Request for Proposal

I.

GENERAL

Upper Makefield Township, 1076 Eagle Road, Newtown, PA 18940, invites proposals for LANDSCAPE ARCHITECTS to provide a plan for roadside area landscape restoration along portions of Taylorsville Road and River Road, Upper Makefield Township. The Township of Upper Makefield is interested in receiving proposals from qualified Landscape Architects fully experienced and competent to perform the tasks defined in the Scope of Work below. A pre-bid meeting will be held May 12, 2017 at 11 am at the Upper Makefield Township Building. Site visits are the responsibility of the applicant, but are recommended prior to the pre-bid meeting. Proposals will include the firm’s capabilities and resources, examples of relevant projects, references of at least three recent, similar projects. Proposals will be evaluated by Upper Makefield Township Manager. Final acceptance of any proposal shall be based on the proposal which will, in the sole opinion of the Township, best serves the interests of the project. Price shall be only one of several considerations. Sealed proposals (eight (8) copies plus a digital copy) shall be submitted to the Office of the Township Manager, 1076 Eagle Road, Newtown, PA 18940, by 2:00 pm, May 22, 2017. Nyman, Interim Township Manager, at 215-968-3340 but no change to the RFP will be accepted based upon any verbal conversation as any change in the RFP must be in writing.

As part of a comprehensive utility upgrade by PECO, a significant amount of existing mature vegetation was removed along sections of Taylorsville and River Roads. The purpose of this project is to generate a sustainable, minimal maintenance, restoration landscape design for the portion of roadside area that was cleared. Appendix A delineates the five (5) project areas.

III.

SCOPE OF LANDSCAPE ARCHITECTURAL SERVICES All proposals shall include a work plan for the preparation of a comprehensive landscape restoration plan, assistance through the project bid process, construction administration services during the installation of the plan, and the preparation of a management plan for the maintenance of the installed landscape restoration. A.

Phase One – Conceptual Planning

1. The project team will prepare a site inventory analysis plan that includes conducting a visual survey of the project limits and an environmental analysis to determine the opportunities associated with the reestablishment of the roadside landscape including canopy, understory, ground plain vegetation, and management of any existing invasive species. 2. The project team will prepare both a typical and a minimal concept landscape plan for the review of the project committee, Township staff, and PECO representatives. The plans will include location and character of vegetation types addressing the individual characteristics, including consideration of any riparian corridor areas and stormwater concerns, of the 5 project areas. Typical cross sections and photographs of recommended plants should be provided for review. 3. This phase includes two meetings. The first meeting will be a project kick-off meeting with the Township staff, utility company representative and project committee to understand the project goals. The second meeting will be a presentation of the concept landscape plans to the project committee. This meeting will provide input and direction for the preparation of the final design that will be incorporated into construction document plans. B.

Phase Two – Construction Documentation

1. The project team will prepare construction documents including plans, specifications, an opinion of probable costs, recommend cost control measures as requested, and any other information necessary for the Township to bid the construction of the project. The plans will be prepared to adhere to PECO, PennDOT and Township standards.

2. The project team will provide support services during the bidding period including, but not limited to, attending the pre-bid meeting, responding to requests for information, reviewing the qualifications of the bidders, reviewing the bids in detail and making a recommendation relative to the selection of the contractor. 3. This phase includes two meetings. The first meeting will be at 80% completion of the construction documents with the project committee. The second meeting will be the pre-bid meeting. C.

Phase Three – Construction Administration

1. The project team will provide timely responses to requests for information, review of change orders, periodic observation of construction activity and punch list preparation to insure the successful completion of the project. 2. This phase includes six meetings. The first meeting will be a preconstruction meeting. The balance of the meetings will be construction observation and project status meetings. D.

Management Plan

1. The project team will prepare a landscape management plan requiring minimal maintenance of the landscape restoration installation. The plan will include detailed management techniques and a minimal maintenance schedule to insure the success of the landscape installation. This document will include plans and specifications as necessary to address the township’s capabilities.

SCHEDULE Upper Makefield Township intends to complete this project for mid-summer bidding with a possible Fall 2017 or Spring 2018 installation.

V.

FEE STRUCTURE AND STAFFING Upper Makefield Township will engage a firm for Landscape Design services on a fixed fee for service for each of the five (5) areas. The proposal shall outline the proposed schedule for the week, the number of professionals involved and resumes. Permitted reimbursable costs shall be listed for consideration. The following costs shall be included in the above fee and are not reimbursable: 1. Long distance and mobile phone telephone charges. 2. Regular postage charges. 3. Consultant travel expenses (including mileage, tolls, meals, and other charges) for travel to and from the project site. 4. Reproduction of working documents for Owner’s or Consultant’s review during the design process.

VI.

PROPOSAL RESPONSE All costs associated with preparation and responses to this Request for Proposal are the sole responsibility of the Landscape Architect. The Township reserves the right to use any and all ideas presented in a proposal without incurring any obligations to the Landscape Architect. All proposals become the property of Upper Makefield Township. VENDOR QUALIFICATIONS Consultants submitting a proposal must have prior experience in design of similar types and scale of work. The following vendor qualification information must be included in the proposal response: 1. 2. 3. 4.

Number of years in business and evidence of Professional Licensure. Names and resumes of principals. Statement as to the independence of the firm. Detailed description of three (3) prior and/or current contracts in which the firm has provided similar relevant services, including photographic examples. 5. Names and resumes of individual(s) available to be assigned to the Upper Makefield Township project, including specific information on prior experience. 6. Additional information to support the qualifications of your firm to meet the requirements of Upper Makefield Township. 7. Client references.

VII.

PROPOSAL EVALUATION FACTORS

Upper Makefield Township reviews and evaluates professional service contract proposals with the same standard used to hire other consultants. In addition to meeting all required qualifications, the Township may contact actual customers to discuss their satisfaction with the services provided or being provided by the company on similar assignments. As part of the evaluation process, Upper Makefield Township may require a meeting with the Township and other interested parties for the purpose of a presentation of the proposal/qualifications and to answer questions. Travel costs, fees or any other expense shall be the responsibility of the consultant and shall not be chargeable to Upper Makefield Township. Upper Makefield Township reserves the right to select the proposal, which, in its sole opinion, best meets the needs and interests of the Township. Township reserves the right to reject any and all proposals.

VIII.

COSTS

This will be a fixed fee contract as per Section V. Provide a schedule of additional professional fees and expenses; include an estimate of reimbursable costs.

IX.

CONCLUSION

Upper Makefield Township will review the submitted RFP’s in a timely manner. The selected Landscape Architecture firm will be contacted upon acceptance of a proposal by the Board of Supervisors.
