I) INTRODUCTION: The United Nations Office for Project Services (UNOPS) through its work on health projects globally has identified the need for better planning, inventory control and logistics management information systems in Health supply chains. For that reason UNOPS is analysing this need and conducting market research for Electronic Health Logistics Management Information Systems (eLMIS) and associated tools, specially intended for use in healthcare centers, central medical stores and warehouses. In this RFI, UNOPS intends to identify potential suppliers and to gather ideas from industry. This RFI will support ongoing market research to identify;

Firms capable of providing suitable software solutions (software developers) and Firms providing health software implementation expertise (software implementors) New innovations in software, its application and/or implementation

This market research shall be conducted at NO COST TO THE UNITED NATIONS. Suppliers may be requested, as part of this RFI, to present to UNOPS their product.

II) SPECIFIC REQUIREMENTS / SOFTWARE INFORMATION Below are listed some of the typical functionalities of an eLMIS software system. Please note that the below does not form a specific requirement, but the purpose is to give general guidance to potential software developers and/or implementers on what kind of functionalities are required: 1. Type of products covered – i.e. pharmaceuticals, medical consumables and devices, mosquito nets, cold-chain items etc. 2. Inventory tracking – ability to track information about value and amount of stock on hand (usable stock available), including goods receipt, transportation and distribution 3. Expiry and batch monitoring – ability to track individual batch numbers and product expiry dates throughout the system

4. Quantification and forecasting – ability to quantify and forecast, consumption using stock history analysis, including losses and adjustments. 5. Clients’ order management – ability to track requisitions and orders from different points within the supply chain. 6. Quality monitoring records – product related information, with special focus on temperature monitoring for cold-chain items and management of substandard, falsified or recalled products. 7. Inventory accuracy – ability to facilitate stock counting (e.g. cycle counting and annual stock take) 8. Warehouse HR management tool – ability to plan resources for specific functions 9. Reporting - functionalities, interface, ease of use, including GIS positioning and mapping 10. Ease of operation – connectivity with mobile devices, ability of the system to operate offline, low bandwidths friendly version especially in areas with poor connectivity, etc 11. Technical requirements, interface features and requirements (especially to work in connection with existing government systems) and implementation support available 12. Adaptability – ability to adapt the system to meet the needs of health supply chains for different items and in developing contexts and countries 13. User licenses - number of licenses allowed, number of users at one time 14. Languages - availability in different languages Bidders can propose any type of software designed for the consistent and timely delivery of medicines and other medical supplies to consumers in developing countries. However, it is preferred that the product is currently available in the market and real-life case studies of the software can be provided. Systems should be able to work within national Ministries of Health (MOH) networks, which are normally operating under limited funding and resources, poor infrastructure and internet access, geographic and climate-related challenges and with a growing demand for medical supplies, which frequently come as emergency requests. Bidders can also provide information on new innovations. This includes software innovations and/or innovation in the application or implementation of such software.

III) RESPONSE REQUIRED Taking consideration of the above mentioned background, this RFI requests the sharing of the following information with UNOPS: 1. Corporate Profile and Organizational Experience: Name, organization, description and contact details of focal point. The profile of your company/institution and experience in developing and implementing logistics and supply chain electronic tools and the related training and development of training materials. 2. Description of the software/tool and clear summary of technology features. 3. Training materials development and facilitation capacity 4. General price indication (if possible) and method of billing for the project implementation, including onsite training to end users (Budget estimation in function of the country of implementation) 5. Any additional information that you consider relevant to your offering in the market and that you think we should know regarding your products and services.

Responses will not be treated as proposals, but may be used to create any subsequent Request for Proposal (RFP) / Invitation to Bid (ITB).
