Arts): Tuesday, 12– Friday 15 August • Annual Program (Performing Arts): Tuesday, 19 – Friday 22 August The Arts and Cultural Development Program (ACDP) Annual Program category provides NSW based organisations funding towards the costs of delivering arts and cultural programs on an annual basis and the Service Organisations category supports provision of services to members of the arts and cultural sector in NSW. In both cases funding contributes towards an annual program of activities delivered throughout the calendar year. Annual Program The Annual Program category supports sustainable art and cultural organisations and infrastructure that will improve arts and cultural activity, innovation, excellence and development. Organisations are expected to employ and develop NSW professional artists and arts/cultural workers and increase access by and engagement with diverse artists and audiences. The organisations funded under this category are expected to demonstrate best practice governance and financial management. Service Organisations The Service Organisations category supports organisations that deliver expertise, key services and critical functions to the NSW arts and cultural sector, particularly in ACDP priority areas. It is anticipated that organisations will build the capacity of the sector through relevant programs and activities and, for some, stimulate arts and cultural development through the delivery of a small grants program. Through the provision of timely and relevant advice and information to government and the sector, and undertaking research, data collection and analysis, service organisations support the professional development of the sector. Organisations applying under the Annual Program category that have a history of three consecutive years of Arts NSW program funding and an annual turnover of over $100,000 were able to submit an Expression of Interest for Multi-year Program funding from 2016. Applications were assessed by a panel of peers against the General Assessment Criteria: 3

Artistic and Cultural Merit - or Artform and Sector Development for Service Organisations - (Quality)

Engagement and Participation (Reach)

Viability (Health)

Budget (Health).

ASSESSMENT FEEDBACK There was a high standard of applications from across the sector with appropriate regional reach and artform spread. The range of applications demonstrated that arts and cultural activity in NSW is innovative, vibrant and inclusive.

2015 Annual Program Recommendations by Artform Collections and Cultural Heritage, $85,000, 2% Visual Arts (including Craft and Design) , $924,160, 24%

Theatre, $848,898, 22%

Community Arts and Cultural Development, $328,100, 9% Dance, $279,023, 7%

Literature, $308,500, 8%

Multi artform, $725,452, 19% Music, $333,527, 9%

The strongest applications came from organisations that clearly articulated the artform areas they operated in and detailed their strategies for audience engagement. In this regard, the Performing Arts sector, in particular, presented detailed artistic programs and addressed key priority areas well. There is a high level of artistic vibrancy across the state particularly in regional NSW. Regional galleries demonstrated that they deliver programs and activities that are significant in their communities and they are, in most cases, well supported by local government. A number of significant Aboriginal organisations were recommended for support in this round. Other organisations that engage with, and are supported by, Aboriginal communities were also recommended for funding.

4

Applications from Western Sydney based organisations were generally comprehensive and well developed – all applications for Western Sydney were supported and many were approved to apply for Multi-Year Program funding in 2015. The museum sector was not well represented in this round. It should be noted however that Arts NSW also devolves funding to Museums & Galleries NSW with additional support provided to this sector through this smaller grants program. Arts NSW is currently reviewing the devolved funding process and will consider how this program supports museums to applying in the future. Despite an improvement in the quality of applications from the literature sector over previous years, the strategic and program planning capacity of organisations in this artform area could benefit from talking with other art forms. Arts NSW will also look to support these sectors to build their capacity. Many organisations were supported to apply for Multi-Year Program funding in 2015. To be competitive in the Multi-Year Program round these organisations will need to demonstrate their strategic approach and business planning skills.
