1. DEMOGRAPHIC AND SOCIAL PROFILE NB: Figures and values in the profile only represent the population surveyed in household survey, not the total Afghanistan population, unless stated otherwise.
Summary Located 14 km southwest of Jalalabad City, Sheik Mesri New Township (SMNT) is a Land Allocation Scheme (LAS) established for landless returnees. Around 2,500 families currently reside in this high return area, 72% of whom are returnees from Pakistan. Approximately 80% of residents are Pashtun. Of the 443 households surveyed in Sheikh Mesri New Township, 340 (77%) were returnee households and 103 (23%) were IDP households. The households encompass a combined total of 3,944 individuals with a gender ratio of 1:1. The average household size was revealed by the survey to be 9.0 persons among IDPs and 8.9 persons among returnees. Children (0-17 years) represent three-fifths of the average household size in both community groups with equal numbers of both boys and girls. The elderly (aged 60+) were found to constitute 4% of the returnee population and 2% of the IDP population. Approximately 2% of the population reported to be widowed with over five times as many widows as widowers.

2. MIGRATION PROFILE
Summary Among the households surveyed, the year 1385 (2006/07) witnessed the largest number of returnee arrivals in HRA with 113 returnee households choosing to settle in Sheikh Misri New Township. Also, the year 1388 (2009/10) witnessed the largest number of IDP arrivals with 29 IDP households choosing to settle in HRA. Since 1385 (2006/07), on average, approximately 35 returnee households per year have chosen to settle in the area. Prior to and since 1388 (2009/10), an average 12 IDP households per year have chosen to settle in Sheikh Misri New Township. Of returnee and IDP households that have settled in Afghanistan in the last two years, 91.9% of returnee and all of IDP households stated that they did so voluntarily. Of these, all of returnee and all of IDP households stated that they intend to remain in the area. All returnee households had sought asylum in Pakistan (100%) with 85.9% stating that they did so for safety reasons due to conflict. Approximately three-quarters also cited economic reasons and three-fifths cited family reasons. A further, two-fifths of returnee households stated that they sought asylum due to harassment/discrimination. Among IDP households, 58.3% cited economic reasons and over two-quarters cited family reasons as the main reasons for having fled their districts of origin. Over two-fifths also cited harassment/discrimination and escaping personal violence as having influenced their decision to move. Over four-fifths of households stated that legal difficulties and over two-fifths cited safety reasons were the main reasons of returning back to Afghanistan. Further, over one-third stated economic reasons as having influenced their decision to return. 3. HOUSING STATUS PROFILE
Summary Survey findings reveal that 75% of IDP households and 68% of returnee households reside in single family homes with the majority of remaining households in both groups residing in part of a shared house. Approximately two-thirds of all dwellings were reported to be mud-brick or mud constructions with the remaining one-third being fired brick/stone constructions. Over three-quarters of all households have wooden roofs with the vast majority of remaining roofs being brick constructions. Two-room dwellings were revealed to be the most common dwelling type, with 49% of returnee households and 44% of IDP households residing in such dwellings. Three-room dwellings were the second most common dwelling type among 27% of IDP households and 21% of returnee households. With regard to cooking facilities, 41% of IDP households and 37% of returnee households have a separate kitchen within the home. 4. WATER, ELECTRICITY, FUEL AND SANITATION
Summary Water: Hand pump is the main source of water for three-quarters of both returnee households and IDP households and it is located on average 5 minutes away from returnee households and 10 minutes away from IDP households. open well is the second most principal source of drinking water for 15.0% of returnee households and 15.5% of IDP households located on average 7 minutes away from both returnee households and IDP households. Bored wells and other sources of water also provide water for small percentages of both returnee and IDP households. Electricity: Of the 443 households surveyed, a total of 269 (60.7%) reported to have had access to an electricity supply in the 30 days prior to being surveyed. Solar power was the most important source of electricity among 62.4% of returnee and 83.1% of IDP households. A further, 30.0% of returnee and 15.3% of IDP households have access to community generator (engine). Only 4.3% of returnee households have access to private generator (engine). Moreover, 2.4% of returnee and 1.7% of IDP households use battery. Fuel: During the winter months, approximately three-fifths of returnee households and three-quarters of IDP households have no heating during winter. In the range of 7% of both returnee and IDP households use firewood. Bushes (ping), twigs/branches and straw is the main source of heating for 26.5% of returnee households and 18.4% of IDP households. The main source of cooking fuel in past 30 days for returnee households (74.1%) and IDP households (65.0%) is firewood. A further, 11.5% returnee households and 12.6% of IDP households use bushes (ping), twigs/branches and straw for cooking. Gas is more likely to be used by IDP households (22.3%) than returnee households (12.6%). In addition, 1.8% of returnee are using animal dung for cooking. Sanitation: 84.1% of returnee and 72.8% of IDP households have access to a traditional covered latrine. A further, 3.2% of returnee and 5.8% of IDP households use flush latrine. Proportionally more IDP households (11.7%) use open field, bush or sahrahi compared to returnee households (6.2%). Moreover, in the range of 3% of both returnee and IDP households use improved latrines. Surveyors took note of whether any garbage or pools of stagnant water were observed in close proximity to the households they interviewed. 61.8% of returnee households and 71.8% of IDP households didn’t have any garbage near their dwellings. A further, 37.4% of returnee households and 27.2% of IDP households had little garbage near their dwellings. Moreover, less than 1% of both household types had a lot of garbage near their dwellings. Also, over 97% of both returnee and IDP households didn’t have any stagnant water near their dwellings. A further, 2.4% of returnee households and 1.9% of IDP households had little stagnant water near their dwelling.

