DISTRICT ORIENTATION •



DISTRICT HISTORY 

The District began as a volunteer fire department, Danville Farm Defense Fire District in 1912. Became the Danville Fire Protection District in 1921



The San Ramon Fire Protection District was formed in 1963 when Contra Costa County reorganized its East County Fire Protection District



In 1980, the Danville and San Ramon Fire Protection Districts merged and became the San Ramon Valley Fire Protection District , remaining an independent fire district



In 1991, the Tassajara Fire Protection District was incorporated into the San Ramon Valley Fire Protection District



In 1997, the Dougherty Regional Fire Authority was incorporated into the San Ramon Valley Fire Protection District extending the District’s fire service boundary to the Contra Costa/ Alameda County line



The District currently encompasses 155 square miles, serving the communities of Alamo, Blackhawk, Danville, Tassajara, Diablo, San Ramon, and Southern Morgan Territory with a population of approximately 148,000

CURRENT ORGANIZATIONAL STRUCTURE 

District is divided into various divisions – Executive (Fire Chief), Operations (Suppression, EMS, Training), Support Services (Facilities, Fleet, IT), Fire Prevention, and Administrative Services (Finance and Human Resources)



Executive Management Team consists of the Fire Chief, 2 Assistant Fire Chiefs, Fire Marshal, Administrative Services Director



10 fire stations including 2 fire stations (Station 37 & 40) manned by Volunteer Firefighters



Approximately 185 employees and 45 volunteers



Volunteer programs include Reserve Firefighters, Station 37/40 Volunteer Firefighters, Communications Volunteers, Chaplains

Retirement Benefit Percentages  Safety Retirement = 3% @ 50  Non-Safety Retirement = 2% @ 55



Retirement Contribution Percentages (Basic & COLA)  Percentage determined by employee age of entry into the CCCERA system  COLA (Cost of Living Adjustment) percentages determined by CCCERA  Percentages are modified annually by CCCERA



Employee/District Contributions  Employee responsible for contribution of COLA percentage and Basic percentage of any salary differentials  Under 414H2, District responsible for Basic percentage of employee’s base monthly salary  District also contributes a percentage for each employee as required by CCCERA

Reciprocity may be established between 2 different retirement systems If reciprocity established, age of entry into CCCERA will be modified to the original age of entry into prior retirement system CCCERA coordinates the establishment of reciprocity

RISK MANAGEMENT PROGRAM •

District program is the Injury and Illness Prevention Program (IIPP)



Program encompasses occupational health and safety training and information related to safe work practices, fitness, ergonomics, and workers’ compensation



IIPP Program Manual is posted on the iNET under Policies/Administration



Information on various components of the program are also contained in the Administrative Policies & Procedures, the MOU, and the Management and Non- Represented Personnel Handbook



Program Safety Administrator is the Administrative Services Director, Bob Leete



All District personnel share in the responsibility of ensuring the work place remains as safe and hazard-free as possible

WORKERS’ COMPENSATION PROGRAM •

Administered by Human Resources and ICS (third party administrator)



Workers’ compensation claim packets containing general information and required forms are located at each station and in the copy room at the Administration building



All workplace injuries must be reported immediately to a supervisor/manager



Physician pre-designation forms are available for employees who would like to choose their primary care physician for initial treatment



Workers’ compensation forms must be signed by the employee and the supervisor/manager then forwarded to Human Resources

ADMINISTRATIVE - MISCELLANEOUS •

Admin Exercise Program   



Promotes wellness and fitness for administrative/40 hour personnel Paid exercise time – ½ hour, 3 days per week on District property/gym facility at the Administration building Appendix D in the Management and Non-Represented Personnel Handbook

Admin Absence Line  

Utilized by Administrative personnel when reporting non-scheduled absences Employee responsible for contacting supervisor/manager as well as the Absence Line  Absence Line – (925) 838-6606 or [email protected]  Approved leave slips must be submitted to Attendance  Note – Shift employees must phone the Duty Battalion Chief to report unscheduled absences and do not utilize the Absence Line



Administrative Holidays  13 holidays including 4 floating holidays  Time for floating holidays worked for non-management/40 hour personnel are converted to CTO  Time for floating holidays worked for management/40 hour personnel are deferred and must be utilized by year-end
