How to implement a sustainable user pay model Mid Conference Workshop B Wednesday 19th November 2014, 5:00pm – 8:00pm Road funding is currently sourced from a mix of registration fees, general taxation, Commonwealth grants and some tolls. Other than for tolls, there is no direct price signal facing the commuter and congestion remains a significant problem in some parts of our major cities. Is it feasible for road funding to move to a more sustainable and regulated basis, similar to electricity and urban water whereby roads are treated as a network and users pay more directly for their use? In this workshop Joe Branigan will explore the issues and options around one of the most important remaining microeconomic reform tasks. Colin Coakley, Project Director, KJA Colin Coakley has over 25 years’ experience in managerial and leadership roles across the transport, rail and infrastructure sectors. Colin is a skilled communicator and negotiator who excels at managing contentious project issues and delivering successful outcomes for all clients and projects. He has delivered communications and stakeholder engagement for a range of high-profile, multi-billion dollar infrastructure projects. His expertise lies in managing successful relationships, providing strategic advice and driving project delivery.

Joe Branigan, Senior Research Fellow, SMART Infrastructure Facility Joe Branigan is a Senior Research Fellow at the SMART Infrastructure Facility at the University of Wollongong. Joe has 15 years’ experience as an economist, working in government (at the Productivity Commission and the Federal Treasury) and as a consultant. He is a former regulator at the Queensland Competition Authority and former economic advisor to the American Ambassador to Australia. Joe’s specialisation is in regulatory and infrastructure economics. He has researched and written extensively on ‘red and green tape’ in the resources industry and in relation to monopoly public infrastructure such as roads, electricity, water and rail assets.

Ben Johnson, Associate, KJA Ben Johnson has 20 years experience in project management and is skilled at presenting complex information to all levels of stakeholders, from project engineers to government representatives. Ben spent six years delivering multi-million dollar capital and minor works in the lead-up to the Sydney Olympics, including the Bondi Junction Easy Access upgrade and the installation of 192 Digital Voice Announcement Systems at 157 railway stations. His previous roles include Manager of Community Relations for RailCorp, and General Manager of Ministerial Correspondence and Customer Relations.