Summary According to survey findings, 25.3% of returnees and 24.5% of IDPs are engaged in work for the family, with females accounting for over 90.0% in both groups. A further 17.4% of IDPs and 16.3% of returnees reported to be working for a salary, with males accounting for over 96.0% in both groups. Industry represents the main employment sector for both salaried returnees (68.0%) and IDPs (58.1%). Proportionally more IDPs (23.8%) reported to be working in the service sector than returnees (16.4%). Similarly, IDPs (15.0%) were more likely to be working in the government sector than their returnee (11.7%) counterparts. Among those aged 12-17 years, 34 returnees and nine IDPs reported to be working. Two IDP children aged 511 years were also reported to be in work.

Summary Income: Average household income in 1390 was USD 2,441 among IDP households and USD 2,173 among returnee households. Wage labour was the primary source of income for 61.2% of returnee households and 53.4% of IDP households. Government services were the second most common income source for both IDP (17.5%) and returnee (10.6%) households. Remaining households relied upon day labour, trade, and borrowing, in varying proportions. Average household debt was revealed to be USD 1,634 among IDP households and USD 1,478 among returnee households. Expenditure: Average household expenditure in the month prior to being surveyed was USD 182 among IDP households and USD 172 among returnee households. Food supplies constituted the largest single monthly expense (63.0%-65.0%) for both household types. Assets: With regard to ownership of key household assets, in the region of two-thirds of households in both groups own a stove/gas balloon and over 90.0% of both household types own a mobile telephone. Summary Agriculture: Of the 443 households surveyed, only one IDP household has access to agricultural land and cultivated 4.0 jeribs in the current year. Wheat was the most important crop to this household, and opium the second most important crop. Similarly, of all households surveyed, only one IDP household has access to a garden plot. Livestock: Some livestock is owned by 34.0% of IDP households and 31.2% of returnee households. Among households that do, in the region of 70.0% in both groups own chickens and approximately one-third own cows. Sheep are owned by proportionally more IDP households (71.4%) than returnee households (4.7%). Similarly, a larger proportion of returnee households (16.0%) own goats than do IDP households (2.9%). Comparable proportions (8.0% approx.) in both groups own cattle.

Summary Over 95% of both returnee and IDP households stated that District Centre is too far to walk. In the last three months, the main reasons for travelling to the District Centre for returnee households were to purchase goods or services or to visit government officer while for IDP households, the main reasons were to purchase goods or services or to visit relatives. Moreover, over two-thirds of returnee and IDP households stated that police station is 15-60 minutes away. Two-thirds of both IDP and returnee households stated that public health centre is 15-60 minutes away. For the vast majority in returnee and IDP households, the nearest private health clinic is either too far to walk to or 15-60 minutes away. The nearest hospital for both returnee and IDP households is too far to walk, must use transport. Approximately two-quarters of returnee and IDP households stated that their employment area is less than 15 minutes. Two-thirds (67.4%) of returnee households and over three-fifths (62.1%) of IDP households stated that their access to transport is less than 15 minutes. The nearest primary, secondary and high schools for boys and girls among all three household types were 1560 minutes away.

9. EDUCATION PROFILE
Summary Among those aged five years and over, 41.0% of returnees and 39.3% of IDPs reported to be literate. Of these, 56.7% of returnee males and 55.9% of IDP males reported to be literate. Similarly, 24.5% of returnee females and 21.5% of IDP females reported to be literate. Among adults aged eighteen years and over, 90.1% of returnee males and 86.2% of IDP males did not achieve any school grade. Similarly, approximately all females among both returnee and IDP households had not achieved any school grade. Among males aged 6 to 24 years, 56.6% of returnee males and 56.3% of IDPs males reported to be currently attending school. Among females aged 6 to 24 years, 29.9% of returnees and 28.1% of IDP females reported to be currently attending school. The main reason for not attending school given by those aged 6 to 24 years across both returnee and IDP was because their families didn’t allow them. Furthermore, 11.9% of those aged 6 to 24 years across returnee and IDP households didn’t go to school because they didn’t like school or didn’t learn enough. Also 11.5% of returnee and 7.6% of IDP members aged 6 to 24 years didn’t attend school because child needed to work to help family.

