LETTER OF UNDERSTANDING Between SAN RAMON VALLEY FIRE PROTECTION DISTRICT And INTERNATIONAL ASSOCIATION OF FIREFIGHTERS LOCAL 3546 Rescue Team The purpose of this Letter of Understanding is to communicate the agreement made between the District and the Local regarding Rescue Team membership. • • •

Team size shall be limited to no more than 40 members. There are four core classes that team members must complete in order to remain on the team. Those classes are: Rescue Systems I, Trench Rescue, Confined Space Operations and RIC. Current members of the team who have not completed all of the core classes must do so within 18 months of the signing of this LOU in order to remain on the team. Exception will only be made for members who are not able to complete the classes because of a long term absence from work caused by an illness or injury that prevents him/her from completing all of the core classes. New members will be added to the team based upon their seniority in the District, most senior having priority over those with less seniority. New team members added to the team between the effective date of this LOU and Sept. 10, 2010 must complete all core classes and a task book within 18 months of joining the team. Exception will only be made for members who are not able to complete this requirement because of a long term illness or injury that prevents him/her from completing all of the core classes. Team members that do not complete all of the core classes and/or a task book within the 18 month time period will be removed from the team. They will be allowed back on the team only after they have completed the core classes and/or a task book. They will be placed back on the team if there is an opening and if their seniority allows.

In order for personnel to maintain team membership and continue to receive Rescue Team pay differential they must complete annual refresher rescue team training. Four quarterly training modules will be offered. Rescue team personnel must attend one module per quarter and four modules annually to remain a member of the team. If one of the quarterly training modules is missed by a team member, he/she will be placed on a probation status. He/she will be required to attend two training sessions during the next quarterly training module. If the team member fails to attend two training sessions prior to the end of the next quarterly training module, he/she will not receive the Rescue Team pay differential until three training sessions are attended. If the team member does not attend three training sessions by the end of the third quarter following the first missed session, he/she will be removed from the Rescue Team. A team member may request to be on Special Circumstance Status while absent from duty due to illness or workers’ compensation injury. The number of training sessions missed will be waived while the member is on Special Circumstance Status. Personnel will be allowed to attend up to two of the four modules on-duty. Scheduling for the on-duty modules will be based upon District seniority with those with greater seniority selecting their first on-duty module before those with less seniority. The second on-duty day will be selected after scheduling for the first is complete and will follow the same seniority process. In the event a team member does not attend a module for which they were scheduled to attend onduty they will be required to make-up the absence off duty. To maintain team membership all team members will assist with rescue team training for District personnel. Beginning September 10, 2010 members desiring to join the team must have completed all of the core classes in order to become a member of the team.
