Overall responsibility:

Plan Canada is looking for a Senior Advisor, Monitoring and Evaluation to be part of our Program Effectiveness Team. The successful incumbent is passionate about generating evidence to improve development programs, and about data systems efficiency, as well as contributing to team effectiveness in programmatic decision-making. This is an exciting opportunity to work cross-functionally with a wide variety of colleagues from diverse backgrounds and expertise, based in different Plan offices, who are all passionate about improving the lives of children and communities globally. Based in Toronto, Ontario, Canada, with travel to different Plan country offices, the Senior Advisor will improve Plan Canada’s capacity and expertise in monitoring and evaluation of child-centered community development (CCCD) programs as diverse thematic areas as education, health, child protection, and economic empowerment.

Specific responsibilities:

Program design 

Ensure the use of design logic using logic models and/or project theory of change for the development of CCCD programs and design/integrate measurement frameworks Research/Evaluation 

Manage and ensure high quality of the design, methods, implementation of evaluation and/or baseline/endline studies, research studies

Data Systems 

Design and ensure the quality and usability of monitoring system that are participatory and inform program decision making

Processes 

Manage the development of processes (including cross-functional processes involving other teams) to support the PEU in implementing robust M&E systems and procedures

Knowledge management 

 

In collaboration with (sr.) program managers, (sr.) technical experts and external consultants when needed, document lessons learned and best practices from programming, including dissemination plans Manage the integration of lessons learned from project evaluations and reviews to further improve the implementation of projects Represent Plan Canada within relevant learning networks related to the field of monitoring, evaluation and learning

People leadership  

Manage and mentor M&E advisors and interns Coordinate and collaborate with senior program managers, senior technical advisors to streamline teamwork and to ensure monitoring and evaluation components are well integrated in the implementation plans of projects

Training 



Skills, experience, qualifications:

         

Provide foundational M&E training to newly hired Plan Canada program staff and country offices to increase their technical capacity in the area of monitoring, evaluation and learning, including integration of gender and child rights elements Provide technical support to Plan Canada program staff and country offices in the use of data collection methods for qualitative, quantitative and participatory research Preferably a Master’s degree in statistics/development research related field, economics, anthropology, social science or equivalent through work experience. A minimum of eight (8) years’ solid experience in planning, research, monitoring and evaluation of social development programs and projects is required Proven track record and expertise in developing and implementing monitoring and evaluation systems in international development programs within a results based management approach is a must Strong familiarity with Results Based Management approach, Logical and/or performance measurement Framework development is essential Advance knowledge and hands on experience with statistical software (SPSS, STATA) for descriptive and inferential statistics is necessary Strong research, information gathering, analysis and presentation skills are a must Advanced data management and analysis skills are required Must possess strong computer skills using Microsoft Office (Word, Excel and Power Point), databases and internet use Advance knowledge of quantitative data collection and statistical analysis, qualitative data collection and analysis (content or grounded theory) is required Fluency in English is required; bilingual capacity in French and/or Spanish is preferred

Good familiarity with participatory research and planning methodologies is desired Preference will be given to those with previous experience with relevant data analysis or database software applications (Access, Excel, Nvivo, SPSS or similar) A working knowledge of donor requirements and formats pertaining to results frameworks is considered a significant asset Strong understanding of child rights and gender equality issues are required Demonstrated capacity to work collaboratively and effectively with others in a highly complex, diverse and culturally-sensitive environment Must be able to work in a team environment with a positive and self-starter attitude A valid passport and availability to travel is required Eligibility to work in Canada is mandatory
