Request for Proposal Commercial Incentive Program 1. Introduction Kentucky Power (“KPCo” or “Company”), with headquarters in Frankfort, Kentucky, provides service to approximately 175,000 customers in all or part of 20 eastern Kentucky counties. This includes approximately 30,000 commercial customers. Kentucky Power is part of the American Electric Power system, which is one of the largest electric utilities in the United States, delivering electricity to more than 5 million customers in 11 states. KPCo seeks bids from qualified firms to serve as the program implementation contractor (“Contractor”) for the Commercial Incentive Program (“Program”). KPCo is issuing this Request for Proposals (“RFP”) for program delivery through 2018 with a possible optional extension upon excellent performance, as solely determined by KPCo, should this program be extended. However, current planning is for all contracts to be competitively re-bid at the end of contract term. Contractors will be required to submit a “pay for performance” budget estimate based on a fully loaded cost of implementing this program in a turnkey manner. Additional details and requirements are included in this RFP. The Program encourages commercial customers to purchase and install energy efficient equipment. The target market is all commercial customers that receive electric service from KPCo. The program is designed to help commercial customers save energy through a broad range of energy efficiency options that address all major end uses and processes. •

Prescriptive Rebates. Participants select energy efficient equipment from a pre-qualified list. Rebates are issued to customers upon completion of the project and submission of the rebate application. The measures incentivized, including lighting, HVAC equipment and motors, are proven technologies that are readily available with known performance characteristics.



Custom Rebates. Equipment that does not qualify for a prescriptive rebate will be eligible for a custom rebate. Applications must be pre-approved by the Contractor before the equipment is purchased and installed, and projects must have a Total Resource Cost Test benefit-cost ratio of at least 1.0.

Rebates per year are limited to $20,000 per customer. Multiple rebate applications for different measures may be submitted. Rebates will be issued upon completion of the project.
