Brief Description of ECHO: The National Wildlife Federation, Early Childhood Health Outdoors Initiative is launching a call for proposals to select a design team to design and build permanent outdoor learning environment components for Early Childhood Centers in Northglenn and Longmont, Colorado. This call for proposals is open to landscape architects, architects, artists, and multidisciplinary teams comprised of at least one student and professional. Early Childhood Health Outdoors (ECHO™) connects young children to nature by improving the spaces where they spend time each day – child care centers, parks, and schools – transforming traditional playgrounds into natural, engaging, dynamic outdoor learning environments. The vision of ECHO is: “All young children in Colorado have daily access to quality outdoor learning environments supporting cognitive, physical, social, and emotional development.” ECHO is based on a decade of research on the Preventing Obesity by Design model showing that young children benefit from improved outdoor spaces and trained early childhood educators:    

Children are more physically active and engage in social interactions more often. Providers plan longer stays outdoors. Hands-on gardening encourages the consumption of fresh fruits and vegetables And parents are more likely to linger at care centers, improving community experience.

Brief Description of Requirement: ECHO invites designers to imagine magical spaces where children can grow, learn, and play outdoors. This is an opportunity for a university student(s) to learn about the industry by working with a professional(s) as well as designing and building a real-world project that can be used in your future portfolios. This is an opportunity for professionals to give back, mentor students, meet new professionals in a different field and learn about designing for young children ages birth to 5 years old. Applicants have the chance to be creative, build an actual piece for a site, work within a budget, and network and grow your careers. Eligibility: Applicants are limited to one proposal as a multidisciplinary team on both proposed projects. Each proposal must include a landscape architect, architect, or engineering student member and one professional paired up together. The ECHO team encourages participants to form multidisciplinary teams to include an artist, designer, engineer, teacher, etc. The maximum team size is 5 individuals. Emerging design professionals are encouraged to submit a design.

Project Description: The ECHO team, with support of ASLA Colorado, is seeking two teams, one team for each component, to design permanent outdoor learning components for early childhood care facilities. See criteria below: 

Wild Plum Center for Young Children & Families, Longmont, Colorado: o Greenhouse Structure  Space Allocated: 10’ x 10’  On North side of a building on property line



Step by Step Child Care, Northglenn, Colorado: o Outdoor Raised Loft  Space Allocated: 10’ x 10’  Underneath a side porch of a building.  Will need to consider safety considerations for children including: plexi-glass along rails  Precedent images encouraged

Designers are encouraged to design with low costs in mind. (Maximum budget of $2,000). If it is at a larger cost, designers are encouraged to solicit donations or grants for materials or other expenses to build the design. Visiting the Sites: The sites are not open to the public. The ECHO team will schedule an opportunity to visit the sites and meet the Director of each facility for participants. Deadline to Submit Proposals: The deadline to submit proposals electronically is Friday, April 27, 2018 at 5 pm MST. Applications submitted after the deadline will not be accepted. Selection Process: The ECHO Outdoor Learning Environment Components will be selected by a jury on the basis of:  The creative response to design and build components within a budget;  The originality, coherence and clarity of the concept and creative approaches;  The contribution of the proposed pieces to the learning and play abilities of the children at the center;  The ability of the proposed pieces to withstand long-term maintenance and weathering;  The use and incorporation of ecological and sustainable principles in the design and construction.

The selected design teams will be announced on May 18, 2018. All participants will be notified by email of competition results. Project Oversight and Construction:  Low cost, affordable spaces built with community resources and donated materials.  Community work day with parents, teachers, and children. Build Date: The proposed build dates of the components will be in Summer/Fall of 2018 pending costs of proposals and materials collected. The proposed budget for the creation and construction of each piece is a maximum of $2,000.00. (Pending design and approvals from directors of each center) Presentation of Entries: The proposal must be sent electronically by Friday, April 27, 2018 at 5 pm MST. The proposal must be sent in as 3 separate files: A. 2 PDF files presenting the PROJECT without the designers’ name to assure anonymity (Maximum 10 MB.); B. 1 JPG image presenting the PROJECT (maximum 13 MB.) C. 1 PDF file identifying the DESIGNERS of the members of the TEAM (maximum 5 MB.) A. 2 PDFs (maximum 10 MB., 300 dpi and RGB mode), presenting the PROJECT with the following documents, in this order (making sure to present the information without the name of the designers):  A schematic 11” x 17” with: i. A 250-word text describing the concept and presenting the experience offered to children and visitors of the center. The written description should have an explanation of how nature, wildlife, safety, and maintenance are included in the design and building of the components. ii. A Building Plan with details and material call outs iii. An Opinion of Probable Costs (as an attachment) iv. Precedent images B. 1 JPEG Image presenting the PROJECT:  An overall view of the project in JPEG. Maximum size: 13 MB. C. 1 PDF file (maximum 5 MB.) identifying the DESIGNER or the members of the TEAM and presenting the following documents, in this order:  Presentation page 11” x 17”: i. Title of the project; ii. Name of the members of the team with their profession and focus of study; iii. An 80-word presentation of the team;

iv. Your answer to the following question (70 words): In what way, in your view, will your project contribute to the growth and development of children with nature and wildlife in mind? Complete information (address, telephone, email, and website) or the primary contact person of the team.

Please avoid compressing your text or images in bitmap in the PDF files. By taking part in this call for proposals, candidates authorize The National Wildlife Federation and ASLA Colorado to make public, exhibit, and disseminate their proposals and design concepts. The National Wildlife Federation and ASLA Colorado will be exhibiting all the proposed projects for this competition online.