10. HEALTH PROFILE
Summary 34.7% of returnee households and 38.8% of IDP households had between one and two household members admitted to a health facility as an inpatient over the course of the previous month. Four-fifths (82.4%) of returnee and three-quarters (76.7%) of IDP households also had at least one member receive care from a health provider, a pharmacy or traditional healer without having to stay overnight. The private health facility was visited most by returnee and IDP, followed by the Regional Hospital and comprehensive health facility. The most common reasons for seeking medical treatment by returnee households were infectious problems (38.8%), digestive problems (18.4%) and respiratory problems (13.8%). Similarly, for IDP households the most common reasons were infectious problems (37.1%), digestive problems (19.0%) and respiratory problems (12.9%). Of the 911 females aged 13-49 years that were included in the survey, a total of 92 were reported to be married among returnee households (n=67) and IDP households (n=25). Based on this data, the average number of births stands at 5.1 for returnee females and 4.8 for IDP females. Correspondingly, the average number of infant/child deaths is 0.6 for returnee females and 0.3 for IDP females. Of the 86 females aged 1349 years that have given birth, 68.3% of returnee and 69.6% of IDP females received antenatal care during their last pregnancy with an average of 3.02 antenatal care visits per mother, and 25.0% had the assistance of a midwife during delivery. With regard to children under the age of five, 96.4% of returnee children and 90.0% of IDP children have been registered with the civil authorities. Over the course of the previous month, 95.5% of returnee under-fives and 96.7% of IDP under-fives have received a Vitamin A capsule; and 25.9% of returnee children and 36.7% of IDP children have suffered from diarrhea. 11. HOUSEHOLD SHOCKS AND COPING STRATEGIES
Summary Among returnee households 92.1% have been affected by unusually high increase in food prices, two-thirds (68.2%) by reduced drinking water quantity, 29.7% by reduced drinking water quality, over one-fifths (21.5%) and 18.8% of returnee households were affected by severe winter conditions. 94.7% of returnee households have decreased expenditures in respond to shocks. A further, two-fifths reduced quality of diet and took loans, one-third (35.6%) received help from others in the community and one-fifths (20.3%) needed medical attention in order to cope with shocks. Among IDP households 92.2% have been affected by unusually high increase in food prices, three-quarters (76.7%) by reduced drinking water quantity, over one-third (35.0%) by reduced drinking water quality, over onefifths (20.4%) and one-quarter (24.3%) of IDP households were affected by severe winter conditions. 96.1% of IDP households have decreased expenditures in respond to shocks. A further, over two-fifths reduced quality of diet, took loans and received help from others in the community and one-fifths (21.4%) needed medical attention in order to cope with shocks.

12. PROTECTION PROFILE
Summary Of the 443 households surveyed, 83.4% had an adult male aged 18-59 years as head of household. The head of household of three returnee households was a male aged 12-17 years. Moreover, 10 returnee households and four IDP households have an adult female aged 18-59 years as head of household. A total of 69 households had an elderly (aged 60+) head of household of whom 1.4% were female. 15 returnee households and seven IDP households were headed by a widow or widower. 20 returnee females and one IDP female aged 15-17 years were reported to be married. Among married adults, a total of 36 returnee and 16 IDP females reported to have been under-18 years of age at the time of marriage. Three returnee households and three IDP households contained more than one wife. The survey found 195 people living with a disability of which 56.4% were male. The most common disabilities were reported to be either physical (37.4%) or mental (13.8%) in nature. 48.7% of disabled returnees and 66.7% of disabled IDPs were adults aged 18-59 years. 4.8% of disabled people in IDP households and 18.9% of disabled people in returnee households were aged 60 years and over. Of the 745 females aged 6-17 years, 60.6% of IDP females and 59.1% of returnee females are currently not attending school.

Summary Among households surveyed, a total of 45 children were reported to be working and include 34 children aged 12-17 years among returnee families, and 2 children aged 5-11 year and 9 children aged 12-17 years among IDP families. Child workers belonging to returnee households were reported to be working an average of 8.2 hours per day with 73.5% of returnee child workers reported to be day labourer and 20.6% were self-employed. Summary The security situation in the district was described as “moderately secure” by over 90.0% of both returnee and IDP households, with much of the remainder describing it as “not secure, not insecure.” With regard to safety, approximately 96.0% of both household types either “rarely” or “sometimes” fear for their personal safety and security or that of their family, with the vast majority of the remainder “never” doing so.
