Sage Creek Parks – Timelines Phase 5 Park • Remaining sod will be installed between the soccer field and school site this year. • Organized sports will not be scheduled by the City of Winnipeg for another year or two, until the sod on the field is established. Until that time, casual play is still allowed. • The Sage Creek Residents’ Association is fundraising and applying for grants for the playground. Qualico Communities has pledged support for the playground construction. Mini-Playgrounds • Plans are with the City of Winnipeg for final approval. • Phase 6 and 7 plans are expected to be installed this year. Phase 9 mini-playground will be installed as Phase 9 is developed.

Our 2014-2015 budget was submitted to the provincial government on March 15. We worked hard to involve employees and ratepayers in the budget development. Since November 2013, when we began working on this budget, we sought community input through a public forum and conducted an online survey open to LRSD staff and community for ideas. We know that next year we will promote the survey more widely and make it available earlier so we can hear from as many in the community as possible! We heard clearly from staff and the community that they want an education system that provides and nurtures the whole child: we are more than the 3 R’s; we value the Arts, French Immersion, physical activity and inclusion. At its most basic, the budget funds the operations of our division. It’s in the allocation details of the budget where the School Board Members and the administration work to ensure we can meet our priorities – literacy and numeracy; engagement in learning; and active citizenship – that underpin our daily activities and allows us to go beyond the 3 R’s. When the School Board Members and the administration considered the input from staff and the community, we also worked to ensure the budget would provide the resources for students and staff to make steady improvements in all three priorities.

School Division Budgeting Facts: • The province provides 51.1% of the funds LRSD requires; we need to raise most of the balance through local taxation. • 83.7% of our budget covers salaries and benefits for LRSD employees. • A provincial increase of 2% was not provided to LRSD; we were one of 18 school divisions that received 0% increase because the government argues that like these other school divisions, LRSD has a substantial business base (e.g., St. Vital Centre) from which to raise taxes.

Our Proposed Budget for 2014 – 2015: • The percentage increase from last year is 2.99% (from $156,533,605 to $161,212,533). • The percentage increase on taxes paid by residents is 3.25%. o Residents have had a 0% increase for two years in a row. o The province is in tight fiscal times.

Factors Affecting our Budget: • The requirement for smaller class sizes in grades Kindergarten to grade three (20 students or fewer) by 2017 creates a need for more classrooms and more teachers, both of which directly affect our budget needs. Percentage (%) of Kindergarten –grade 3 Classes with 20 students or less • We are committed to trying to reduce the class sizes in grades four through eight classes, ideally achieving class sizes of 25 to 26 students. This also will affect our budget as we work towards this goal. The following graph demonstrates our achievements on this front.

Updates and Events

84% • Louis Riel School Division United Way contributions are up 13% to a figure of over $80,000, by far the highest contribution per employee of any school division.

Goals for our 2014 – 2015 Budget: By the end of the 2015 school year, we expect our budget allocation will have helped result in: • Continued decrease in K – 8 class sizes; • No cuts to student programs; • Shifting of resources to meet evolving school needs; • Maintaining a reserve fund of 3.1% (Auditor General recommends 3 – 5 %).

Sage Creek School Development The Sage Creek School plans continue to develop. Number 10 Architects shared draft plans for the school at the special Board Meeting on March 11, 2014. Here’s a sneak peek at a few of the images of the plan. *The Sage Creek plan is not yet approved by the PSFB.

• LRSD Recognition Event – May 7, 2014 (save the date) • A committee has been established to review future LRSD Recognition events. Watch for updates in future e-bulletins. • 2013 Koats for Kids Program distributed 6,500 coats to Winnipeggers in need.
